Managing Distance : Small Firm Networks at the Geographic Margins

- Small businesses located in the most sparsely populated and peripheral parts of Europe are frequently believed to be marginalised with respect to the processes of economic globalisation. This thesis proposes to explore an alternative perspective for understanding how small businesses that are located at the geographical margins engage with the globalised economy. Distance is no longer a purely physical phenomenon. Meanwhile, networks are considered to be the primary means for small firms to mobilise external resources and stay competitive. Acknowledging these conceptual shifts, this thesis explores how peripheral small businesses develop network configurations with multiple actors across multiple geographical scales to engage in the global economy.This thesis consists of four papers and a cover essay. The four papers share the theme of the network interaction of small and medium-sized enterprises (SMEs) in peripheral regions and discuss this theme from various perspectives with different research questions. The papers use combinations of quantitative and qualitative analytical methods to empirically investigate the configuration of small firm networks in the case study of Upper Norrland in Sweden.The cover essay introduces the overarching conceptual framework that is grounded in ideas from the seminal work of Granovetter on the social embeddedness of economic interactions and the ‘strength of weak ties’, and this essay contributes to the debate in geography on multi-scalar proximity dynamics. The empirical findings of the papers describe the collaborative and transactional forms of firm relations in peripheral regions and discuss the role of key actors—such as international customers or regional intermediary organisations—in bridging the local and extra-local dimensions of small firm networks. The conceptual contribution of this thesis corroborates the understanding that small firm development requires a balance between regional and international networks. This thesis also contributes to the debate on development policies for peripheral regions by offering insights into the manner in which institutional support for the design and implementation of open, flexible network arrangements may provide a leverage effect for small firm development.

- The global network economy involves intensive interactions and flows between places. In this paper, we define a theoretical framework of labour migration in the global economy in which we propose the importance of transnational spaces 'from above' and how formal organisations develop networks for migration processes. This theoretical framework is employed on an empirical study that investigates the increasing flows of highly-skilled labour migration from India to Sweden within the ICT-sector. The paper illustrates how transformations and acting in formal institutions in the political and private sectors have a strong impact on the transnational migration of highly-skilled labour. By integrating theories from migration studies, institutional theory and economic geography the theoretical framework has been able to conceptualise factors that are less visible in migration studies 'from below'. Thereby this paper contributes to a more multi-sided understanding of transnational migration processes.

- Politik och planering handlar ofta om att generera samhällsförändringar. Exempel på en idag aktuell politisk utmaning och som kräver genomgripande omställningar är frågan om hållbar ekologisk utveckling. En sådan utveckling berör och kräver förändringar i genomgripande fysiska strukturer – exempelvis för transporter och mobilitet. Det förutsätter även att individers förändrar sina beteendemönster – exempelvis för avfallshantering och energiförbrukning.Detta kapitel syftar till att förstå förutsättningar för samhällsförändringar på en teoretisk nivå. Diskussionen är strukturerad utifrån tre grundläggande begrepp för samhälleliga organisationsformer och samhällsprocesser. Dessa begrepp är institutioner, organisationer och nätverk. I kapitlet diskuteras hur dessa element är relaterade till stabilitet och varaktighet, respektive samhällsförändringar.Temat för detta kapitel berör samhällsvetenskapliga discipliner och områden brett och här är det endast möjligt att ge en översiktlig bild kombinerat med ett selektivt urval av några aktuella debatter. Författarens bakgrund inom kulturgeografi, ekonomisk geografi och ekonomisk sociologi och intresset för kunskapsutveckling och ekologisk hållbarhet har påverkat valet av teorier, begrepp och exempel.

The discussion takes an institutional approach and which claims the importance of institutions for societal structures, processes and changes. Institutions refer to informal and formal elements like cultures, social routines, political regulations, the market, firms, the government and other political bodies. Institutional settings are influencing agency and the ability and propensity to, for instance, manage projects to develop new knowledge and innovations for medtech products and solutions.Our empirical case is the developments of innovations and knowledge in medtech in Stockholm, Sweden. We are using interview data from organisations and firms and different secondary sources. In this paper we illustrate how knowledge development and innovations in medtech are situated in a rapidly changing institutional setting. Commercial goals and goals to develop knowledge and new innovations are widely established and the geographical relations are extending to include transnational and global environments. These objectives and geographical mindset are guiding for health care organisations including hospitals, research organisations including the universities, regional development agencies and private companies.We are able to illustrate how innovation and knowledge development in medtech are derived through network organisations that integrate different knowledge resources and capacities and that the institutional settings are absolutely fundamental for the ability and propensity for such creative networks to develop and take form. These networks for knowledge development may be multi-local and transnational and thereby connecting partners from different geographical settings.
