- Inför valet 2006 uppdrog regeringen åt Göteborgs universitet att utvärdera förtidsreformens effekter på väljarnas röstbenägenhet. Bakgrunden är den relativt etablerade uppfattningen att generösa förtida röstningssystem har en positiv effekt på valdeltagande. Kommunernas övertagande av den förtida röstningen efter Posten AB förväntades leda till en nystart för den förtida röstningen i Sverige framför allt genom en ökad tillgänglighet för väljarna till förtida röstmottagningslokaler. Men hur blev det egentligen? Ökade antalet ställen där väljarna kunde rösta i förtid? Går det att finna några vetenskapliga belägg för att den förändrade tillgängligheten påverkade de svenska väljarnas röstbenägenhet i 2006 års allmänna val? Analyserna bygger på de svenska valundersökningarna som genomförs i samband med varje folkomröstning, riksdagsval och Europaparlamentsval i samarbete mellan Statistiska centralbyrån och forskare vid Statsvetenskapliga institutionen vid Göteborgs universitet. Bokens huvudsakliga fokus ligger vid den förtidsröstningsreform som genomfördes 2006 men den innehåller även användbar allmän information och historik kring Sveriges system med förtida röstning.

- A normative ideal of political representation is that governmental policy should reflect the will of a majority of the voters. The responsible party model (RPM) emphasizes a number of conditions that must be fulfilled in order to achieve meaningful representation. The model presumes that parties will present stable and divergent policy programs – that is, prospective mandates - during election campaigns, thereby giving voters meaningful electoral choices. An underlying assumption that can be deduced from the RPM is that an elec¬torate with clear and shared per¬cep¬¬tions of the party spa¬ce is an im¬portant prerequisite for suc¬¬cess¬ful poli¬ti¬cal re¬pre¬sen¬¬ta¬tion. This article is focused on how the extent of agreement in voters’ perceptions of parties’ policy positions is affected by 1) the behavior of the parties in terms of the degree of stability and divergence in their policy positions and 2) by various party characteristics such as the electoral size, the age and the labels of the parties. The study is based on data from election studies in Norway, Sweden, Germany and the Netherlands with 26 parties covered in 35 elections. The results show that both the degree of stability and divergence in parties left-right positions are of considerable importance for the perceptual agreement among voters, while electoral size of parties has a negative effect. In contrast to the vast literature on voting behavior that emphasizes the role of well-informed and knowledgeable voters as an important ingredient in effective policy representation, this article shows that responsible parties that present stable and divergent policy positions are needed as well.

Voters' Perceptions of Party Politics - A Multilevel Approach

- Modern representative democracies are often described as government by the consent of the governed rather than government by the people. Elections play a central role in this context and several theorists of modern democracy have struggled to determine the circumstances under which effective political representation can exist. One thing that is clear is that voters’ perceptions of parties’ policy positions are essential, since these views are important determinants of the outcomes of electoral processes and thus the extent to which voters are meaningfully represented in a political system. This book focuses on the agreement in voters’ perceptions of party positions and circumstances under which high levels of perceptual agreement can be obtained. The book contributes to existing research by addressing three sets of research questions. Firstly, the project draws the electoral and institutional context into the research on perceptions and perceptual agreement. Secondly, the research brings the political parties into the equation and thirdly, the study investigates how factors related to both individual voters and political parties interact with the institutional context and so affect voters’ perceptual agreement. The book draws on election study data from 34 countries in a total of 58 elections and is one of the most comprehensive comparative studies of voters’ perceptual agreement hitherto. Whereas earlier studies of the causes of perceptual agreement argued that perceptions of party positions among voters result mainly from endogenous individual level factors such as education, party sympathy and the ideological distance between parties and voters, this study shows that voters’ perceptions also are also affected by exogenous factors related to the electoral systems and the political parties. The book concludes that political representation, as defined by the responsible party model, seems to work best in multiparty parliamentary systems with proportional representation and a strong left-right dimensional structure, in which parties maintain stable and divergent policy positions.
