- Urban planners and urban planning as a field face a major challenge in balancing urban development interests against the need to safeguard socially equitable and ecologically functional green space. This need is still commonly seen through a modernist lens, whereby large-scale green areas are viewed as an antithesis to the city, creating a polarised landscape seemingly free from cross-scale social and ecological interactions. This study reports on a transdisciplinary work process that aimed to challenge this polarisation by exploring more integrative and operative planning approaches to large-scale urban green structures, using the concept of resilience, both as a theoretical umbrella and in relation to a case study in Stockholm, Sweden. The exploration took the form of a series of workshops in which professionals from the fields of planning, urban design, ecology, landscape architecture, and environmental history, as well as city-wide and regional planning, took part. Throughout the process, tentative designs served as "touchstones", bringing questions from a theoretical level to a hands-on, specific, local context. This paper identifies three ways that resilience science can be useful in the planning and management of large urban green structures. Firstly, resilience can introduce complexity and thus make visible synergies and "win-win" situations within planning. Secondly, in highlighting change, resilience can offer alternatives to present conservationist perspectives on green space planning and thus offer constructive ways out of planning-related deadlocks. Thirdly, resilience can be advantageously combined with the concept of "legibility" in clarifying common goals and thus helping to build a constituency which will sustain large-scale green structures over time.

Överprövningar av offentliga upphandlingar : En intervjustudie om skillnader mellan LOU och LUF

- Syftet med denna studie är att analysera möjliga förklaringar till att upphandlingarsom görs enligt Lagen (2007:1092) om offentlig upphandling inom områdenavatten, energi, transporter och posttjänster (LUF) tycks föranleda en mindre andelöverprövningar än upphandlingar som görs enligt Lagen (2007:1091) om offentligupphandling (LOU). Den senare lagstiftningen är tillämplig på offentliga upphandlingarav tjänster, varor och byggentreprenader som inte faller under de områdensom anges i LUF (se ovan).Tillgänglig statistik visar att överprövning är mer vanligt förekommande blandupphandlingar som regleras av LOU. Detta förhållande kvarstår med hänsyn tagentill att det är mer vanligt att upphandla enligt LOU än LUF. För att belysa möjligaförklaringar till detta har 28 intervjuer genomförts med beställare/upphandlare frånstatliga och kommunala organ samt med företrädare för leverantörer från olikabranscher.Utgångspunkterna för intervjuerna har varit frågor relaterade till upphandlingssituationen(t.ex. organisation och kompetens), juridiska faktorer (t.ex. förhandlingsmöjligheter)samt leverantörernas syn på upphandling (t.ex. överprövningsom affärsstrategi).Intervjuerna ger vid handen att en avgörande anledning till att upphandlingarenligt LUF överprövas i mindre utsträckning än upphandlingar enligt LOU är detmer omfattande förhandlingsutrymme som till skillnad från LOU finns i LUF. Frånupphandlarsidan menar de intervjuade att förhandling förebygger och ger möjlighetatt hantera missförstånd och felaktigheter under upphandlingens gång. Dettaanses minska risken för att en leverantör upplever sig felbehandlad eller upphandlingensom illa genomförd. En annan intressant iakttagelse är att de intervjuadeupphandlarna beskriver att de branscher som upphandlas enligt LOU i högreutsträckning präglas av en ”överprövningskultur”. Av de intervjuade nämner fleraatt LUF-upphandlingar ofta är mer komplexa och att myndigheter som upphandlarunder LUF därför håller sig med upphandlare med hög marknadsspecifikkompetens. En sådan lösning är något som skulle vara mer resurskrävande förkommunala organ, då de ofta förfogar över en i högre grad diversifieradupphandlingsportfölj.

- This report is the result of a collaboration between The Stockholm Resilience Centre at Stockholm University, The School of Architecture at the Royal Institute of Technology in Stockholm and the Architectural firm KIT also based in Stockholm. It explores and discusses strategies for integrating novel social-ecological research within the planning and urban design practices aiming to delineate principles for an integrated and comprehensive social-ecological urban design practice. As focal case and example works the Albano campus area in Stockholm, with a strategic location at the crossroads between the three major universities in Stockholm as well as its inner city and the National City Park, the latter adressing the contested issue of expanding the university and city inside a large urban park of national interest. Taken together this critical location in a most informative way highlights several of the potentials and challenges that the contemporary planning and urban design fields are facing today. Q-book Albano 4 originated from the work by a inter- and transdisciplinary research team, in their effort to challenge existing development plans for the expansion of the Stockholm University campus over an area inside the National Urban Park. While the existing plans lacked a clear engagement with novel findings from research and design theory, and while the campus expansion was to be placed within a park with important biodiversity and cultural heritage, the team took upon them to articulate an alternative vision based on contemporary international and local research. Consequently, the team offered an alternative vision for the area, in contrast to the plans that the City had been offered by other architects and planners. Furthermore, through presenting this vision at an international academic conference open to the public, the real-estate developer Akademiska hus, a body within the Swedish state that manages university campuses across the country, making them one of the largest developers of their kind in the world, showed an interest and urged the team to develop their suggestion further. Through this support, time was given to deepen the principles of social-ecological urban design and to further develop the alternative vision for how the Albano area could be developed according to these principles. This included workshops with experts, and stakeholder meetings with civil society organizations. The alternative vision, in this process developed into this illustrated report that effectively joins theories of resilience, social-ecological systems and ecosystem services with theories of spatial analysis, urban morphology and design methodology, translating this new body of knowledge into principles and elements of social-ecological urban design, using the Albano site as case study.
