    • Inom ramen för forskningsprojektet Personalförsörjning och validering inom Försvarsmakten vid GRI (Gothenburg Research Institute, Handelshögskolan vid Göteborgs universitet) har intervjuer gjorts med i huvudsak officerare och soldater inom Försvarsmakten under en period då värnplikten upphört och har ersatts med grundläggande militärutbildning. Intervjuerna har haft till syfte att fånga de intervjuades berättelser och tankar om både arbete och framtid inom Försvarsmakten. Studien belyser Försvarsmakten som en organisation som påverkas av globala trender och en omvärld där pågående konflikter även påverkar den professionella praktiken genom bland annat ett fokus på utlandsinsatser. Organisationen söker nya arbetssätt där fler aktörer utanför organisationen blir väsentliga att uppmärksamma och samarbeta med då de anställdas både kortsiktiga och långsiktiga yrkesliv och kompetenser behöver hanteras. Här beskrivs skapandet av Försvarsmaktsråden som en del i detta arbete. Studien visar också att organisationen är på väg in i en ny matchningspraktik där (frivilligt) anställda kan väga sin anställning inom Försvarsmakten mot andra möjliga aktiviteter och yrkesalternativ. Det leder till att organisationen likväl som den enskilda anställda löpande bedömer varandra.

  • From implementation to appropriation: understanding knowledge management system development and introduction as a process of translation

    • Purpose – This paper aims to examine the complexities emerging in the attempts to develop a sophisticated IT-based knowledge management system (KMS) for sharing knowledge. Using actor-network theory, the authors conceptualise this as continuous processes of translation, whereby heterogeneous human and non-human (e.g. technologies, methods and plans) elements are drawn together and mobilised to produce stable networks through associations between them. Design/methodology/approach – The case study method was adopted using a narrative approach that studies the ways of organising work in organisations. Shadowing, field notes, diary studies and participant observation were the main data collection methods used. Findings – The development and introduction of a KMS is a contingent and local process shaped by messy translations whereby the original idea, human and other non-human elements are reconfigured. By considering humans and non-humans symmetrically, the intended and unintended actions, and the role of unexpected events, this approach overcomes the deterministic view of human nature of the conventional KMS approaches. Research limitations/implications – A conceptual framework is presented as a means to improve the understanding of the complex associations emerging within networks of people, objects and machines during the development and introduction of KMS. Practical implications – The translation approach helps practitioners to consider their taken-for-granted assumptions about people, machines and the associations among them. This assists practitioners to uncover emerging conflicting issues between human and machines, among machines and among humans. Furthermore, this allows practitioners to recognise the different identities humans and non-humans take, overtime, as a result of emerging associations. Originality/value – The originality of this paper lies in the use of alternative conceptual lenses to understand KMS development and introduction as processes of translation. Additionally, rather than exploring the success stories, it focuses on a failed attempt to introduce a KMS.

    • Increasing importance is being placed on the integration of recent immigrants in European and Swedish migration governance raising the question of how integration is defined in practice. This paper presents a qualitative analysis of a sample of integration initiatives undertaken in one large city in Sweden. The purpose is to identify which type of actions are intended, promoted, and become part of practice under the label of integration. The analysis shows that despite the variety of actions, they can be summarised into four core actions: increasing collaboration, promoting holistic integration, facilitating local growth, and supporting employability. As opposed to formal definitions of integration, in this study, a performative definition of integration as something heterogeneous, contradictory and constantly evolving emerges. Such a definition of integration in practice provides an understanding of the organisational dynamics of integration.

    • The overall purpose of this report is to review contemporary labour market integration initiatives targeting foreign-born persons (though not necessarily such persons only). The initiatives we list here are undertaken in the Gothenburg Metropolitan Area (“Storgöteborg”) in Sweden. The review contains a map revealing the diversity of such initiatives and a more detailed description of those initiatives that can be considered representative for three sectors: the private sector, the public sector and the third (nonprofit/ community/volunteer) sector. The report also aims at initiating a discussion about the existing and/or missing connections between various initiatives and activities, and the potential consequences thereof for different groups and individuals.

  • Validation of immigrants' prior foreign learning as a framing practice

    • © 2017 Elsevier Ltd. This paper explores the attempts by public officials and caseworkers to manage an overflow of immigrants in the labour market in Sweden. I draw on notions of framing and overflowing, inspired by Michel Callon's (1998) work on the organizing of market-based exchange relationships. I argue that validation is best understood as a framing practice, aimed at creating an understanding for the vastness of foreign experience - including skills and competence - of recent immigrants to Sweden, to make this experience measurable and manageable. Validation as a framing practice thereby exemplifies the widespread trust in framing as a way to normalise overflows - to turn overflows into normal flows. However, as the ethnography-inspired study reported here shows, repeated framing does not remove overflows; instead, it produces new and different types of overflows. In the conclusions, I emphasise the heavy investments required by validation in contrast with the fragility of the results it produces in the context of migration management.
