    • Since 1995, agri-environmental support partly funded by the EU has formed the core of Finland’s agri-environmental policy. This system has had a variety of impacts on the relationship between agriculture and the environment. Today’s agri-environmental support is one of the packages included in the Rural Development Programme for Mainland Finland (2007–2013/2014), which both in itself and through the underlying EU legislation requires monitoring of the impacts of the measures implemented. The study monitoring the impact of the 2nd Finnish agri-environmental scheme (MYTVAS 3), which ran from 2008 to 2013, forms part of this monitoring. The MYTVAS 3 monitoring study was also financed by the Ministry of the Environment. The monitoring study was carried out by a consortium coordinated by MTT Agrifood Research Finland and including the Finnish Environment Institute (SYKE), the University of Helsinki, the Finnish Game and Fisheries Research Institute and the University of Turku.The purpose of the MYTVAS 3 monitoring study was to find out how agri-environmental support and its various measures have affected the state of the environment in agricultural areas, how agri-environmental support has affected the potential for farming and how agri-environmental support should be developed to increase its impact. The monitoring focused on the impacts of agri-environmental support on the nutrient load from agriculture on the waterways and on biodiversity. When evaluating the findings presented, we should remember that while monitoring data shows that something happened, it does not necessarily explain what caused it. It is not always possible to show that particular developments were a specific outcome of the current agri-environmental support system and the implementation of its measures. The delay between a measure and its observed impact is often long, and the cause-and-effect relationships are complicated and partly unknown. Also, other agricultural policy and fluctuations on the market may affect the state of the agricultural environment directly or indirectly.The monitoring data show that agri-environmental support has not had a detrimental impact on the potential for farming. Despite a slight increase in the incidence of weeds, they do not cause problems of the kind that would require amendments to the content of agri-environmental measures. Carbon levels in the surface stratum of arable land seems to be continuing their slow decline, and there is still need for measures to preserve organic material in the soil.Compliance with the fertilisation limits in the agri-environmental support system would seem to have had very little impact on crop quality. Variations in the weight and protein content per hectolitre and per 1,000 seeds were of the same order between 2006 and 2012 as they were between 1995 and 2005. Crop quantities have also not been noticeably affected by compliance with the fertilisation limits. Average crop yields remained stable between 1986 and 2013, and no clearly different crop years were observed in the 2000s. It is possible, however, that the lower fertilisation levels could have lowered crop potential in the years with advantageous weather conditions in the 2000s and that protein contents have been lower in advantageous years.The monitoring data also show that the nutrient load potential of agriculture, measured by nutrient balances, has decreased continuously for nitrogen and particularly for phosphorus. The decrease in the nutrient load potential is due above all to a decrease in the use of synthetic fertilisers. The decline in nitrogen fertilisation has bottomed out in recent years, and low protein levels measured in high crop yield years show that there is no point in further reducing nitrogen fertilisation. Optimising nitrogen fertilisation according to how advantageous the growing season is and effectively using the soluble nitrogen in cattle manure are key measures in achieving reasonable nitrogen balances and good crop quality despite fluctuations in growing season conditions. New crop variants have been found to make more efficient use of nitrogen than old ones, and thus the introduction of new variants should be promoted. Despite the decrease in the nutrient balances, there are indications that nutrient loads in runoff water from domestic animal production sites are becoming an increasing problem. Indeed, the fundamental problem with the nutrient load from agriculture is the diversification of livestock farming and crop farming, which has made it more difficult to use nutrients appropriately. Therefore attention must be paid to measures that both boost the use of nutrients in manure and reduce the levels of nutrients that end up in manure. Based on nutrient load monitoring in the catchment areas of rivers, the phosphorus load per hectare of cropland has decreased in each programme period, being about 80% of the level of the first period (1995–1999) in the third period (2007–2013). Because of the increase in the area of cropland, the nitrogen load on waterways from agriculture continued to grow during the second programme period (2000–2006) but peaked in the third (2007–2013). A similar trend was found in the nitrogen load per hectare of cropland.The most important threat to biodiversity is caused by the development of landscape structure, typically involving a decrease in the number of open or half-open areas excluded from actual cultivation. The consequence of the clearing of margins and ecological islands located in crop fields, drainage measures aimed at increasing arable land and all rationalisation of cultivated areas is the diminishing of exactly those areas that are the most important from the perspective of the biodiversity of the agricultural environment. However, the measure-specific findings in the monitoring study show that biodiversity benefits have been locally achieved where measures have been implemented on a broad enough scale (biodynamic farming, traditional biotopes, wetlands, buffer zones, green fallow / nature management areas). Particular care should therefore be taken that all cultivated land continues to have a sufficient percentage of non-cultivated areas, whether they be natural meadows, nature management areas, biodiversity strips, buffer zones, filter strips, headlands, ecological islands, etc. Including the rather popular nature management areas as a new voluntary measure under basic measures was a significant contribution to biodiversity.Regarding the rural landscape, it may be noted that by visual inspection the area of cropland has remained largely unchanged, at the level of the landscape as a whole it is far more common for the landscape to become more closed than to become more open. This trend was also observed in the visual inspection of traditional biotopes, even if the openness of the meadows monitored largely remained unchanged.The only measures that directly address the reduction of gaseous emissions in the agri-environmental support system are the longterm grass cultivation on peat fields and special aid agreements for slurry injection in cropland. While other measures have indirectly affected gaseous emissions, the impact of agri-environmental support as a whole on reducing gaseous emissions from agriculture has been negligible. In general, we may conclude that the goals, content and support levels of agri-environmental support measures must be increasingly adapted and customised by region, by type of farming and by farm, because both the state of the agricultural environment and the needs of society differ greatly between different types of rural area.

