  • How to decarbonise energy-intensive processing industries? : Survey and conceptualisation of their specific innovation systems

    • Energy-intensive processing industries (EPIs) such as iron and steel, aluminum, chemicals, cement, glass, and paper and pulp are responsible for a large share of global greenhouse gas emissions. To meet 2050 emission targets, a transition to low carbon, often radical innovations is required, but this process is going slow. Insights from sociotechnical and innovation systems perspectives are therefore needed to facilitate and steer this transition process. The transitions literature has so far however, neglected EPIs.This paper characterises the sociotechnical and innovation systems of EPIs in terms of stylized facts, identifying similarities and differences between the individual industries. These stylized facts are recognized through aniterative process that builds on the authors’ expertise on EPIs and a review of available literature and documentation. Building on the limited body of available literature, it subsequently explores how these stylized facts may influence low carbon transition processes and identifies literature gaps from which a first agenda to further transitions research on EPIs is sketched. Insights obtained through such research would not only benefit policy recommendations, but may also lead to theoretical enrichment, as the unique EPI characteristics are likelyto result in for example new transition dynamics or lock-in mechanisms. The paper is concluded with some implications for policy.

    • Since the 1970s, environment and energy-related problems have moved to centre stage on many political, business and research agendas. The notion of sustainable development has emerged as the dominant global discourse to adapt societies and economies to novel modes of production and consumption in areas such as transport, energy, housing, agriculture and food. For such shifts, new technology and technological change is considered of critical importance. In other words, clean technology (cleantech) is seen as indispensable to solve or at least abate an environmental and energy crisis without abandoning possibilities for progress and economic growth. This, however, does not imply that sustainable development can be readily achieved through a ‘technical fix’. The innovation and commercial introduction of new technology are inherently uncertain processes that fail more often than they succeed. Following information technology and biotechnology, clean technology is often heralded in policy and investment circles as the new general purpose or platform technology to give rise to growing market opportunities for firms, regions and nations. Similar to its predecessors, initial enthusiasm may have outpaced a more fundamental understanding of the nature and characteristics of this emerging field. It is probably fair to say that a common definition of the cleantech concept is yet to be agreed upon.

  • Technological Innovation Systems for Biorefineries – A Review of the Literature

    • The concept of a bioeconomy can be understood as an economy where the basic building blocks for materials, chemicals, and energy are derived from renewable biological resources. Biorefineries are considered an integral part of the development toward a future sustainable bioeconomy. The purpose of this literature review is to synthesize current knowledge about how biorefinery technologies are being developed, deployed, and diffused, and to identify actors, networks, and institutions relevant for these processes. Several key findings can be obtained from the literature. First, investing more resources in R&D will not help to enable biorefineries to cross the ‘valley of death’ toward greater commercial investments. Second, while the importance and need for entrepreneurship and the engagement of small and medium-sized enterprises (SMEs) is generally acknowledged, there is no agreement how to facilitate conditions for entrepreneurs and SMEs to enter the field of biorefineries. Third, visions for biorefinery technologies and products have focused very much on biofuels and bioenergy with legislation and regulation playing an instrumental role in creating a market for these products. But there is a clear need to incentivize non-energy products to encourage investments in biorefineries. Finally, policy support for biorefinery developments and products is heavily intertwined with wider discussions around legitimacy and social acceptance. The paper concludes by outlining current knowledge gaps

  • Path creation as a process of resource alignment and anchoring : Industry formation for on-site water recycling in Beijing

    • Where and how new industrial paths emerge are much debated questions in economic geography, especially in light of the recent evolutionary turn. This article contributes to the ongoing debate on path creation with a new analytical framework that specifies the formation of generic resources in embryonic industries. It suggests that path creation processes are not only conditioned by preexisting regional capabilities and technological relatedness but also by the way firm and nonfirm actors mobilize and anchor key resources for industry formation. Our framework elaborates on the early industry development phase, extending the focus on regional knowledge spillovers in evolutionary economic geography (EEG) literature with recent insights on industry formation dynamics from innovation studies. It understands early path creation as conditioned by four systemic resource formation processes—knowledge creation, investment mobilization, market formation, and technology legitimation— that can be mobilized both from inside or anchored from outside the region. The use and value of the analytical framework is illustrated by a case study on on-site water recycling technology (OST), based on interviews with 40 experts in three Chinese city regions. The findings suggest that, despite possessing the least favorable initial conditions, a sizable OST industry developed only in Beijing. This is explained based on the specific anchoring process of the four key resources in the early development stage of the industry. Our results imply that EEG would profit from incorporating a broader set of variables than knowledge-based relatedness in explanations of regional industrial path creation.

