- Detta är den nionde utgåvan av den samlade översikten över fisk- och kräftdjursbeståndens status i våra vatten. Kunskap om fiskbestånden och miljön är en förutsättning för att utnyttjandet av fiskresurserna skall bli bärkraftigt. För svenska vattenområden beskrivs miljöutvecklingen i ett ekosystemsperspektiv, dels för att tydliggöra fiskens ekologiska roll och beskriva yttre miljöfaktorer som påverkar fiskbestånden, dels för att belysa fiskets effekter på miljön.Fiskbestånd och miljö i hav och sötvatten är utarbetad av Sveriges lantbruksuniversitet (SLU), Institutionen för akvatiska resurser (SLU Aqua), på uppdrag av Havs- och vattenmyndigheten. Rapporten sammanfattar utveckling och beståndsstatus för de kommersiellt viktigaste fisk- och kräftdjursarterna i våra vatten. Bedömningar och förvaltningsråd är baserade på Internationella Havsforskningsrådets (ICES) rådgivning, SLU Aquas nationella och regionala provfiskedata, samt yrkesfiskets rapportering.

Testing the Porter hypothesis : the effects of environmental investments on efficiency in Swedish industry

- The main objective of this paper is to test the Porter hypothesis by assessing static and dynamic effects of environmental policy on productivity. According to the hypothesis, stringent environmental regulations have dynamic effects on firm performance, and these effects eventually generate profits that offset the adaptation costs. We extend previous analyses by using unique data on environmental protection investments in the Swedish manufacturing industry as a proxy for environmental stringency. These data enable us to separate environmental protection investments into pollution prevention and pollution control. This distinction is crucial since the hypothesis claims that it is investments in prevention that have positive dynamic effects on firm performance. To test the hypothesis, a stochastic production frontier model is estimated where firm inefficiency is a function of investments in environmental protection. In general, we find no support for the Porter hypothesis within the time frame of our study, indicating that environmental regulations lead to efficiency losses. This result is even stronger in the harshly regulated pulp and paper industry.

- In this paper we describe how behavioral responses of carbon dioxide (CO(2)) tax increases are accounted for in tax revenue estimation in Sweden. The rationale for developing a method for this is a mix between that a CO(2) tax is a primary climate policy tool aiming to reduce CO(2) emissions and that the CO(2) tax generates sizable tax revenues.

- An introduction of a kilometer tax for heavy goods vehicles can be constrained by the risk of that higher production costs than competitors in other countries will negatively affect regions and industries of policy concern. We estimate factor demand elasticities in the Swedish manufacturing industry using firm level data for the 1990 to 2001 period on input prices and quantities. The results show that the introduction of a kilometer tax for heavy goods vehicles decreases transport demand and increases labour demand. The effects are less pronounced in terms of changes in output, though some industries (e.g. wood, pulp and paper) can be expected to be affected more than others due to their dependence on road freight transport. The regional dimension regarding the consequences of a kilometer tax seems to be small or even nonexisting.

Towards an Ontology Design Pattern Quality Model

- The use of semantic technologies and Semantic Web ontologies in particular have enabled many recent developments in information integration, search engines, and reasoning over formalised knowledge. Ontology Design Patterns have been proposed to be useful in simplifying the development of Semantic Web ontologies by codifying and reusing modelling best practices.This thesis investigates the quality of Ontology Design Patterns. The main contribution of the thesis is a theoretically grounded and partially empirically evaluated quality model for such patterns including a set of quality characteristics, indicators, measurement methods and recommendations. The quality model is based on established theory on information system quality, conceptual model quality, and ontology evaluation. It has been tested in a case study setting and in two experiments.The main findings of this thesis are that the quality of Ontology Design Patterns can be identified, formalised and measured, and furthermore, that these qualities interact in such a way that ontology engineers using patterns need to make tradeoffs regarding which qualities they wish to prioritise. The developed model may aid them in making these choices.This work has been supported by Jönköing University.