    • Organic farming has the potential to enhance ecosystem services such as crop pollination. However, it is not known if a similar effect can be generated on conventional farms, without reducing external inputs such as inorganic fertilizers and pesticides, by using more complex crop rotations including ley for animal fodder production. In two separate designs, both located in southern Sweden, we tested if local organic farming and the landscape proportion of conventionally managed leys, along a landscape heterogeneity gradient, affected the pollination success of field bean. The number of developed pods was higher on organic farms compared to conventional ones. Development of beans, which demands high pollination efficiency, increased with increasing landscape heterogeneity, but only on organic farms. Increasing proportion of ley on conventional farms did not significantly influence the development of beans. The number of developed pods was not affected by the proportion of ley in the landscape. Our results demonstrate that in order to maximize pollination success it is important to improve both field management and preserve semi-natural habitats in the agricultural landscape. Reducing farming intensity with conventionally managed leys does not seem to be as effective as organic farming for delivering crop pollination services. (C) 2013 Elsevier B.V. All rights reserved.

  • Winners and losers of organic cereal farming in animal communities across Central and Northern Europe

    • Organic farming is promoted as a sustainable alternative to conventional farming, with positive effects on the diversity of plants and selected animal taxa. Here, we used a literature survey to collect presence/absence data on the composition of farmland bird, ground beetle, spider as well as butterfly and moth communities from 28 independent studies to identify genera and (sub-)families that had either higher (winners) or lower (losers) species richness under organic farming. We further tested if the taxonomic breadth of communities and the number of species of conservation concern differed between farming systems and if climate or fertilization intensity altered responses of animal communities to organic farming. Our results suggest that there are both winners and losers of organic farming and that this effect depends on whether taxa are predaceous (losers) or exclusively feed on plant material (winners). Organic farming did not lead to a higher number of exclusive species, but significantly more species of conservation concern were observed under organic farming. Organic farming consistently led to a slightly higher taxonomic breadth of bird communities. Finally, we did not find support that local long-term climatic conditions or differences in fertilization rates between farming systems altered the effect of organic farming. Overall, we did not find strong support for general positive effects of organic farming on animal diversity in the analysed groups across Central and Northern Europe. (C) 2014 Elsevier Ltd.     • Co-flowering plant species commonly share flower visitors, and thus have the potential to influence each other's pollination. In this study we analysed 750 quantitative plant-pollinator networks from 28 studies representing diverse biomes worldwide. We show that the potential for one plant species to influence another indirectly via shared pollinators was greater for plants whose resources were more abundant (higher floral unit number and nectar sugar content) and more accessible. The potential indirect influence was also stronger between phylogenetically closer plant species and was independent of plant geographic origin (native vs. non-native). The positive effect of nectar sugar content and phylogenetic proximity was much more accentuated for bees than for other groups. Consequently, the impact of these factors depends on the pollination mode of plants, e.g. bee or fly pollinated. Our findings may help predict which plant species have the greatest importance in the functioning of plant-pollination networks.

