  • Why are organisational professionals expanding in the Swedish public sector? The role of accountability

    • Recent research shows that new types of high-skilled administrators, what we in this article label organisational professionals, have amplified their presence in public sector organisations in relation to other types of public sector employees. Our purpose is to analyse how organisational accountability can be seen as a driver behind the expansion of organisational professionals. Intensified political and administrative pressures seem to be driving this process, but there also seems to be internal turfs in which the different parts of the government administration seek to hold each other accountable, a process possibly amplified by professionalising ambitions of the organisational professionals. The article concludes that the bureaucratising effect of accountability demands ought to be highlighted more in critical research of accountability. The study is based on semi-structured interviews and focus groups with public sector professionals in Sweden from different policy sectors and government levels.

    • We have developed an experimental technique to study charge-and energy-flow processes in sub-eV collisions between oppositely charged, internally cold, ions of atoms, molecules, and clusters. Two ion beams are stored in separate rings of the cryogenic ion-beam storage facility DESIREE, and merged in a common straight section where a set of biased drift tubes is used to control the center-of-mass collision energy locally in fine steps. Here, we present measurements on mutual neutralization between Li+ and D- where a time-sensitive imaging-detector system is used to measure the three-dimensional distance between the neutral Li and D atoms as they reach the detector. This scheme allows for direct measurements of kinetic-energy releases, and here it reveals separate populations of the 3s state and the (3p + 3d) states in neutral Li while the D atom is left in its ground state 1s. The branching fraction of the 3s final state is measured to be 57.8 +/- 0.7% at a center-of-mass collision energy of 78 +/- 13 meV. The technique paves the way for studies of charge-, energy-, and mass-transfer reactions in single collisions involving molecular and cluster ions in well-defined quantum states.

  • Metabolomic Profile in HFpEF vs HFrEF Patients

    • Background: Heart failure with preserved ejection fraction (HFpEF) and HF with reduced ejection fraction (HFrEF) are associated with metabolic derangements, which may have different pathophysiological implications.Methods and Results: In new-onset HFpEF (EF of >= 50%, n = 46) and HFrEF (EF of <40%, n = 75) patients, 109 endogenous plasma metabolites including amino acids, phospholipids and acylcarnitines were assessed using targeted metabolomics. Differentially altered metabolites and associations with clinical characteristics were explored. Patients with HFpEF were older, more often female with hypertension, atrial fibrillation, and diabetes compared with patients with HFrEF. Patients with HFpEF displayed higher levels of hydroxyproline and symmetric dimethyl arginine, alanine, cystine, and kynurenine reflecting fibrosis, inflammation and oxidative stress. Serine, cGMP, cAMP, L-carnitine, lysophophatidylcholine (18:2), lactate, and arginine were lower compared with patients with HFrEF. In patients with HFpEF with diabetes, kynurenine was higher (P = .014) and arginine lower (P = .014) vs patients with no diabetes, but did not differ with diabetes status in HFrEF. Decreasing kynurenine was associated with higher eGFR only in HFpEF (P-interaction = .020).Conclusions: Patients with new-onset HFpEF compared with patients with new-onset HFrEF display a different metabolic profile associated with comorbidities, such as diabetes and kidney dysfunction. HFpEF is associated with indices of increased inflammation and oxidative stress, impaired lipid metabolism, increased collagen synthesis, and downregulated nitric oxide signaling. Together, these findings suggest a more predominant systemic microvascular endothelial dysfunction and inflammation linked to increased fibrosis in HFpEF compared with HFrEF.

