  • How the built environment and the railway network can affect the mobility of older people : Analyses of the southern Swedish region of Scania

    • Global society is rapidly ageing. Research on ageing and mobility suggests that better synergies could exist between older people and the built environment. The age-in-place policy will put increased demands on the transport system as a key facilitator for access. The main goal of this study is to examine the spatial distribution of older adults, assessing if it could be affected by selective characteristics of the surrounding built environment and, if so, to what extent. The study district is the region of Scania in the southern part of Sweden. Register-based longitudinal socio-demographic data such as income, employment and education associated with the outcomes of previous travel surveys conducted in the region are the main data sources to be considered. Correlated with population density patterns and expansion of the railway network, this longitudinal approach is expected to reveal causal inferences. Better knowledge may be gained about the environmental and demographic factors that may potentially lead older people to adapt their mobility choices according to the area in which they reside. Research findings could provide useful policy recommendations both to land use and transport planners, contributing to the development of age-friendly neighborhoods, cities and regions.

    • Battery electric vehicles (BEVs) have been slow to diffuse on the international as well as the Swedish market. Previous studies have indicated situational factors such as economic factors, size and performance to be of major importance for vehicle purchasers in their choice of vehicle. In this paper, the authors explore a consumer centric total cost of ownership (TCO) model to investigate the possible discrepancy between purchase price and the TCO between internal combustion engine vehicles (ICEVs), hybrid electric vehicles (HEVs) and BEVs. The creation and testing of the TCO model reveals that computation could be a challenging task for consumers due to bounded access of relevant data and the prediction of future conditions. The application of the model to the vehicle sample found that BEVs could be cheaper compared to ICEVs and HEVs. The findings in this paper could prove to be of importance for policy and marketing alike in designing the most appropriate business models and information campaigns based on consumer conditions in order to further promoting the diffusion of BEVs in society.

    • Traffic information is vital for travellers' ability go get around effectively. In this qualitative interview study, we highlight how providers of traffic information position themselves as travellers to describe the difficulties and challenges with traffic information. In public traffic information the use of the self becomes problematic, if those who deliver a service are homogeneous and lack knowledge of lived experiences of other gender, age and function variation of those that are users of the same service. In order to create inclusive equally distributed public services acknowledging and embodying the diversity among users of traffic information hence becomes important. This paper contributes with a discursive, qualitative approach to literature on gender and diversity in the transportation sector.

  • Mobility as a service : Comparing developments in Sweden and Finland

    • Mobility as a Service (MaaS) developments have thus far progressed along different trajectories in Sweden and Finland, two pioneering countries in MaaS. Still, little is known about why this is. Addressing this knowledge gap, we investigate the role of institutions as key structures given their capacity to bring about differentiated outcomes. Based on 31 interviews with key stakeholders, we first describe drivers and barriers of MaaS developments in the two countries. Thereafter, through an analysis of similarities and differences across the cases, we identify a set of general implications for MaaS policymakers and practitioners. Developments in Finland demonstrate the importance of top-level support, of inter-organizational collaboration and of trust among key stakeholders. The Swedish case reiterates the need for inter-sectorial collaboration, particularly with regard to creating the right conditions for commercialization, and to involving stakeholders on both strategic and operational levels of the transport sector in developing the vision for MaaS. Lastly, we assess the utility of the applied theoretical framework, and comment on the necessity of recognizing that both practice-based and structural changes are needed in order to facilitate institutional change.

  • A topological approach to Mobility as a Service: A proposed tool for understanding requirements and effects, and for aiding the integration of societal goals

