- Målsättningen har varit att ta fram ny kunskap inom miljötillsynen och därigenom uppnå en effektivare miljötillsyn samt att få in nya vetenskapliga perspektiv på miljötillsyn.I rapporten studeras metoder för inspektioner och det kommunikativa samspelet mellan inspektören och företrädare för den verksamhet som inspekteras, hur den institutionella ramen för inspektionsprocessen fungerar samt visar på möjligheter att mäta effekterna av inspektioner och tillsyn.Naturvårdsverket kommer att ha resultatet som ett kunskapsunderlag i fortsatt arbete med tillsynsvägledning och utveckling av hur tillsyn och tillsynsvägledning kan följas upp och utvärderas.

Efficient and effective learning for safety from incidents

- Learning from incidents is important for improving safety. Many companies spend a great deal of time and money on such learning procedures. The objectives of this paper are to present some early results from a project aimed at revealing weaknesses in the procedures for learning from incidents and to discuss improvements in these procedures, especially in chemical process industries. The empirical base comes from a project assessing organizational learning and the effectiveness of the different steps of the learning cycle for safety and studying relations between safety-specific transformational leadership, safety climate, trust, safety-related behavior and learning from incidents. The results point at common weaknesses in the organizational learning, both in the horizontal learning (geographical spread) and in vertical learning (double-loop learning). Furthermore, the effectiveness in the different steps of the learning cycle is low due to insufficient information in incident reports, very shallow analyses of reports, decisions that focus at solving the problem only at the place where the incident took place, late implementations and weak solutions. Strong correlations with learning from incidents were found for all safety climate variables as well as for safety-related behaviors and trust. The relationships were very strong for trust, safety knowledge, safety participation and safety compliance.

Minimal transmission of HIV despite persistently high transmission of hepatitis C virus in a Swedish needle exchange program.

- Summary. The aim of this study was to examine the prevalence and incidence of HIV and hepatitis B and C (HBV and HCV) among injecting drug users in a Swedish needle exchange programme (NEP) and to identify risk factors for blood-borne transmission. A series of serum samples from NEP participants enrolled from 1997 to 2005 were tested for markers of HIV, HBV and HCV (including retrospective testing for HCV RNA in the last anti-HCV-negative sample from each anti-HCV seroconverter). Prevalence and incidence were correlated with self-reported baseline characteristics. Among 831 participants available for follow-up, one was HIV positive at baseline and two seroconverted to anti-HIV during the follow-up of 2433 HIV-negative person-years [incidence 0.08 per 100 person-years at risk (pyr); compared to 0.0 in a previous assessment of the same NEP covering 1990-1993]. The corresponding values for HBV were 3.4/100 pyr (1990-1993: 11.7) and for HCV 38.3/100 pyr (1990-1993: 27.3). HCV seroconversions occurred mostly during the first year after NEP enrolment. Of the 332 cases testing anti-HCV negative at enrolment, 37 were positive for HCV RNA in the same baseline sample (adjusted HCV incidence 31.5/100 pyr). HCV seroconversion during follow-up was significantly associated with mixed injection use of amphetamine and heroin, and a history of incarceration at baseline. In this NEP setting, HIV prevalence and incidence remained low and HBV incidence declined because of vaccination, but transmission of HCV was persistently high. HCV RNA testing in anti-HCV-negative NEP participants led to more accurate identification of timepoints for transmission.

- Denna inventering av violgubbe (Gomphus clavatus) och rödlistade fjälltaggsvampar (Sarcodon spp.) har utförts på uppdrag av Länsstyrelsen i Västmanlands län. Syftet har varit att öka kunskapen om arternas förekomst i länet samt behovet av skydd och andra åtgärder på de olika lokalerna. Inventeringen har genomförts inom ramen för åtgärdsprogrammen (ÅGP) för bevarande av violgubbe och rödlistade fjälltaggsvampar. Inventeringen har genomförts under september 2008 av Leif Andersson, Kurt- Anders Johansson, Rolf-Göran Carlsson, Stig Jacobsson och Tomas Fasth. Alla kända lokaler för violgubbe och rödlistade fjälltaggsvampar besöktes. Även lokaler för arter med likartade miljökrav har besökts och områden kända för kalkrik berggrund. Under inventeringen har mycel för de eftersökta arterna noterats och koordinater för dessa tagits. Även andra svampar har noterats om än i olika omfattning. Totalt har ett hundratal lokaler besökts varav svampar har noterats på 80 lokaler. Säsongen var mycket god för fjälltaggsvampar, möjligen med undantag för brödtaggsvamp (Sarcodon versipellis). För violgubbe var säsongen något sämre. Totalt noterades violgubbe och/eller rödlistade fjälltaggsvampar på 17 lokaler. Av de 19 kända lokalerna för violgubbe noterades den på sex och en ny lokal upptäcktes. Tidigare var 20 lokaler kända för de olika rödlistade fjälltaggsvamparna varav återfynd gjordes på sex av dessa. Dessutom gjordes 14 nya fynd av rödlistade fjälltaggvampar. Nya för Västmanlands län är blåfotad taggsvamp (Sarcodon glaucopus), sammetstaggsvamp (Sarcodon martioflavus) och den ännu obeskrivna Sarcodon ”modestum”. Den goda svamptillgången 2008 gjorde att särskilt många rödlistade spindelskivlingar noterades. Flera arter är nya för Västmanlands län. Även andra nyfynd av rödlistade svampar för Västmanlands län gjordes t. ex. narrvaxskivlingen (Hygrophorus subviscifer) som noterades på två platser. Totalt gjordes 146 fynd av 42 rödlistade svampar inklusive violgubbe och rödlistade fjälltaggsvampar. Ett antal lokaler och områden har kristalliserats ut som särskilt intressanta för de eftersökta svamparna. I Sala kommun finns många värdefulla områden, särskilt nära tätorten, ofta i närheten av där gruvdrift bedrivits. Särskilt Snarpsätraskogen norr om staden samt områden söder och sydväst om staden hyste många hotade arter. Områdena söder om staden ingår i Salakalkens Natura 2000-område, men skogsnaturtyperna är i dagsläget inte anmälda som naturtyp. I Fagersta och Norberg finns också värdefulla stråk för violgubbe och rödlistade fjälltaggsvampar. Särskilt ska här framhållas Jättåsarna i Fagersta kommun. Flera områdena är inte utpekade som naturvärden eller nyckelbiotoper och saknar också formellt områdesskydd. Ett antal lokaler för de eftersökta svamparna finns i naturreservat och biotopskydd.