  • Accountability as the Driver of a New Bureaucracy? : An Interpretive Study of Organisational Professionals in Sweden

    • There is a growing academic interest in the paradox that while public sector reform-makers are aiming to reduce bureaucratic layers we are witnessing new forms of bureaucratization. This extant body of literature has so far tended to focus on red-tape (Bozeman & Feeney, 2007) and administrative intensity (Andrews et al. 2017). This paper takes an alternative approach to bureaucratization by investigating the relationship between public sector reforms and the increase of new types of ‘bureaucrats’ within public organizations. We apply the concept of organizational professionals to define a special category of professional administrators with managerial, corporate or strategic functions in organisational communication, human relations, project management, quality assurance, sustainability, inclusiveness, equity etc.Hitherto, the growth in numbers and status of organizational professionals has been seen in the literature as the outcome of New Public Management-inspired reforms and/or the ‘professionalizing’ aspirations of occupational groups themselves (Nordengraaf et al., 2014). We contend that a focus on NPM is too narrow when it comes to understanding the drivers of bureaucratization. Following Halligan (2020) it seems like managerialism is only one part of the storyline, while politicization of the public sector has been equally significant. What seems to unite these three elements (managerialisation, professionalisation and politicization) is the emphasis on accountability. Based on Bovens (2007) we separate between five different accountability relationships mentioned by our respondents: political, legal, professional, social, and administrative.Based on qualitative interviews and focus groups with organizational professionals working in various parts of the public sector in Sweden, and applying an interpretive methodological approach, we ask in this paper how those organisational professionals perceive changing professional roles and the chains of accountability. While the increase in organizational professionals is conceived as an organizational response to external demands for accountability, our empirical data also suggests that the organisational professional groups are responding to internal demands for enhancing accountability mechanisms (as well as themselves generating such demands). The organizational professionals themselves describe this as a tension between supporting and steering, On the one hand they describe their role as hiving off administrative chore from managers and core service professionals, and on the other hand, assuring that the same actors adhere to the policies and guidelines they themselves have created. Our results suggest that a broad discourse of accountability in public organisations serve to justify an increase in organisational professional staff.

    • Purpose The purpose of this article is to ascertain empirically to what extent we can quantify an occupational shift, where a new type of bureaucracy of organisational professionals is on the rise in tertiary educational institutions in New Zealand. Furthermore, the objective is also to present accountability as the prime factor behind the changes. Design/methodology/approach The analytical strategy of the study takes a point of departure in the distinction between occupational and organisational professionals in the public sector in general, and more specifically in tertiary education (TE). Based on these new categorisations, the authors have used various descriptive historical statistics (both national and institutional) to estimate changes over time. Findings The article finds, in line with some international research, that there has been a comparatively higher growth of organisational professionals in TE in New Zealand, and a significantly higher growth than in the private sector and in the overall public services. The authors hypothesise that this growth can be associated with accountability (both vertical and horizontal) as the dominant notion in TE. Originality/value This article takes a different approach than the existing literature on administrative intensity in TE by looking at occupational changes rather than changes in institutions budgets. This article also confirms some of the findings in the growing international literature on changes in professional roles.

    • One recurrent narrative in the discussion about managerial public sector reforms is the growth in organizational professionals as a response to new accountability regimes. New Zealand has experienced modest growth rates in the general public sector workforce. Less studied, though, is whether the composition of the public sector workforce has changed, with an increase in organizational functions supportive to management. Based on descriptive workforce data, followed by follow-up interviews, this article presents a multifaceted and complex picture of a growing new public bureaucracy with the main task of managing chains of accountability. © The Author(s) 2021.

    • In this paper we present Concept-Based Modeling (CBM), an innovative pedagogical method for problem-solving in engineering education, which combines analogue and digital tools. We outline the scientific rationale for CBM and discuss how it compares to traditional teaching with respect to optimizing the pedagogical value of both analogue and digital means. CBM is based on conceptual modeling of quantities derived directly from first principles and streamlined for the use of computer algebra systems (CAS). The method was evaluated in a pilot survey in a statics course for engineering students in their freshman year at Halmstad University. We conclude that CBM improves students’ problem-solving skills by the reciprocal action between conceptual understanding and modeling of a problem. Student evaluations suggest that CBM enables students to handle more realistic problems and that CAS as a professional tool prepares them for their future working life. Future studies will address CBM for more advanced courses, as the students’ knowledge develops over time. © 2022 The Authors.
