    • This paper addresses the question of how the Covid-19 pandemic has affected the labour market integration support (LMIS) organised for refugees in Austria and Sweden, and the potential consequences of the changes unfolding. LMIS for refugees is a complex phenomenon involving actors at different interwoven levels-the macro-national level, the meso-organisational level and the micro-individual level. However, the complexities and consequences of such processes for the labour market integration of refugees have so far received limited attention. The current Covid-19 pandemic actualises the need to gain a better understanding of how integration support is organised across the different levels and how the pandemic itself impacts such support. Thus, the article seeks to understand how the pandemic affects the LMIS organised for refugees in Austria and Sweden, two countries with a large refugee population and diverging responses to the pandemic. Based on 29 semi-structured interviews and three focus group workshops, the results highlight in particular three developments: (a) a further entrenching of broader, macro-national level developments related to integration support already underway prior to the pandemic; (b) further mainstreaming of activities; and (c) increased volatility of work. Overall, the pandemic has brought to the fore the interrelation of different levels in the organising of LMIS for refugees and has contributed to a stabilisation of already ongoing activities.

    • Arbetet med att stödja nyanländas integration på arbetsmarknaden och i samhället har fått ökad betydelse i efterdyningarna av den så kallade ”flyktingkrisen” i Europa och ett stadigt växande antal initiativ och projekt har lanserats i Sverige och andra länder där offentliga aktörer samverka med privata företag och den ideella sektorn för att koordinera sina aktiviteter. I detta sammanhang har samverkan kommit att betraktas som central för att uppnå goda, effektiva resultat i integrationsarbetet. Samtidigt har flertalet studier visat på hur svårt det är att få samverkan att fungera i praktiken. I denna rapport belyser vi utmaningarna och möjligheterna med samverkan kring nyanländas integration genom att presentera resultat från en följeforskningsstudie av ”Tillsammans för jobb och integration i Askimsviken”-projektet i Göteborg. Projektet som drevs i samverkan mellan Göteborgs kommun, Stadsdelen Askim-Frölunda-Högsbo och Arbetsförmedlingen startades under 2018, men avslutades i förtid i december 2019 när samverkanspartnerna kom överens om att man inte rimligtvis skulle kunna uppnå sina mål innan projektets slut. Medan samverkan vanligtvis syftar till att ta bort gränser mellan organisationer visar denna rapport istället hur nya gränser uppstår genom samverkan och försvårar arbetet.

    • Integration of recent refugees is gaining much attention in the aftermath of the European ‘refugee crisis’ and collaboration is often seen by public officials as vital to promoting integration. At the same time, achieving successful collaboration in practice is regarded as difficult. In this paper we explore the challenges in detail by tracing how collaborative work unfolds in practice as ongoing, dispersed and collective boundary work. We draw on a longitudinal study of a collaboration project involving a number of municipal and state organizations in Sweden, and aimed at integrating recent refugees into the labour market and society.

    • This collection assembles studies that draw on a variety of approaches to the timely subject of immigrants’ integration into labour markets and societies. Its aim is to make a contribution to migration and integration research in general and management and organisation studies in particular. The authors include both conceptual reasoning and their own fieldwork to address the issues related to the processes of organising integration in practice, and their consequences—for immigrants and for organisers. The contributors are both experienced and younger scholars from various fields of social sciences. In their texts, they play with well-known concepts and ideas, but also introduce new ideas and metaphors, connecting migration and integration phenomena to the trials and tribulations of contemporary organising. Many different voices are heard in the stories told—voices of refugees, immigrants, public officials, private entrepreneurs, managers, and volunteers. Yet they all focus on processes, not on structures; on organising rather than on organisations—because integration may take place within as well as outside formal organisations.

    • Hur organiseras integration av nyanlända och andra utrikesfödda personer på den svenska arbetsmarknaden? 2018 presenterade vi en rapport med en genomgång av samtida initiativ för arbetsmarknadsintegration av utrikesfödda personer (dock inte nödvändigtvis initiativ som inriktar sig enbart mot denna målgrupp) – i Göteborg och omnejd (se Diedrich & Hellgren, 2018). I rapporten fann vi en mängd av initiativ som representerade den mångfald av aktiviteter som sker i organiseringen av arbetsmarknadsintegration, många vilka organiserades under kortsiktiga former och i projektform. I denna uppföljande rapport belyser vi återigen de initiativ som kan ses symbolisera det som görs i offentlig, privat och ideell sektor för att underlätta för nyanlända och andra utrikesfödda att komma in på arbetsmarknaden samt undersöker vad som skett sedan den senaste rapporten skrevs. Vi inleder rapporten med en generell bild av vad som hänt sedan 2017 fram tills nu. Därefter följer en närmare fördjupning i relation till att förstå vad som hände med den mängd projekt vi fann i första kartläggningen. Fördjupningen synliggör exempelvis aspekter som hur resultat mäts i arbetet med integrationsstöd, svårigheter med att försöka gå från projekt till ordinarie verksamhet samt utmaningarna med att stödja integration under COVID-19 pandemin. Avslutningsvis presenteras våra sammanfattande reflektioner och slutsatser.

    • Labour market integration of refugees is seen as a major challenge in many countries. This article draws on a qualitative study focused on highly skilled refugees participating in two internship programmes at two large private companies in Sweden. We draw on the concepts of organisational socialisation and liminality to suggest that such programmes, when organised in collaboration between private companies and public organisations as part of the labour market integration support offered by the welfare state, further entrench the liminal position of refugees. The refugee interns find themselves in a liminal space, aspiring to secure not only a future professional role at the workplace but also the role of an integrated member of the Swedish labour market—a role that is ambiguously defined and constantly shifting as ideas of what it means to be employable shift too. This is a position that is not without its problems, ambiguities and uncertainties and requires a new perspective on organising labour market integration of refugees.

    • The concluding chapter highlights the importance of looking beyond formal organisations at everyday organising practices, to gain a better understanding of the integration phenomenon. The integration itself is far from “organised for good”; its meaning shifts over time and across different settings, with consequences for both the immigrants and the organisers. Therefore, researchers studying migration and integration issues must focus their studies on processes, and on their intended and unintended consequences.

    • This paper explores organising outside organisations in the context of the labour market integration of recent immigrants in Sweden. More specifically, it examines integration support events organised as a means of facilitating the efficient employment integration of recent immigrants. It draws on Guy Debord’s ideas of the spectacle in modern society and practice- based approaches to organising to explore how these events function as part of an integration spectacle as they produce and reproduce images of change and renewal where immigrants become employed and employers hire them, obscuring an otherwise sombre reality of inequalities. I use this lens to critically engage with field material collected as part of an ethnographically inspired field study of two annually held integration support events in Sweden, the Your Day! event and the Finally a Job! recruitment day, aimed at facilitating recent immigrants’ employment integration.

    • This chapter explores internships and mentoring programmes aimed at supporting the labour market integration of highly skilled immigrants in Sweden. Specifically, it builds on existing research to show that these activities instil in immigrants the hope that their (unremunerated) participation in these programmes will lead to future employment opportunities. Such mobilisation is difficult to maintain amidst constant political and organisational changes and the resulting ambiguities and tensions. The study suggests that the opportunities promised by the internships and mentoring programmes may take time to materialise and that organising such activities for immigrants may in fact prolong their precarious (un)employment position.