  • Sustainability Transitions in Established Industries : The case of European Commercial Transport Vehicles

    • With the increasing trends in trade of goods and services as well as the expansion of road infrastructure and networks, commercial road transport has dominated a significant share of inland and urban logistics in the world and particularly in Europe. This includes not only the basic supply of citizens’ needs through long-haul traffic and short-distance city trucks but also by providing urban services such as courier delivery, household waste  pickup and refuse collection as well as passengers movements by public bus transport and inter-city coach transit.Meanwhile, concerns over air quality problems and environmental sustainability of road transportation have soared up as more and more vehicles travelled on fossil fuels resulting in more pollution, particularly in dense urban areas. The problem is not only limited to the air pollution and adverse health effects caused by exhaust gas emissions, but also dependency on fossil fuels as non-renewable sources of energy and as a major contributor to global warming and climate change over the long time.Having said that, the purpose of this thesis is to provide an understanding that could be helpful in envisioning sustainability transitions in an established industry setting which is dominated by a very few number of incumbent firms who retain majority of the market share as well as current technological paradigm which mainly determines the choice of technological solutions in this field.Study results suggest that sustainability transitions can be envisaged through evolutionary processes that include both technological and institutional change at the same time. Regarding technological change, the role of incumbent firms must be considered as important sources of knowledge, skills, experience as well as R&D investment capital and the pool of critical human expertise that would otherwise remain unexploited if their competences were not effectively absorbed in synergies for sustainability transitions. This is termed as regime-driven transformation in this study.Meanwhile, continuous landscape pressure have to be maintained through effective regulatory frameworks that govern further reductions in the greenhouse gas emissions and to engage incumbents in a collectively shared envisioning of sustainability transitions. This can be enabled by bringing back the role of institutions as an alternative (complementary) entry point to the existing literature on sociotechnical transitions. In doing so, the predominant notion of institutions as the rigid and static structures that constrain innovation is questioned. Instead, it is suggested that institutions can provide resources and structures for actors to engage and for technologies to advance and thus to facilitate long-term sustainability transitions.

This paper develops a theoretical framework of regional diversification by combining insights from Evolutionary Economic Geography and Transition Studies. It argues that a theory of regional diversification should not only build on the current understanding of related diversification but also account for processes of unrelated diversification by looking at the role of agency in processes of institutional entrepreneurship, and at enabling and constraining factors at various spatial scales. This paper proposes a typology of four regional diversification trajectories by cross-tabulating related versus unrelated diversification with niche creation versus regime adoption, and it develops a number of propositions.

    • In recent years, there has been an increasing interest in innovation studies towards grand challenges, and in how demand-side policy instruments can supplement traditional supply-side policy measures. To contribute to an improved understanding of how demand-side policy requires new governance responses, this article presents a case study of trialling assisted living technologies to address the grand challenge of demographic ageing. The article departs from an innovation policy framework that incorporates theorising on transformational system failures, governance modes, and policy mixes. This framework serves as an entry point to explore how different modes of governance condition the ways in which demand for assisted living in healthcare is orchestrated across multiple stakeholders. The case study is embedded in a wider system shift from a reactive to a proactive system of healthcare provision, enabling the elderly to live independently at home longer and thus avoiding or postponing institutionalised care.

    • Urban Living Labs (ULL) are advanced as an explicit form of intervention delivering sustainability goals for cities. Established at the boundaries between research, innovation and policy, ULL are intended to design, demonstrate and learn about the effects of urban interventions in real time. While rapidly growing as an empirical phenomenon, our understanding of the nature and purpose of ULL is still evolving. While much of the existing literature draws attention to the aims and workings of ULL, there have to date been fewer critical accounts that seek to understand their purpose and implications. In this paper, we suggest that transition studies and the literature on urban governance offer important insights that can enable us to address this gap.
