    • In Swedish child welfare, there are no mandatory guidelines on what interventions to use. Local authorities are able to set their own criteria for implementing or designing interventions. We carried out a survey to identify interventions in use in Children's Social Services and Child and Adolescent Psychiatric Care in Sweden. A total of 102 interventions were stated to have been in use, with between 31 and 45 different interventions for each of the four different child welfare populations. Of the 102 interventions, 56 were designed outside Sweden and later imported. Only 27 interventions were supported with some kind of research evidence. About half of the interventions targeted the child. Possible implications for practice and research are discussed.

    • This article takes its starting point in Sami and Roma exposure to racism by studying preconditions within the criminal law for dealing with racism against individual victims of crime. The purpose is to identify whether and how individual victims can obtain remedy and reparation when exposed to racism. In this article, that means that the racist act must be criminalized, that the criminal interest of crim- inalization is the individual victim, and that the racist nature of the crime has legal implications for classification, sentencing and pun- ishment. Methodologically, the study focuses on identifying possible challenges in the application of so-called hate crimes legislation. Two challenges to the application of individual remedies and reparations were identified. First is the difficulty in identifying and establishing (racist) motive. Second is the lack of clear statements from the courts about how assessments have been made in the use of aggravating and mitigating circumstances in sentencing, and if or how they have affected sentencing and punishment. The results of this study show that the legal conditions for individual victims to obtain criminal justice when they have been subjected to racism are insufficient. Problems are primarily due to deficiencies in the formulation of the legislation, but are also seen in its application. Despite a strong contemporary political focus on work to combat racism, no legal changes have been proposed. Based on the results of this study, we suggest the appli- cation of a holistic approach to the legislation on hate crimes. This would enable individual redress for the racism to which Sami and Roma, among others, are exposed.

  • Can the Human Resources Index (HRI) Be Used as a Process Feedback Measurement in a Structured Support Model for Systematic Work Environment Management?

    • The aim of the study was to estimate the level of the human resources index (HRI) measure among Swedish municipal employees, and to investigate the association between human resources index (HRI) and relational justice, short-term recovery, work environment-related production loss, and health-related production loss. A cross-sectional design was used with one sample of municipal employees (n = 6402). The results showed a positive association (r = 0.31) between human resources index (HRI) and relational justice; a positive (r = 0.27) association between HRI and short-term recovery; a negative association between HRI and work environment-related production loss (r = -0.37); and a negative association between HRI and health-related production loss (r = -0.23). The findings implicate that HRI captures important aspects of the work environment such as productivity, relational justice, and short-term recovery. The HRI measure is part of a support model used in workplaces to systematically address work environment-related issues. Monitoring changes in the HRI measure, it is possible to determine whether the measures taken effect production loss, perceived leadership, and short-term recovery in a work group. The support model using HRI may thus be used to complement traditional work environment surveys conducted in Swedish organizations as obliged by legal provisions.

  • Extensive dispersion of metals from hemiboreal acid sulfate soil into adjacent drain and wetland

    • Extensive red/brown precipitates of unknown origin and composition have caused ecological degradation of a wetland nature reserve (the Water Kingdom Biosphere Reserve) in the hemiboreal zone in south Sweden. Chemical analyses of samples containing the precipitates showed strong dominates of Fe and elevated levels of rare earth elements (REEs), Be, and U. In addition, synchrotron-based analyses indicated that the Fe in these precipitates was bound largely in akageneite and/or schwertmannite. Under nearby farmlands, acid sulfate soils, developing on sulfide-bearing sediments and notorious for abundant export of metals, were identified and found to be widespread, deep (down to the sampling depth of 180 cm or deeper), and very acidic (minimum pH range for soil profiles: 2.8–3.5). In-between the farmland and wetland was a central drain that can act as both a transporter and sink of elements leached from the acid sulfate soils. In the drain had accumulated sediments that had strongly elevated concentrations of Al (15%), ∑REE (2725 mg/kg), Be (15 mg/kg), and U (37 mg/kg). Based on these data and features, a conceptual model for the areas was proposed. The acid sulfate soil releases several major and trace elements, including Fe2+, which are transported in acidic waters via drainpipes to the central drain where pH increases, causing extensive precipitation of Al, REEs, Be, and U as well as Fe2+ oxidation and formation of Fe oxyhydroxides and oxyhydroxysulfates. A substantial part of the Fe2+ in the drain water, however, remains in solution, so when this water is ultimately pumped to the wetland, large amounts of Fe2+ together with significant amounts of Al, REEs, Be, and U and transported to the wetland where Fe2+ is finally oxidized, precipitated and retained. Yet several other metals, leached abundantly from the acid sulfate soils (Mn, Zn, Ni, Co, and Cd), were not found in elevated levels in any of the recipients and therefore most likely have been transported beyond our sampling sites and has thus reached further outin the ecologically sensitive wetland.

  • How Can Practitioners Assess the Value of Social Work Interventions?

    • In social work, practitioners are often faced with situations in which they have to choose an intervention. A fundamental ethical principle of social work practice is to minimize the risk of adverse effects caused by social services. To adhere to this principle, practitioners must be aware of the possible positive and negative effects of potential services. There are hundreds of interventions currently in use in social work. Although there are a growing number of controlled trials on social work interventions, there are only a few interventions based on research that has the highest degree of certainty, making it difficult to know how and in what way these interventions can support a person in need of assistance. This article, based in part on the experience we gained training practitioners working in Swedish social services, presents a tentative model for assessing the best available evidence comparing interventions when scientific evidence is sparse.

  • A Quantitative Study on Employees' Experiences of a Support Model for Systematic Work Environment Management in Swedish Municipalities

    • Today's working life is constantly changing, and work environmental risk factors can alter swiftly. Besides the traditional physical work environment risk factors, somewhat more abstract organizational and social work environment factors also play an ever-increasing role, both in preventing and causing work-related illness. This requires a preventive work environment management that can respond to rapid changes, and where the assessment and remedies rely more on employee participation than on predetermined threshold limits. This study aimed to investigate if the use of a support model (the Stamina model) for workplace improvements could render the same positive effects in quantitative measures that have previously been shown in qualitative studies. Employees from six municipalities used the model for 12 months. They answered a questionnaire at baseline and after six and 12 months, to detect any changes in how they characterized their current work situation and perceived their influence, productivity, short-term recovery, and organizational justice. The results showed that employees felt more influential in work situations related to communication/collaboration and roles/tasks at the follow-up compared to the baseline. These results are consistent with previous qualitative studies. We found no significant changes in the other endpoints. The results strengthen previous conclusions, namely that the Stamina model can be used as part of inclusive, modern, and systematic work environment management.

  • Treatment Foster Care Oregon for Delinquent Adolescents: A Systematic Review and Meta-Analysis

    • Purpose To examine the effects of Treatment Foster Care on youth with serious behavior problems. Method Included studies are controlled trials with high or medium quality, published between 1990 and September 2017. The control group consists of youth with serious behavior problems in group care, and the follow-up time was at least 12 months. The review also examines ethical and economic aspects. Results A total of eight controlled studies were included, consisting of 633 young people and 55 effect sizes. All studies examined the same model, Treatment Foster Care Oregon (TFCO). There is moderate certainty of evidence that TFCO reduces the risk of future criminal behavior and the number of days in locked settings. Furthermore, there is low certainty of evidence that TFCO reduces the risk of delinquent peer associations, drug use, and depression. Discussion TFCO is to be preferred to group care for youth with serious behavior problems. Ethical and economic implications are discussed.
