  • Improving Risk Assessment in the European Food Safety Authority: Lessons From the European Medicines Agency

    • The recent Regulation (EU) 2019/1381, published on the 6th September 2019, aims to improve the transparency and sustainability of the EU risk assessment in the food chain by amending the General Food Law Regulation (EC 178/2002) and a number of other regulations related to the food sector. This Regulation is introduced as a response to the Fitness Check of the General Food Law Regulation as well as a response to public concerns expressed by a European Citizens' Initiative on glyphosate and pesticides. This article evaluates the amendments introduced by Regulation 2019/1381with respect to the institutional and regulatory environment in the food chain and more specifically concerning the risk assessment procedure. For this purpose, we perform a comparison of the institutional and organizational characteristics of the European Food Safety Authority (EFSA) and European Medicines Agency (EMA) in relation to the processes of risk assessment and risk evaluation, especially the processes surrounding genetically modified foods and pesticides, and how these characteristics affect the politicization of these processes. We conclude that the risk assessment process followed by EFSA would have benefitted and become more effective and less politicized, if the recent Regulation 2019/1381 had introduced some of EMA's institutional structures and methods on risk evaluation.

    • High-resolution neutron powder diffraction data have been collected on deuterated and dried samples of the perovskite BaZr0.5In0.5O2.75 at 5 K and room temperature, respectively. Inspection of Fourier nuclear density maps for the deuterated phase have allowed the deuteron position to be refined on a 12h (1/2, y, 0) crystallographic site, with y = 0.217(4) yielding a chemically reasonable O-D distance of 0.92(2) angstrom. Evidence for anisotropy of the deuteron position is also found consistent with a 24k crystallographic site (0.56, 0.21, 0) indicative of displacements of the ion towards neighbouring oxygen ions. The presence of static oxygen disorder in both the dried and deuterated samples is apparent from the structural analyses. Raman spectra confirm short range deviations from cubic symmetry for both dried and hydrated samples.

  • Synthesis and structural characterization of perovskite type proton conducting BaZr1-xInxO3-delta (0.0 <= x <= 0.75)

    • Solid state sintering has been used to prepare the cubic perovskite structured compounds BaZr1-xInxO3-delta (0.0 <= x <= 0.75). Analysis of X-ray powder diffraction (XRPD) data reveals that the unit cell parameter, a, increases linearly with an increased Indium concentration. XRPD data was also used to demonstrate the completion of sample hydration, which was reached when the materials showed a set of single-phase Bragg-peaks. Dynamic thermogravimetric analysis (TGA) data showed that approx. 89% of the total number of available oxygen vacancies can be filled in BaZr1-xInxO3-delta for x=0.50, and that the maximum water uptake occurs below 300 degrees C. Rietveld analysis of the room temperature neutron powder diffraction (NPD) data confirmed the average cubic symmetry (space group Pm-3m), and an expansion of the unit cell parameter after the hydration reaction. The strong O-H stretch band, 2500-3500 cm(-1), in the infrared absorbance spectrum clearly manifests the presence of protons in the hydrated material. Proton conductivity of hydrated BaZr1-xInxO3-delta, x=0.75 was investigated during heating and cooling cycles under dry argon atmosphere. The total conductivity during the heating cycle was nearly two orders of magnitude greater than that of cooling cycle at 300 degrees C, whilst these values were similar at higher temperatures i.e. T > 600 degrees C.

  • Mission Experience : How to Model and Capture it to Enable Vicarious Learning

    • Organizations for humanitarian assistance, disaster response and military activities are characterized by their special role in society to resolve time-constrained and potentially life-threatening situations. The tactical missions that these organizations conduct regularly are significantly dynamic in character, and sometimes impossible to fully comprehend and predict. In these situations, when control becomes opportunistic, the organizations are forced to rely on the collective experience of their personnel to respond effectively to the unfolding threats. Generating such experience through traditional means of training, exercising and apprenticeship, is expensive, time-consuming, and difficult to manage.This thesis explores how and why mission experience should be utilized in emergency management and military organizations to improve performance. A multimedia approach for capturing mission experience has further been tested in two case studies to determine how the commanders’ experiences can be externalized to enable vicarious learning. These studies propose a set of technical, methodological, and ethical issues that need to be considered when externalizing mission experience, based on two aforementioned case studies complemented by a literature review. The presented outcomes are (1) a model aligning abilities that tactical organizations need when responding to dynamic situations of different familiarity, (2) a review of the usefulness of several different data sources for externalization of commanders’ experiences from tactical operations, and (3) a review of methodological, technical, and ethical issues to consider when externalizing tactical military and emergency management operations. The results presented in this thesis indicate that multimedia approaches for capturing mission histories can indeed complement training and exercising as a method for generating valuable experience from tactical missions.