- In this report we explore the structural and optical properties of GaAs/AlGaAs heterostructure nanowires grown by metalorganic vapour phase epitaxy using gold seed-particles. The optical studies were done by low-temperature cathodoluminescence (CL) in a scanning electron microscope (SEM). We perform a systematic investigation of how the nanowire growth-temperature affects the total photon emission, and variations in the emission energy and intensity along the length of the nanowires. The morphology and crystal structures of the nanowires were investigated using SEM and transmission electron microscopy (TEM). In order to correlate specific photon emission characteristics with variations in the nanowire crystal structure directly, TEM and spatially resolved CL measurements were performed on the same individual nanowires. We found that the main emission energy was located at around 1.48 eV, and that the emission intensity was greatly enhanced when increasing the GaAs nanowire core growth temperature. The data strongly suggests that this emission energy is related to rotational twins in the GaAs nanowire core. Our measurements also show that radial overgrowth by GaAs on the GaAs nanowire core can have a deteriorating effect on the optical quality of the nanowires. Finally, we conclude that an in situ pre-growth annealing step at a sufficiently high temperature significantly improves the optical quality of the nanowires.

Intestinal Gene Expression Profiling and Fatty Acid Responses to a High-fat Diet

- The gastrointestinal tract (GIT) regulates nutrient uptake, secretes hormones and has a crucial gut flora and enteric nervous system. Of relevance for these functions are the G protein-coupled receptors (GPCRs) and the solute carriers (SLCs). The Adhesion GPCR subfamily is known to mediate neural development and immune system functioning, whereas SLCs transport e.g. amino acids, fatty acids (FAs) and drugs over membranes. We aimed to comprehensively characterize Adhesion GPCR and SLC gene expression along the rat GIT. Using qPCR we measured expression of 78 SLCs as well as all 30 Adhesion GPCRs in a twelve-segment GIT model. 21 of the Adhesion GPCRs had a widespread (≥5 segments) or ubiquitous (≥11 segments) expression. Restricted expression patterns were characteristic for most group VII members. Of the SLCs, we found the majority (56 %) of these transcripts to be expressed in all GIT segments. SLCs were predominantly found in the absorption-responsible gut regions. Both Adhesion GPCRs and SLCs were widely expressed in the rat GIT, suggesting important roles. The distribution of Adhesion GPCRs defines them as a potential pharmacological target.FAs constitute an important energy source and have been implicated in the worldwide obesity increase. FAs and their ratios – indices for activities of e.g. the desaturase enzymes SCD-1 (SCD-16, 16:1n-7/16:0), D6D (18:3n-6/18:2n-6) and D5D (20:4n-6/20:3n-6) – have been associated with e.g. overall mortality and BMI. We examined whether differences in FAs and their indices in five lipid fractions contributed to obesity susceptibility in rats fed a high fat diet (HFD), and the associations of desaturase indices between lipid fractions in animals on different diets. We found that on a HFD, obesity-prone (OP) rats had a higher SCD-16 index and a lower linoleic acid (LA) proportions in subcutaneous adipose tissue (SAT) than obesity-resistant rats. Desaturase indices were significantly correlated between many of the lipid fractions. The higher SCD-16 may indicate higher SCD-1 activity in SAT in OP rats, and combined with lower LA proportions may provide novel insights into HFD-induced obesity. The associations between desaturase indices show that plasma measurements can serve as proxies for some lipid fractions, but the correlations seem to be affected by diet and weight gain.

- The new Red List that was recently presented by the Swedish Species Information Centre (Gärdenfors 2010) includes 746 species of fungi considered to be threatened. Compared to the previous Red List published in 2005, 36 species have been down-listed whereas 150 species have been added, thus the list has increased by 114. The changes are above all due to increased knowledge of taxonomy, ecology and distribution. In the present paper members of the Species Specialist Group for Fungi 2006-2010 summarize the background and results of the red-listing process and present the habitats in which the red-listed species occur.
