    • Is has long been assumed among Western commentators that rapid economic growth in East and South-east Asia has been achieved without the development of social policies. It has often been inferred that growth without social welfare is not only possible, but beneficial to further strong economic growth. The article questions these perceptions and beliefs. First, to what extent did East and South-east Asian countries delay the introduction of social insurance schemes compared so European pioneering countries, in the sense of introducing them only at a much higher level of 'modernization'? Second, to what extent was the economic miracle achieved by some of these countries based on (or accompanied by) attempts to forestall or retrench welfare stare schemes? Third, to what extent has the recent financial crisis led to attempts at lowering or changing standards of social protection The study shows that the Asian countries generally introduced social security programmes at a lower level of 'modernization' than Western European countries; that rapid and strong economic growth in the decade 1985-95 has in general been accompanied by welfare expansion; and that even after the financial crisis of 1997 expansion of state welfare responsibility is more evident than efforts to reduce or dismantle state welfare responsibility.

    • This article studies the soft regulation developed in the field of EU employment policy from the late 1990s onwards, a type of policy co-ordination that has been termed the ‘Open Method of Coordination’. It focuses on particular regulatory mechanisms, in the section entitled ‘Discursive regulatory mechanisms’, built into this ‘soft’ system of governance, which are related to language use and knowledge making. These include: joint language use (Eurodiscourse); the building of a common knowledge base (including collection and standardization of statistics); the strategic use of comparisons and evaluations; the systematic editing and diffusion of knowledge, combined with social pressure and time pressure. It is argued that these measures together constitute a systematic system of governance with the potential to transform the practices of the member states and thus add to the integration process, albeit by a partly different kind of dynamic than regulation and integration by hard law

    • Substantial cross-national differences in poverty alleviation are well documented. But the extent to which different parts of the social transfer system account for this variation is still relatively unexamined. This paper analyses the redistributive effects of specific social policy institutions in a comparative perspective. The main question is to what extent non-means-tested entitlements and means-tested benefits reduce relative economic poverty in different institutional settings. It is shown that the structure of non-means-tested benefits is more important than that of meanstested benefits in explaining differences in poverty alleviation across countries. The paper also presents a new method for estimating the anti-poverty effects of separate parts of the social transfer system. This method decomposes the anti-poverty effects of a set of social transfers into independent and combined effects, which produces more valid results than prevalent methods used to assess the impact of a particular transfer on poverty. The countries included in this study are Canada, Germany, Sweden, the United Kingdom and the United States. The empirical analyses are based on data from the Social Citizenship Indicators Programme (SCIP) and Luxembourg Income Study (LIS describing the situation in the mid-1990s.

    • Welfare state regimes vary in their strategies of redistribution. Some welfare states have extensive taxable social insurance schemes, while others rely more on non-taxable means-tested benefits. In order to assess the distributive effects of different programme types, it is necessary to analyse social insurance after taxes, something rarely practised in comparative research. In this paper, we evaluate distributive effects of social insurance after taking taxes into account in 10 welfare states. The main question is to what extent income taxes affect the contribution of social insurance to income inequality. The conclusion is that taxation may have important consequences for both inter- and intra-country comparisons of income redistribution, especially if countries with similar social policy systems are compared. The analyses are based on micro-level income data from the Luxembourg Income Study (LIS).
