- What is the relationship between borders and knowledge? How do changes in territorial and social borders affect knowledge's epistemic boundaries; how do changed knowledge boundaries affect physical borders? Which is more resilient; which seems to change most easily? These are the questions addressed by the fourteen chapters in this volume.The volume uses case studies, based on both historical and contemporary sources, to highlight processes of knowledge production within the social sciences and humanities. The focus is on Middle Eastern societies and peoples - Circassian, Assyrian, Turkish, Arab, Kurdis... – living around or having moved from the Mediterranean. One central subject is the influence of migration and travel on the relationship between the geographic and linguistic borders established by nation-builders, and those constructed by scholars, travellers and commentators. A second is the transfer and translation of textual elements of knowledge – e.g. cultural repertoires or historical narratives – from one linguistic social setting to another. Together with an introductory discussion of the book's three border-knowledge themes, the studies present new theoretical and methodological conceptualisations of the intriguing and manifold relationship between physical, social borders, and the boundaries of knowledge.

- Political and institutional boundaries (empire, nation and academic disciplines), and boundaries to communication (language and script) enclose empirical knowledge. A series of investigations, all relevant to the Middle East and the Mediterranean, are presented here. They lay the ground for a detailed discussion of how scope conditions, previous research and misreading can explain Ernest Gellner’s use of the concept of ‘asabiyya, forged by the XIVth century scholar Ibn Khaldûn’s, and the transfer of it from its general context to his own modelling of a particular, Muslim, society – a move totally foreign to Ibn Khaldûn’s own intentions and thinking. Paradoxically the boundaries of knowledge can serve their very transgression, but when including knowledge from across the border it has to be done on its own terms. Ibn Khaldûn’s work, from a time before modern nations and academic disciplines, can serve as an example and an inspiration.

Securing the working democracy : Inventive arrangements to guarantee circulation and the emergence of democracy policy

- In the 1990s, Swedish democracy's ability to remain strong and renew itself became increasingly questioned in government commission reports and social-scientific writings. The perceptions of the financial crisis in 1992–1994, new identities, immigration and changes in participation in civic associations and organizations were listed as challenges to democracy. Together, they helped constitute an understanding of an emerging gap between the population and existing representative democratic forms. In response, the 1990s and the first decade of the 2000s saw the emergence of several discourses, political initiatives and scientific contributions that articulated and responded to the need to secure a “working democracy”. By analyzing theoretically the arrangements of elements in policy and in attempts to shape the population's habits, dispositions and behavior, this thesis illuminates the role of aesthetics in the knowledge and power effects of these efforts. Methodologically, the thesis draws on Michel Foucault's genealogical approach in four empirical chapters. In doing so, the thesis displays why, when and how the efforts to secure a working democracy emerged, and analyzes the politics inherent to them. The chapters consist, first, of a study of the birth and changes in “democracy policy” as a distinct political domain; second, a mapping of the emergence of the discourse and dispositif of “valuefoundation”; third, a mapping of the discourse on exclusion and the discourse on and apparatus to combat “violence-promoting extremism”, and, finally, a mapping of inventive approaches in survey research that articulated how to secure a working democracy. This mapping exposes a vision of democratic dis-involvement and how to contain it infused by risk-management, benchmarking and a monitoring of changes in the population. Taken together, the chapters demonstrate the emergence of a complex network of power relations and knowledge used to achieve congruence between the population and governmental aims. This, the thesis underscores, marginalizes the role of dissent and interruptions in democratic life, to instead equate democracy with a system of congruence, smooth interactions and overall alignment to demands on circulation.

Semiotics of Politics : Dialogicality of Parliamentary Talk

- Parliamentary talk, despite its central place in politics, has not been the focus of many qualitative studies. The present study investigates how parliamentary talk emerges in a dialogue between different arguments in the parliament. At the same time, this is a study of politics, of how human interaction gives birth to laws that regulate life in two contemporary democracies, Slovakia and Poland. It provides a close-reading of two political debates: on the state language in Slovakia and on gender parity in Poland.This study draws on hermeneutic and semiotic thinkers such as Gadamer, Bakhtin and Lotman to elaborate a dialogical understanding of language that can provide the basis for a method of textual analysis. The dialogical understanding of language emphasises that text and talk must be studied in the context of an interaction. The unit of analysis is a pair of utterances, a question and an answer. Until an utterance has been interpreted, it carries only the potential of meaning; its meaning is materialised by the responses it receives.The study further argues that conversation analysis and its tools can usefully be applied to the study of political debate. The method provides for the analysis of the dynamics between micro-scale interaction in the parliament and the macro-scale dynamics of culture. These dynamics assume two different forms that Lotman termed as “translation” and “explosion”.The study shows that parliamentary debate is characterised by a constantly evolving topic of discussion, namely that the meaning of the bill at the start of the debate and at the end of the debate are really two different bills. This is not because the content of the bill has undergone changes, but because in the course of the debate, the bill has generated new cultural connections. Casting a vote in support of the bill does not approve just the bill itself but a whole set of interconnected political, social and cultural values—what Lotman approached as the semiosphere. This study suggests Lotman’s cultural semiotics can provide for “imperfect hermeneutics” that is sensitive to the dynamic and contested nature of tradition in politics whilst acknowledging the inevitability of culture in mediating political talk.
