  • Corporate social responsibility within the mining industry : case studies from across Europe and Russia

    • Responsible mining requires a company to engage with local communities throughout all stages of their operations, from exploration phases through to post mining planning. Assessment of current and potential future social impacts allows a company to maximize the positive impacts they can have on a community, whilst minimizing negative social impacts from mining. Initiating and upholding effective stakeholder relations are key to a company`s ability to obtain and maintain their "social license" to operate. The level of interaction between mining companies and stakeholders, including local communities, varies substantially between and within countries. As part of the EU funded Framework 7 "ImpactMin" Project (Impact Monitoring of Mineral Resources Exploitation), we have examined the level of community engagement in mining and related processing industries at sites across Europe, including Romania (Rosia Montana), Sweden (Kristineberg), the UK (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These sites reflect different stages in mining and therefore reveal a diverse range of issues and differing levels of community engagement. Our aim has been to focus not only on how practice varies, but also to try to explain the complex reasons behind the relationships that exist between mining companies and different stakeholders. Findings of questionnaires undertaken across the sites (between June - October 2010), and results of interviews and focus groups of different people linked to the mining industry, will also be discussed. The expectations that "mining" communities have of their local mining company vary substantially, directly relating to what the community believes the mine company owes them. These examples highlight that the notion of corporate social responsibility in the mining sector in Europe and Russia is fluid and changes according to the differing expectations and goals of stakeholders. We will present highlights of initial results. For example, Rosia Montana Gold Corporation, in Romania, is trying to reopen closed state gold mines. They have seen international media attention relating to campaigns by NGOs to oppose the mines reopening. Our results will help reveal what samples of different stakeholder groups really think of the mines reopening. This example contrasts distinctly with a mine in Kristineberg, Sweden, where Kristineberg village was built alongside the mine. There are now distinct issues felt within the community due to the decline in the number of people employed at the mine.

    • This paper reports the main results of an assessment of the local and regional economic benefits of a new large-scale iron ore project that is currently being developed by Northland Resources in northern Sweden. Specifically, the mine is located in Pajala—a municipality of approximately 6,300 residents in Norrbotten County in northern Sweden. We employ the Swedish regional impact model rAps to estimate the local and regional benefits of the project, focusing mainly on the employment opportunities created by multiplier effects. The rAps-system links an input–output model of regional production with a demographic model of net migration and commuting. This allows us to use a scenario-based approach and simulate the impact of different demographic assumptions, which are key determinants of the magnitude of local benefits. The local labour supply is limited and if most of the workers are non-residents who commute, much of the household incomes generated by the project flow out of Pajala and benefit other municipalities in the region. Our results indicate that the local employment multiplier for Pajala varies between 1.4 to 1.6 depending on the demographic assumptions, but the effect on local incomes is limited if labour demand is serviced mainly by commuters from other municipalities. The estimated regional employment multiplier for Norrbotten County is approximately 1.7, reflecting that the bigger and more diverse regional economy is better equipped to supply inputs to mineral development projects.

    • The way in which mineral development contributes to economic development in the region where it takes place is important for the mining industry's relations to the local community. The purpose of this paper is to provide an assessment of the regional-economic impacts of a large-scale contemporary iron ore project in Northern Sweden (including two new mines, two processing plants, and one pellet plant). The regional input-output model rAps, provided by the Swedish government agency NUTEK is used, and it explicitly addresses the linkages between demographic development, the labour market, industrial production and the municipal finances in a consistent modelling framework. The simulation results suggest an average employment multiplier of about 2-2.5 during the maximum production phase, indicating that for every 100 jobs in mining about 100-150 jobs are supported elsewhere in the local economy. The positive impacts in this case are made possible in large because of the existing mining cluster and local suppliers in northern Sweden. Still, these results are perhaps best viewed as an indication of the potential for local economic development as they neglect, for instance, potential supply constraints (e.g., attracting the necessary labour force, road infrastructure, etc.). Specific policies to further strengthen the regional linkage effects may therefore be necessary in order for this potential to be realized in practice, and attention would preferably be paid to policy measures that have positive external spillover effects on the surrounding geographical area.

    • First, a descriptive overview of the Nordic mining and metal industry is provided. It shows that thereare a number of disparities among the firms in theNordic mining and metal industry, but there are alsomany similarities. Finland and Sweden both havewell-developed mining and metal industries. The geo-logical conditions are comparable and, consequently,production and outlook are in the main relativelysimilar for firms producing minerals and metals.Norway’s mineral and metal production mostlyconsists of industrial minerals, the potential of whichis promising. Greenland has great potential in its newmineral deposits. However, there are several challenges(e.g. difficulties in accessing the new mineral deposits,and problems related to infrastructure and a shortageof skilled workers) which need to be overcomebefore the mineral deposits can be explored.Key challenges for innovation have been identifiedand categorised into (a) specific challenges for keyactors and (b) cross-border challenges involvingseveral groups of producing firms in the Nordicmining and metal industry. The major innovationchallenges specific to the mining companies arein-creased production costs,atraditional and conservativemind-setanda short-term focus on exploration.Majorinnovation challenges for the metal producers areprimarilyold production plants and technology, low profitmargins and lack of employees with the right type of skills.The equipment suppliers’ foremost challenges arethe difficulties ofconducting experiments and testsandgaining access to the right type of knowledge.The analysisshows thatdemand for sustainable mining, difficultiesrelated to the exploration of new mineral deposits, a conserv-ative attitude towards innovation in the mining industry,global competition and procurement methods that emphasisepure cost concerns and the absence of pilot and demonstra-tion plantsare at this time the foremost cross-borderchallenges for innovation within the Nordic miningand metal industry.

  • Neoliberal governance, sustainable development and local communities in the Barents Region

    • There are currently high hopes in the Barents Region for economic growth, higheremployment and improved well-being, encouraged by developments in the energy industry,tourism and mining. The article discusses these prospects from the perspectiveof local communities in five locations in the region, which spans the northernmostcounties of Finland, Norway, Sweden and Northwest Russia. The communities studiedare remote, relatively small, multicultural, and dependent on natural resources. Thesalient dynamic illuminated in the research is how ideas of sustainability and neoliberalgovernance meet in community development. While the two governmentalities oftenconflict, they sometimes also complement one another, posing a paradox that raisesconcerns over the social aspect of sustainable development in particular. The articleis based on international, multidisciplinary research drawing on interviews as well asstatistical and documentary analysis
