Structure and dynamics of small water clusters, trapped in inert matrices

- Recent matrix isolation (p-H-2, Ne, Ar, Kr) studies of water clusters made in Lund are reviewed. Gas phase positions of water cluster bands are estimated from matrix data. Intermolecular spectra of several isotopomers of the water dimer have been obtained, and approximate band strengths have been measured. Acceptor switching of the water dimer has been observed in matrices. A few intermolecular vibrations of (H2O)(3), (D2O)(3), (H2O)(4), and (D2O)(4) have been measured. The pseudorotation of the water trimer is not quenched in matrices, and pentamer pseudorotation appears to be fast as well. Spectra of partially deuterated water tetramers support a rigid cyclic tetramer structure. The hydrogen rotation in p-H-2 may interfere with guest vibrations at frequencies near the J = 2 <- J = 0 band of solid parahydrogen. (C) 2013 Elsevier B.V. All rights reserved.

- Since the 1980s Sweden has experienced a transformation of the ways in which economic markets and public services are steered, regulated and controlled. In many areas this change was initiated through deregulations. The underlying political logic was neo-liberally inspired, in the assumption that state production is less efficient and that state intervention hampers market efficiency (Svensson 2001). As is well known today, however, the concept of deregulation used in the 1980s and 90s was somewhat misleading. In most cases there was rather a process of re-regulation. In Sweden, as in many other countries, politically intervening regulations were substituted by a new set of market constituting regulations. In some cases deregulation even resulted in a more complex system of regulations.

- This paper gives a theoretically based analysis of five cases of re-regulation of financial markets, corporate governance and the control of economic deviance in Sweden: 1) The de- and re-regulation of financial markets 1980-2000. 2) The enactment of a duty of Swedish auditors to report crime to the public prosecutor from 1999. 3) The creation of a brokers “driving licence” in 2001. 4) The leniency-program giving corporations who self report cartel activities a reduction of fines, from 2002. 5) The creation of a code of corporate governance, based on the principle of “comply or explain”, from 2005. From these cases we will outline some general tendencies in the process of reregulation following the 1980-90:s de-regulations. As pointed out by others, “deregulation” was misleading concept, since intervening regulations were often substituted by new market constituting regulations. This displacement is close to the concepts “the new regulatory state” and “regulatory capitalism”. The outcome is a pluralistic system combining a varied set of organizations and regulations in order to produce trust in the “deregulated” markets – state control as well as pure self-regulatory processes and private systems of control. Of particular importance are the extended role of professions and expertise from the areas concerned.
