    • This dissertation investigates the mutual life project of Signe (1896-1988) and Axel Höjer (1890-1974), a married couple who were key actors in the construction of the Swedish welfare state. It emphasises the ways in which they went about asserting a special public health expertise in different contexts. As starting points I take the malleability of the concept folkhälsa (people’s health or population health) and the centrality of expertise in the governance of modern societies. Theoretical concepts such as gender, policy transfer, biopower and governmentality are central to the analysis. The dissertation includes three parts. The first part investigates how the Höjers agreed to coordinate their work and how they, with reference to ideas picked up in France and England at the end of World War I, attempted to reform mother and child health care in Sweden. Their strategies where rhetorical but also practical, using Hagalund outside Stockholm as their experimental ground. The second part investigates, firstly, how Axel Höjer, as General-Director of the Medical Board of Sweden (1935-52) asserted a sociomedical expertise, integrating the emerging social sciences and universalist views on the organisation of the welfare state into the realm of medicine, in order to launch ideas of a thorough reorganisation and expansion of the Swedish health care system. His focus was on preventive medicine and health care, with the complete physical, mental and social health of the whole population as an explicit goal. Secondly, it explores how Signe Höjer at the same time tried to launch ideas on health and wellbeing as a social politician and a public committee member. She also tried to define family policy as a specific policy area. However, despite her training as a nurse and a social worker, she was largely confined to asserting a particularly ”female” expertise, which made her position rather ambiguous in terms of authority. The third part investigates how the Höjers, in the 1950s and 60s, worked with international health, Axel mainly for the WHO in India and Ghana, Signe as a policy entrepreneur, primarily in the fields of childcare and family planning. My findings partly confirm theories that see development aid as an extension of domestic social policy, but they challenge the view of aid as a simple one-way process. I demonstrate how the Höjers at least tried to adapt their projects abroad to meet local circumstances, and also show how they brought lessons from the third world to a domestic public. In the latter case they did not primarily act as experts of Swedish-style social policy, but as experts on the developing countries and on development aid.

    • The aim of this thesis is to analyze debates and discourses about the public library in Swedish media from the 1970s up to and including 2006. The empirical material is derived from TV, radio and the daily press and by using discourse theory and methodology a number of debates are problematized. The result of the analysis showed similarities but also differences between dominant discourses during different decades. One discourse, termed the book discourse, recurs during all the decades of the study. The book discourse is primarily associated with concepts such as printed books, good quality fiction and popular education. The 1970s is dominated by a discourse called the community centre discourse. It called for public libraries to become community centers for various kinds of cultural and political activities. The information mediation discourse appeared first in the 1980s and was present during the 1990s and the following decade. This discourse argues that public libraries should prioritize new technology and engage primarily in mediating information, irrespective of the format in which it is presented. The analysis as a whole also revealed that authors often had a prominent position in and exerted substantial influence over the content of the debates. Librarians, however, did not participate to any great extent in the debates. In the conclusion I argue that there are important aspects of the public library that does not appear in the material. The role of the library as a meeting place is one such absent theme. Another is the importance of the library to ensure integration. I argue that this invisibility is a result of the book discourse dominating the debate. If the public image of the library is defined from the viewpoint of the book discourse, the result can well be that the institution is equated with a specific media format - printed books. Because of significant changes in media consumption and the ongoing digitization of information, this focus could in the long run mean that the library risks loss of legitimacy. Describing the library as a cultural institution, as a community centre or as an information centre depends on different discourses that aim to further different wills and interests. By highlighting the political, professional and institutional interests articulated in dominant discourses on the public library in Swedish media during a period of almost 40 years, this study suggests that the media debates must be widened and opened up for more actors.

    • Adenovirus serotype 5 (Ad5) vectors carrying knobless fibers designed to remove their natural tropism were found to have a lower fiber content than recombinant Ad5 with wild-type (WT) capsid, implying a role for the knob-coding sequence or/and the knob domain in fiber encapsidation. Experimental data using a variety of fiber gene constructs showed that the defect did not occur at the fiber mRNA level, but at the protein level. Knobless fiber proteins were found to be synthesized at a significant slower rate compared with knob-carrying fibers, and the trimerization process of knobless fibers paralleled their slow rate of synthesis. A recombinant Ad5 diploid for the fiber gene (referred to as Ad5/R7-ZZwt/E1 : WT-fiber) was constructed to analyse the possible rescue of the knobless low-fiber-content phenotype by co-expression of WT fiber. Ad5/R7-ZZwt/E1 : WT-fiber contained a knobless fiber gene in its natural location (L5) in the viral genome and an additional WT fiber gene in an ectopic position in E1. Knobless fiber was still synthesized at low levels compared with the co-expressed E1 : WT fiber and the recovery of the two fiber species in virus progeny reflected their respective amounts in the infected cells. Our results suggested that deletion of the fiber knob domain had a negative effect on the translation of the fiber mRNA and on the intracellular concentration of fiber protein. They also suggested that the knob control of fiber protein synthesis and encapsidation occurred as aciseffect, which was not modified by WT fiber protein providedin transby the same Ad5 genome.

    • This thesis aims at producing knowledge about a cultural policy (re)construction process in the City of Göteborg, Sweden. Cultural policy is understood as public interventions in the cultural field, with the term public referring mainly to the democratic political-administrative organisation. The reconstruction process is studied in the context of the general challenges that cultural policy has come to face as an integral part of welfare state policies in late-modern Western societies; in particular, the thesis looks into the ways in which Göteborg as a local cultural policy agent responds to these challenges. In this context, two major components of policymaking are brought into focus: the organization and the visions of Göteborg s cultural policy. The thesis explores how the two issues are brought under scrutiny, debated, and acted on by political and administrative agents at different levels of government but primarily within the municipal organization of the city itself. The empirical part of the study analyses arguments put forth by the different agents involved in this process, interpreting cultural policy statements collected from 117 public documents but also through 6 interviews with politicians and administrators in charge of cultural affairs in the city. In addition to providing a detailed account of the diverse arguments advanced, the thesis also considers relevant statements found in theoretical, research-based texts, variously addressing themselves to what is identified as central elements of cultural policy. A neo-pragmatist and discourse-oriented research approach is utilized in the examination of the cultural policy statements and in the analysis of their internal relations. Three different discourses are identified as distinct tools used by political and administrative agents implicated in the (re)construction of cultural policy: the quality discourse, the welfare discourse, and the alliance discourse. The agents involved make simultaneous use of these discourses, which, respectively, focus on (1) professional artistic excellence, (2) broadening of the participation in cultural activities, and (3) sustainable development. The study concludes that the policy process in the City of Göteborg emerges primarily as a reproduction of existing discourses that characterize the cultural policy field more broadly. At the same time, however, this reproduction takes place as a creative assimilation adapting these discourses to local conditions.
