    • A survey is reported that requested work-commuters by car to state reasons that would make them reduce car use for the work commute. All participants (n = 1218) were employed by companies located in the center of a medium-size Swedish city (pop. 82,000). Among 76% of the car users (n = 602) who stated any reasons, the most frequent were improved public transport and work from home some days. Shorter travel times, an increased frequency of service and lower fares were the most frequent reasons for increasing public transport use.

    • The present study provides a transnational comparison of the perceived service satisfaction with public transport in eight European countries. Data was collected from 9,542 respondents in Stockholm, Barcelona, Copenhagen, Geneva, Helsinki, Vienna, Berlin, Manchester, and Oslo. The respondents rated their agreement with 17 attribute-related statements regarding local public transport services. Using factor analysis, this study identifies the four satisfaction dimensions of system, comfort, staff, and safety, which were present in most, but not all of the cities. These findings indicate that there are differences in how public transport is perceived. This needs to be addressed in order to make comparison meaningful. Different explanations for these diverse findings are discussed.

    • Satisfaction measures obtained from citizens are frequently used in performancebased contracts due to their presumed link with company performance. However, few studies have actually examined the link between traveler satisfaction measures and objective performance measures in public transport. This research analyzes the relationship between the objective performance measures of public transport services and the satisfaction perceived by travelers. Data were collected in six different European cities. Three objective service performance measures were obtained for each city from the UITP Millennium Database. Three subjective satisfaction attribute measures were obtained from Benchmarking in European Service of Public Transport (BEST 2001), answered by 6,021 respondents in total. In addition to subjective attribute measures, overall satisfaction was also used as a subjective measure. Several correlational analyses show that the relationship between satisfaction and service performance in public transport is far from perfect.

    • To abate problems resulting from increased car use, hard transport policy measures have been introduced. Such measures often meet public disapproval, are politically infeasible, and may alone be insufficient. As a consequence, alternative soft transport policy measures have been proposed. These measures are designed to motivate individuals to voluntarily reduce car use. This paper reviews implementations of soft transport policy measures in Japan, Australia, UK, and several other countries. The review underscores the effectiveness of soft transport policy measures in general and points to a variety of positive outcomes. Yet, the variety in the results makes it hard to infer why the measures are effective. Several gaps of knowledge are also identified. A companion paper will discuss these and identify research needs.

    • A review of implementations of soft transport policy measure underscores their effectiveness to make participants voluntarily change their travel behaviour (Richter et al., 2008). Yet, more research is needed to answer the question when and why it is useful to implement these measures and when and why they work. The present paper identifies gaps of knowledge concerning the effectiveness of soft transport policy measures. Overarching issues that need to be more researched include synergies between different measures, long-term effects, differences in target groups, the impact of public transport quality, the role of a measures’ location, translation to other areas, and cost-benefit-analyses. Furthermore, research needs are discussed concerning techniques of soft transport policy measures, including communication, motivational support, goal setting and behavioural plans, customized in contrast to standardised information, the quality of feedforward and feedback information given to the participants, and the results of using incentives.
