  • Multi-casting in Mountainous Regions of Developing Countries: Analysis through ICT, Institutions, and Capabilities Perspectives

    • Overcoming shortages of teachers or teachers with required skills and experience is a major challenge in rural schools in the global south. We investigate a classroom video conference multi-casting project under development by the Nepal Wireless Networking Project. Our case study draws on one-to-one interviews and focus group discussions from three areas and 10 village research sites in Nepal. An analytical framework which combines the capability approach, institutions theory and ICTs is used. We found that multi-casting projects in the health domain (eHealth projects) focus on capacity building for rural health workers. Despite concerns about the quality of health outreach workers, they were central to eHealth project design. In contrast, teachers were not afforded such a central role in the classroom multi-casting project. Teachers were being sidelined or replaced, rather than being seen as an essential asset to the project. The main contribution of this paper is to enhance understanding of how multi-casting projects can enable or inhibit educational capabilities with regard to health and education in mountainous regions of developing countries.

  • Table-top Exercises for Emergency Management: Tame Solutions for Wicked Problems

    • In response to large emergencies, emergency managers deal with unknown situations characterized by complexity and uncertainty, so-called wicked problems. Existing tabletop exercises are used to train, test and exercise emergency managers but do table top exercises mirror the wickedness? A pilot study where emergency managers were interviewed about the use of tabletop exercises has been carried out. The pilot study and traditional tabletop exercises are analyzed through the lens of wicked problems. The result shows that tabletop exercises partly mirrors wicked problems but cannot handle every aspect of wicked problems. The main reasons for this are, that the planning of tabletop exercises in which the problems and solutions are known beforehand tames the problems and that focusing on the use of plans entails leaving unplanned problems unaddressed. I propose three design ideas to be used when designing tabletop exercises to better prepare emergency managers for wicked problems. First, focus on unsolved (wicked) problems instead of on problems already handled in plans and allow participants to identify them. Second, let participants tame the problems during the exercise instead of taming the problems ahead of time planning the exercises. Third, use existing plans and lessons learned from previous emergencies, and resolve the problems in collaboration.

  • Open Innovation and Control: A Case from Volvo

    • The concept of open innovation has gained widespread attention in different research communities. Nevertheless, it is based on a relatively thin theoretical base dominated by aspects of organizational and intellectual property strategies. Building upon a longitudinal case study, this paper provides an example of open innovation from the Volvo Group. The vehicle manufacturer joined forces for inter-organizational collaboration with a telecommunication operator and a telecommunication infrastructure provider in order to nurture the innovation of vehicle services. Ten years since its formation, this study provides an interpretation in terms of open innovation and illuminates several implications. By focusing the case on IT aspects, we show how the chosen system approach inscribes a high level of control that does not nurture distribution of new vehicle services among other stakeholders. The paper contributes to nuance the understanding of open innovation and in particular demonstrates the role of IT.

    • There has been little theorizing so far about the creation of new standards-based information services in public organizations. In this paper, we explore through a longitudinal case study at the Swedish Road Administration (SRA) how two standards - Alert-C and Location Code - were adapted as to deliver a traffic information service called RDS-TMC. Our in situ analysis reveals that the inherited norms, roles, and rules of the public organization hampered service delivery, which eventually created a tension between the old identity and the new identity of SRA - a tension we refer to as identity tension. Undergoing identity change, SRA had to deliberately configure infrastructural capabilities to better align its operational logics to the new service requirements. The findings suggest that digital multi-contextual services pose intriguing challenges for organizational identity among participating organizations.

    • IS researchers have so far developed conceptual propositions rather than empirical insights into what it takes to green an industry in practice. This paper analyzes an ongoing ten-year action design research effort, which seeks to leverage transport coopetition for environmental sustainability by guiding vertical standard design. Drawing on extensive field data, the paper theorizes about design challenges that surround attempts to tie together people, technologies, and processes into integrated IT solutions. In doing so, it illustrates the usefulness of a coopetitive lens for understanding these challenges and their effects on the evolution of such solutions. The paper also suggests that the action design research approach helps IS researchers to guide technology development in real-world situations.

    • Contemporary methods for assessing information security risks have adopted mainly technical views on the information and technology assets. Organizational dynamics of information management and knowledge sharing have gained less attention. This article outlines how an information security risk assessment method can be elaborated using knowledge-centric analysis of information assets. For this purpose, we suggest the use of a genre-based analysis method for identifying organizational communication patterns, through which organizational knowledge is shared. Initial experiences of the method try-outs by three experienced information security professionals are discussed. The article concludes with a look at the implications of a genre-based analysis of knowledge assets for future research and practice.

    • The pervasive integration of digital technology in traditionally physical products such as cars, heat pumps, and washing machines calls for revisiting the received innovation literature. To this end, this paper presents a competing logic framework for understanding digital technology in product innovation management. In doing this, we derive two idealized innovation regimes by distinguishing and assessing two broad streams of innovation research across the dimensions of organizing logic, market dynamics, and architectural design. Recognizing and elaborating inherent tensions between product innovation and IT innovation, the framework identifies a range of new challenges with implications for digital innovation management research and practice.

    • There is a lack of theoretical understanding of information security risk practices. For example, the information security risks related literatures are dominated by instrumental approach to protect the information assets. This approach, however, often fails to acknowledge the ideologies and consequences of risks practices. In this paper, through critical analysis, we suggest various perspectives to advance the understanding in this regard. In doing so, we present our argument by reviewing the security risk literature using Habermas’s concept of four orientations: instrumental, strategic, communicative and discursive. The contribution of this paper is to develop conceptual clarity of the risk related ideologies and its consequences on emancipation.

  • Steering Institutionalization through Institutional Work: The Case of an eProcurement System in Indonesian Local Government

    • Corruption is arguably one of the main hindrances to development. In their effort to combat corruption, governments in developing countries turn to information technology to enhance transparency in decision making. However, implementation of an information system in this context is not straightforward. Premised upon institutional theory, this interpretive case study traces the role of institutional actors in the institutionalization of an eProcurement system in Indonesian local government. It draws on different streams of research on institutional work to develop an interpretive lens to understand what institutional actors do to steer the institutionalization process. It identifies a set of institutional work carried out by them in disrupting the old institution, and, creating and maintaining the new one. The findings give a better understanding of the institutionalization process. It provides a fine-grained conceptualization of forms of institutional work, and its constituent dimensions.
