- This viewpoint takes stock with the ‘geography of sustainability transitions’ (GOST) as it is presented in the transitions research agenda. GOST has been a relatively recent addition to transition theorizing, addressing the need for greater sensitivity and attention to the scales, spatialities, and context-specific factors that shape transitions. In our view, the agenda represents a rather narrow perspective on GOST, which is geared to two empirical themes, namely urban transitions and transitions in developing countries. While these are relevant and topical issues, the section lacks sufficient acknowledgement of the increasing engagement of geographers with transitions studies and the theoretical approaches they have brought to bear on the field. This short commentary thus aims at complementing the agenda paper by outlining a theoretical research agenda that is emerging in this field, framed around the conceptualization of scales, places and spaces in which transitions unfold.

Mission-Oriented Innovation Districts : Towards challenge-led, place-based urban innovation

- In recent years, there has been rapidly growing interest in Innovation Districts (ID) in urban policy and practice. IDs are touted as catalysts for innovation and economic development involving a wide range of stakeholders often in under-performing neighbourhoods or precincts. Despite the appeal, critique is forming around their linear understanding of innovation, the narrow focus of economic goals and lack of directionality in addressing grand societal challenges. This paper proposes the concept of Mission-Oriented Innovation Districts (MOID). MOID are thought to help design, shape and drive transformative change from a place-based perspective. Methodologically, this paper conceptually reviews antecedents of and draws on a structured search and scoping review of the two popular but disjointed literatures on ID and Mission-Oriented Innovation (MOI). Drawing on an analysis of 99 journal articles, this paper seeks to provide a better understanding about differences and common grounds of the two strands of literature. Five analytical categories are developed and applied to assess and interpret insights from existing publications: (1) understandings, definitions, and objectives; (2) theoretical-conceptual underpinnings; (3) analytical and methodological approaches; (4) evaluation; and (5) governance. We find that there is ample opportunity for cross-fertilization of insights across these two literatures. Based on this in-depth analysis, the contours of a new concept of MOID are outlined through a formal definition of MOID and insights from the analysis are translated into future research questions to inform a transformative agenda for innovation policy.

Assessing change agency in urban experiments for sustainability transitions

- Experimentation has become one of the prevailing modes of governing the transition toward sustainable practices in urban environments. The spatial variation of urban sustainability transition has been attributed to a variety of conditions erected at different spatial scales. What remains less well-understood is how spatial situatedness shapes agency in urban experiments and the shapes agency can take is a field that requires further research and frameworks. The paper addresses this gap by introducing a framework from the literature on regional development, identifying three distinct types of agency that shape regional development processes. Combining this framework with a process perspective on urban experiments, we develop an analytical framework, which allows for a more granular understanding of agency in urban sustainability transitions. The analytical framework is then brought to use in a case study of an urban experiment aiming to electrify public transport in Gothenburg, Sweden.

- Research and innovation policies (IPs) across Europe, particularly in Sweden, are increasingly framed by an orientation towards societal challenges, missions, and transformative change. Innovation-funding agencies are adapting to these new approaches but struggle with a host of new questions and challenges on how to re-structure public policy interventions and develop new structures for monitoring, learning, and evaluation. In this article, we investigate how this IP paradigm shift is dealt with in the IP discourse and practice in Sweden and how an incomplete shift creates mismatches and tensions with existing structures for programme evaluation and monitoring. Despite the new paradigm, the implementation of evaluation strategies mostly follows a traditional 'summative' framing. The ongoing discussions in Swedish IP demonstrate that a paradigm shift towards transformative innovation cannot unfold its potential unless it is also followed by a shift in the practices of programme implementation and evaluation.