    • Pollinator declines have raised concerns about the persistence of plant species that depend on insect pollination, in particular by bees, for their reproduction. The impact of pollinator declines remains unknown for species-rich plant communities found in temperate seminatural grasslands. We investigated effects of land-use intensity in the surrounding landscape on the distribution of plant traits related to insect pollination in 239 European seminatural grasslands. Increasing arable land use in the surrounding landscape consistently reduced the density of plants depending on bee and insect pollination. Similarly, the relative abundance of bee-pollination-dependent plants increased with higher proportions of non-arable agricultural land (e.g. permanent grassland). This was paralleled by an overall increase in bee abundance and diversity. By isolating the impact of the surrounding landscape from effects of local habitat quality, we show for the first time that grassland plants dependent on insect pollination are particularly susceptible to increasing land-use intensity in the landscape.

  • Declines amongst breeding Eider Somateria mollissima numbers in the Baltic/Wadden Sea flyway

    • We report on the status of the Baltic/Wadden Sea flyway Eider population based on trends in breeding and wintering numbers throughout the region, supplemented by changes in the sex ratio and proportion of young Eiders as monitored in the Danish hunting bag. At the flyway scale, total numbers of breeding pairs decreased by 48% during 2000-2009, after relatively stable breeding numbers in 1991-2000. The majority of the population nest in Finland and Sweden, where the number of breeding pairs has halved over the same period. After initial declines in winter numbers between 1991 and 2000, during 2000-2009, national wintering numbers increased in the Baltic Sea, but decreased in the Wadden Sea. The annual proportion of adult females in the Danish hunting bag data decreased from ca. 45% (1982) to ca. 25% (2009) and simultaneously the proportion of first-winter birds fell from ca. 70% to ca. 30%, indicating dramatic structural changes in the Danish wintering numbers. These results suggest that the total flyway population will experience further declines, unless productivity increases and the factors responsible for decreasing adult female survival are identified and ameliorated. We discuss potential population drivers and present some recommendations for improved flyway-level monitoring and management of Eiders.

    • Agri-environment schemes (AES) have been introduced to mitigate negative environmental effects caused by increased agricultural intensification in Europe. However, there is still debate on whether currently available incentives are efficiently enhancing farmland biodiversity. Moreover, agri-environment schemes often lead to a yield reduction, which has been argued to potentially increase pressure on non-cropped habitats, with unintended negative environmental consequences. Here, we argue that AES should build on more explicit goals regarding (1) biodiversity protection as such and (2) provisioning of ecosystem services benefiting agricultural production. We discuss how this can be achieved by an efficient spatial allocation of AES measures to the benefit of biodiversity, ecosystem service providers and agricultural production. We differentiate between biodiversity conservation schemes, which target species of conservation concern, and ecosystem service schemes which explicitly target ecosystem service providers important for environmentally sustainable agriculture, most of which are common species. We construct a simplistic, conceptual model, based on well-founded ecological principles, to illustrate how to allocate biodiversity conservation schemes and ecosystem service schemes spatially, depending on where they are needed in order to meet the goals of protecting biodiversity per se and promoting environmentally sustainable agriculture. By understanding the functional importance of different types of AES we can achieve much more effective schemes in the future. (C) 2014 Elsevier Ltd. All rights reserved.

  • Philopatric predisposition to predation-induced ecological traps: habitat-dependent mortality of breeding eiders

    • Because population size is sensitive to changes in adult survival, adult survival may be buffered against environmental variability. Philopatry may be adaptive in changing environments, but it could also constrain breeding habitat selection under changing conditions such as shifting predation regimes. Habitat preference and quality could become decoupled in long-lived philopatric species that evolved in stable environments when suddenly faced by increased adult predation risk, as dispersal may be triggered by past reproductive failure. We evaluated whether the Baltic eider (Somateria m. mollissima) population may currently face a predation-induced ecological trap. Eiders are philopatric and nest on open and forested islands. We hypothesized that open-nesting females would be disproportionately affected by increased predation. We compared female annual survival in these two habitats in 1996-2010. We also tested for effects of time trends, winter severity (NAO), female body condition, and habitat-specific predation pressure on survival. Our results revealed the lowest survival recorded for this species (I broken vertical bar = 0.720), and survival on open islands was significantly lower (I broken vertical bar = 0.679) than on forested islands (I broken vertical bar = 0.761). Nonetheless, only 0.7 % of females changed breeding habitat type despite ample availability of alternative islands, and breeding phenology in both habitats was similar. Female survival increased with body condition, while it was unrelated to winter climate and stable over time. Open islands had a higher predation pressure on incubating females. Breeding philopatry results in a predator-mediated ecological trap for open-nesting eiders. Our results contribute to explaining the drastic decline of the Baltic eider population.