    • The purpose of this paper is to shed light on the concept of MaaS and what characterises a ‘MaaS service’, as well as to propose a topology of MaaS as a tool for facilitating the discussion of MaaS, enabling the ‘comparison of’ different services, understanding MaaS' potential effects, and aiding the integration of societal goals into MaaS services. Based on an exploration of existing definitions and descriptions of MaaS, and an expert workshop identifying key aspects and ascertaining service differentiations accordingly, the resulting proposed topology consists of MaaS Levels 0 to 4 as characterised by different types of integration: 0 no integration; 1 integration of information; 2 integration of booking and payment; 3 integration of the service offer, including contracts and responsibilities; 4 integration of societal goals. The levels are then described in terms of their added value and further discussed regarding implications for society, business, users/customers, and technical requirements. Then, a deeper discussion also delves into the potential in expanding upon Level 4 and ways by which services and societal goals can become more fully integrated. The proposed topology adds clarity to the discussion of such a trending topic and enables the positioning of services along the MaaS spectrum. It also deepens the understanding of why MaaS can take time to establish, and can help support the development of action plans in terms of what needs to be done depending on what type of MaaS one wants to develop. Further analysis is desirable regarding the possibilities and problems linked with the different levels of MaaS. Such an analysis is key to understanding which effects can be achieved via the implementation of different levels of MaaS services in terms of e.g. social, economic and ecological sustainability, and business potential.

  • Introducing plug-in electric vehicles in public authorities

    • Plug-in electric vehicles have the potential to contribute to a more energy-efficient and a less fossil dependent road transport system. Swedish local authorities are obligated through legislation to substitute fossil-fuelled vehicles and plug-in electric vehicles offer an alternative for achieving their climate goals. Previous studies assign certain individuals - the policy entrepreneurs - a central role when implementing new technologies in public authorities. By combining the theoretical model of policy entrepreneurs with the theory of outcome indicators, this paper demonstrates how the policy entrepreneur affects and accelerates the introduction of plug-in electric vehicles in local public authorities. The result shows that policy entrepreneurs undertake actions to inform and persuade the decision-makers and raise the issue on the political agenda. The policy entrepreneurs assess the travel demand, find appropriate applications and supervise the deployment process. The policy entrepreneurs inform and inspire vehicle users as a way to ensure acceptance and to increase usage. There are examples of policy entrepreneurs that have accomplished changes in policies governing vehicle use to favour the plug-in electric vehicles. Practical experiences legitimate the policy entrepreneurs when involving local society. The policy entrepreneurs consolidate the new technology within policy documents, amongst the users and in the surrounding society.

    • As the key nodes in our global transport system, ports are increasingly pushed to improve the sustainability of their hinterland transport system. In this paper, we use the Multi Actor Multi Criteria Analysis to evaluate four possible measures for improving the sustainability of the ports’ hinterland transport systems. This methodology allows explicitly the evaluation of criteria considered relevant by all stakeholders. The analysis shows that additional port handling costs and road pricing are the alternatives that score best overall, while modal split quota are the least preferred option.

  • Port Privatisation in Sweden: Domestic Realism in the Face of Global Hype

    • The purpose of this paper is to analyse both the port privatisation process adopted in Sweden and the outcomes achieved as a result of that process. An overview of the Swedish economy is provided and the nature and importance of the Swedish port sector in supporting that economy is established. It is also shown that private sector involvement in the Swedish port industry is already quite substantial (particularly in bulk operations), but that the ownership and control of the more important multiuser ports, particularly in the container sector, is already largely devolved to regional municipalities. A focus on the port of Gothenburg is justified on the basis simply of the volumes handled and the importance of its contribution to the national economy compared to the other two ports (Stockholm and Gåvle) where privatisation has been implemented. Through a review of the available literature and a series of confidential interviews with important stakeholders, it is revealed that certain aspects of the port of Gothenburg's privatisation process were flawed. A number of adverse outcomes are analysed that, it is suggested by interviewees, may be directly attributable to the privatisation of the container terminal at the port of Gothenburg.

  • Agility in the Swedish intermodal freight market – The effects of the withdrawal of the main provider

    • Based on interviews and two workshops with the main stakeholders as well as media coverage, this article analyses the changes in the market from the deregulation leading up to the Swedish market exit of CargoNet, the former monopolist provider of intermodal freight transport, and the events that followed. The analysis applies business model theory. When CargoNet left the Swedish market in April 2012, some of the traffic was absorbed by other intermodal providers and the wagon load rail system. The routes to the far north of Sweden, however, were assuming an infrastructure role for the main forwarders and road hauliers, who formed the joint venture Real Rail with CargoNet to continue traffic. The business model applied by Real Rail differed from CargoNet's and other intermodal providers, mainly by the tight connection to the customers, who guaranteed volumes.
