    • The EU procurement directives stipulate that public contracts be awarded to the lowest bidder or to the bidder with the economically most advantageous tender; the latter requiring that a scoring rule be specified. We provide a simple theoretical framework, based on standard microeconomic theory, for tender evaluation (scoring and weighing) and discuss the pros and cons of methods such as highest quality (beauty contest), lowest price and price-and-quality-based evaluations. We argue that the most common method, price-to-quality scoring, is inappropriate for several reasons. It is non-transparent, making accurate representation of the procurer's preferences difficult. It is often open to strategic manipulation, due to dependence on irrelevant alternatives, and it tends to impose particular and unjustified non-linearity in bid prices. The alternative quality-to-price scoring method, where money values are assigned to different quality levels, is a better alternative. However, when the cost of quality is relatively well-known and several providers can offer optimal quality lowest price is the preferable award criteria, while beauty contests may be preferred when purchasing budgets are inflexible.

    • Awareness of the business environment in which a company operates is important for its success in purchasing. Consideration to the natural environment is increasingly important for long-term success of purchasing. A mail survey is used to investigate the character of different factors that can influence the environmental purchasing of transportation services. Factor analysis suggests that the factors can, to a large extent, be grouped according to actors involved. The largest factors regard the internal management, image, resources of the firm, customer demands, carriers and governmental means of control. Most factors work as drivers. Some differences have been identified when comparing the surrounding environment of the environmental purchasing of transportation services and the surrounding environment commonly described in the more general purchasing and environmental management literature. The uniqueness of this study can be found in the large number of contingency factors considered, the focus on purchase of transportation services, as well as in the Swedish context in which the study has been conducted.

  • Partnering relationships in construction: A literature review

    • There is no unified view as to what partnering relationships are in the construction industry. The purpose of this paper is to examine the literature in order to identify the main assumptions about partnering relationships in construction research and practice. The literature is compared to the Construction Industry Institute's (CII, 1991) frequently cited definition of partnering as a long-term commitment between two or more parties in which shared understanding and trust develop for the benefits of improving construction. The literature review reveals a tendency to focus on project partnering in dyads between clients and contractors and there is also an emphasis on formal tools to develop these relationships, even if social aspects and relationship dynamics are recognised. The paper discusses these findings and suggests that, in order to increase the understanding of the substance and function of partnering relationships, it could be useful to incorporate knowledge from theoretical perspectives that are more in line with the CII definition. Two perspectives that seem particularly interesting in this respect are Supply Chain Management (SCM) and the Industrial Network Approach (INA), both of which focus on long-term relationships between actors beyond the dyad. INA also emphasises the informal aspects of relationship development. Incorporating these dimensions of partnering relationships requires processual and longitudinal studies, which are relatively rare in the contemporary partnering literature. (C) 2010 Elsevier Ltd.     • While the previous literature uses transaction cost economics and the resource-based view to theoretically derive the benefits of outsourcing, it has so far overlooked how these theoretical underpinnings must be used to assess trade-offs involved in make-buy decisions as well. This study investigates trade-offs in make-buy decisions for the buying firm. It takes an operations strategy perspective and links manufacturing firms competitive priorities to outsourcing motives and resulting capabilities. Survey data from a representative sample of 136 manufacturing plants in Sweden is subjected to regressions analysis. In contrast to earlier empirical research, this study shows that resulting capabilities of strategic outsourcing initiatives are distinct, and, furthermore, do not emerge cumulatively. This has important implications for the ongoing debate over trade-offs in the operations strategy literature. Findings are clearly in support of the trade-off model and extend current research into the theoretical domain of make-buy decisions.

    • A company that suffers from low internal integration between corporate functions performs worse thanits more integrated competitors,leaving it in a position of competitive disparity.This paper reports onan investigation of the effects of internal integration between purchasing and operations onthemobilization of supplier resources.Low internal integration generates uncoordinated operations and purchasing behaviors that negatively affect supplier resource mobilization.We find that the lack ofoperations support foreight major purchasing initiatives in a construction company negatively affectssupplier resource mobilization,resulting in poor exchange outcomes for the suppliers.Furthermore,different types ofuncoordinated behaviors affect suppliers’resource mobilization in diverse negative ways. Basedontheresults,we offer a categorization of diverse typesofsuppliermobilization activitiesand offer several managerial implications for both buyers and suppliers.

    • During recent years partnering has been on the top of the management agenda in the construction industry. Despite this attention there is limited and partly contradicting evidence of the impact of these efforts. The objective of this literature-based paper is to explore why it has been difficult to realise potential partnering benefits on the strategic level, while partnering in individual projects has improved construction performance. The analysis builds on a comparison of the features of business relationships in construction with the characteristics of so called 'high-involvement relationships' based on close cooperation. It is concluded that prevailing supply arrangements established to handle the particular conditions in the construction industry makes it unlikely for partnering to reach outside the individual project. Taking the step to strategic partnerships would require modification of some of the basic assumptions and norms of industry efficiency. On the basis of this analysis we explore potential consequences of modifications of current behaviour with respect to decentralisation and competitive tendering. The paper is finalised with a suggestion for a differentiated approach to partnering.

    • This study applies a triadic perspective to business triads of an industrial buyer, its service supplier and intermediary partners. The focus is on the structural, relational and cognitive features of interpersonal interaction. The study also takes into account strategic level interactions and interactions related to daily operations, thus providing insight into long and short-term interactive processes. Dedicated contacts and the social bonds between them provide important channels for both tacit and explicit information within and between the organizations, specifically at the operational level. The study contributes to service purchasing and supply literature by analysing complicated supply networks at the micro-level, and by providing concepts and models for the study of interactions in triadic contexts. Managerial implications relate to the importance of creating trusting relationships within and between the organizations. The longitudinal approach adds to our understanding of ongoing service purchasing processes and the dynamism of business relationships.

    • This study explores the process of global sourcing through a case of the Swedish furnishing retailer IKEA from an interaction perspective. With a point of departure in the streams of existing research on global sourcing and the internationalization process of firms through networks, a research question is proposed concerning supply network interactions as an influence in the global sourcing process. The study uses an in-depth qualitative case study methodology, focusing on IKEA and its development of a supply network for the PAX wardrobe system during the years 2003-2009. The findings draw on 29 interviews in Sweden and China, ranging from interviews with the supply management function of IKEA to interviews with Swedish and Chinese suppliers and sub-suppliers. The findings show that the global sourcing process is influenced by interactions and network effects between supply network actors. In particular, we find that relationships between suppliers were identified and set up by IKEA, but cascaded into deeper interactions amongst suppliers at different supply network tiers. Our study contributes to global sourcing research in indicating the importance of interaction amongst supply network actors, showing how the global sourcing strategy of one actor may significantly influence the sourcing strategies of other actors. Global sourcing decisions therefore need to be understood and coordinated across global supply networks. (C) 2011 Elsevier Ltd. All rights reserved.
