  • The Who? Didactics, differentiation and the biopolitics of inequality

    • The three didactic questions – what?, how? and why? – are increasingly supplemented with a fourth: who? Drawing on Therborn’s distinction between difference and inequality, as well as on biopolitical theory, the present paper engages critically with the didactic who?-question. The paper situates the who?-question in broader discussions of educational differentiation, suggesting that it encompasses a tension between the recognition of difference and (re)production of inequality. Arguably, this tension becomes visible, and possibly more navigable, when we pose “Therbornian questions”. The paper further suggests that the who?-question can be understood, in biopolitical terms, as a technique for constructing various student populations as appropriate for different kinds of education. Such management of difference, the paper warns, can easily slip into a biopolitics of inequality. Despite our critical observations, we conclude that there might still be radical potential in the who?-question, provided that it is handed over to the students and that careful attention is paid to societal relations.

    • Recently, the new global policy framework for implementing education for sustainable development (ESD) – ESD for 2030 – was launched officially. Drawing on Foucauldian theory, this paper explores biopolitical elements in ESD for 2030. The paper contributes to previous research on ESD policy by employing a biopolitical perspective, and by highlighting problematic aspects of the framework’s will to include and to adapt to different contexts. The analysis brings attention to the framework’s notions of life and to how different human populations are separated. Furthermore, the analysis of the framework demonstrates how notions of transformative pedagogy, community, and the individual, assume the functions of biopolitical techniques. The findings point to a biopolitical differentiation where rich and poor populations are assumed to need different educational interventions, adapted to their socio-economic contexts, in the global educational policy quest for sustainable development. Ultimately, we consider the potential of Foucauldian ethics as an affirmative alternative to the current mode of biopolitical differentiation in global ESD policy

    • If we are to achieve climate change targets, transport systems need to transform. This article is concerned with the prospects of challenging the regime of automobility in urban areas. It employs a governmentality framework, alongside theories of automobility, in order to analyse mobility governmentalities in Gothenburg, Sweden. Gothenburg is an interesting case in the context of reducing car use given its identity as a ‘car city.’ Despite this, Gothenburg has high ambitions in terms of reducing car traffic. Reaching these goals are however associated with challenges: prognoses predict a continued increase in car traffic, and political acceptance is viewed as an obstacle. The article’s findings are based on semi-structured interviews with public officials and stakeholders, zooming in on (1) conflicting spatialities and temporalities (2) competing logics of circulation and pace and (3) mobility imaginaries of the (im)possible. We argue that while there are new logics entering urban mobility governmentalities as an effect of the climate transition, their possibilities to affect material change are confined because the movement and circulation of ‘people and things,’ ultimately represented by the private car, are closely tied to the way that freedom is exercised, understood and manifested in contemporary liberal societies.

    • The political significance of multi-stakeholder partnerships has been widely discussed in the global governance literature. This paper takes issue with the undue optimism of the deliberative school of thought that has become dominant in the field. Yet, we also engage in dialogue with the assertion, stemming from representatives of our own theoretical camp, that a post-political condition is being consolidated worldwide. Informed by post-foundational political thought, the paper explores a multi-stakeholder arrangement for global governance of aid to education: the global partnership for education (GPE). Based on interviews with a wide range of stakeholders in the GPE, the paper makes an empirical contribution to a literature that typically operates at a more abstract level. Our findings point to the political dynamics that pervade this global governance arrangement. While it is obvious that the GPE comprises a range of post-political strategies, it is, at the same time, a venue for serious contestation. Hence, although it is imperative to critically expose strategies for depoliticisation in global governance, it is equally important to realise that post-political arrangements convey something more than merely post-politics. Ultimately, we argue that the ubiquitousness of such post-political arrangements only reaffirms that the ‘the political’ forms part of our ontological condition.
