    • This paper explores the controversy generated by the nonprofit WikiLeakswebsite’s posting of a video documenting the shooting of a group of civilians by U.S.forces situated in a helicopter gunship hovering over a Baghdad neighbourhood.Sparking press attention around the world, the brutal rawness of the black andwhite footage—compounded by the harrowing exchanges between the air crewrecorded on the audio track—proved acutely unsettling to viewers otherwisehabituated to routine (effectively sanitized) renderings of the horrors of a warzone.This paper considers the video as an instance where the cultural normalization ofmilitarization was disrupted in ideological terms, thereby threatening to unravelofficially-sanctioned relations of communicative power.

    • This article interrogates the emerging modes of civic engagement connected to the mobile camera-phone, and the ways in which they require us to rethink what it is to bear witness to brutality in the age of fundamentally camera-mediated mass self-publication. I argue that the camera-phone permits entirely new performative rituals of bearing witness, such as dissenting bodies en masse recording their own repression and, via wireless global communication networks, effectively mobilizing this footage as graphic testimony in a bid to produce feelings of political solidarity. Critically, the performance of what I elect to call citizen camera-witnessing', as exemplified by contemporary street opposition movements including those in Burma, Iran, Egypt, Libya and Syria, derives its potency from the ways it reactivates the idea of martyrdom: that is, from its distinct claim to truth in the name of afflicted people who put their bodies on the line to record the injustice of oppression.

    • Focusing on the critical case of the mobile phone footage of Gaddafi's death in the context of Swedish television news and its audiences, this article considers how the nature of media witnessing' is being transformed through the employment of user-generated footage. On the basis of a combined text/audience analysis study, it shows that citizen video encodes an extraordinary sense of presence and participation. Critically, however, its facilitation of pseudo-eyewitnessing' is not enough in itself to sustain practices of bearing witness. Rather, the author shows that moral responsibility is fundamentally conditioned by the symbolic management of distance - which, audiences stress, is most efficiently provided by professional news packages. Importantly, then, this empirical study corroborates the so far mainly theoretical claim in literature on media witnessing which advocates that media representations need to maintain a proper distance' in order to construct scenes of suffering and violence as a moral cause to spectators.

    • This study, based on interviews with journalists representing major news organizations in Finland and Sweden, explores how the professional ideology of journalists is shaped by the international trend of citizen witnessing. Citizen-created photographs and videos that have become a routine feature of mainstream news coverage are approached as a potential force of change that transforms professional imaginaries of journalism vis-a-vis crisis events. From journalists' lines of thought three interpretative repertoires were identified: resistance, resignation and renewal. Our results hint at a rethinking of the professional norms and roles of journalists.

    • The role of Syrian diaspora activists has been identified as key to both supporting and shaping the world's image of the Syrian uprising. This article examines the multifaceted media work of Syrian diaspora activists, conceptualized as cultural brokerage in a global and national setting. Based on personal interviews with activists in exile in five countries, this study identifies and analyzes three main aspects of brokerage: (a) linking the voices of protesters inside the country to the outside world, (b) managing messages to bridge the gap between social media and mainstream media, and (c) collaborating with professional journalists and translating messages to fit the contexts and understandings of foreign publics.

  • Voicing the Slum : Youth, Community Media and Social Change in Nairobi

    • Since late 2006, several small media projects have emerged in the slums of Nairobi with the aim to counterbalance the ignorance from mainstream media, provide the slums residents with news, information and an opportunity to voice their needs and discuss relevant issues. These media are best labelled community media, since their main concern is to serve the interests of the community, in this context the slums. The aim of this project is to assess the potential impact community media have on the community in which they operate. Moreover, it considers the role community media play in promoting community development and democracy, especially in relation to young people living in the slums of Nairobi. Through ethnographic fieldwork in Nairobi (January 2007 to April 2010) including interviews with producers and audience, the study not only maps the establishment of the community media landscape in the slums of Nairobi but the advent of community broadcasting. The study reveals that community media and community radio in particular play an import role in the local youth’s identity construction.  By promoting a “slum identity” and ascribing to it positive connotations they help the youth strengthening a sense of pride in who they are and where they come from. Moreover, community media and especially community broadcasting provide the audience with information and a platform for debate where the community can interact directly or indirectly with civil society group, local power holders and experts whether in health, law and finance. This can improve the living situations of the audience but also their engagement as citizens. On a macro level, community media’s biggest contribution to social change is their proactive work to combat tribalism by encouraging their audiences to perceive themselves as Kenyans rather than clinging on to identities based on tribal belonging, which is further reflected in their use of Swahili. The political economy of community media is the biggest challenge that prevents the media projects from fully fulfilling their objectives and being a progressive force for social change. The weak financial situation not only affects their output negatively, it makes them dependent on external funding and (mis)use youth as unpaid labour.

    • The new public diplomacy is a major paradigm shift in international political communication. Globalisation and a new media landscape challenge traditional foreign ministry ‘gatekeeper’ structures, and foreign ministries can no longer lay claim to being sole or dominant actors in communicating foreign policy. This demands new ways of communicating foreign policy to a range of nongovernmental international actors, and new ways of evaluating the influence of these communicative efforts. But where do the lines between old and new public diplomacies actually meet? How much current PD policy and practice conforms to older styles of communication, and how much can truly be considered new? What are the practical constraints upon the adoption of an entirely ‘new’ PD? This PhD thesis investigates the methods and strategies used by 5 foreign ministries and cultural institutes in 3 countries as they attempt to adapt their PD practices to the demands of the new public diplomacy environment. The question is not simply of how government actors have phased out their archaic old PD practices, but of how the continual need for short-term influence – for discernable impact, outcomes, value-for-money – complicates the paradigm shift. The case studies are based around an analysis of US, British, and Swedish strategies. Each chapter covers national policy, evaluation methods, and examples of individual campaigns. Material consists of 25 interviews with PD practitioners, detailed policy studies, reconstructions of 5 PD campaigns, and analysis of communication models and evaluation methodologies.
