  • Aggregation of factors causing cost overruns and time delays in large public construction projects: Trends and implications

    • PurposeThe purpose of this paper is to explore the impact that cost overruns and time delays exert on large public construction projects to clarify how past and current research regard factors causing cost overruns and time delays in large public construction projects.Design/methodology/approachThis paper, which is based on an analysis of a literature selection consisting of 40 journal articles, investigates and ranks the occurrence of and the explanations for cost overruns and time delays in large public construction projects. The study makes use of a kiviat diagram/radar chart in order to visualize multivariate data.FindingsAggregated rankings of important causes of cost overruns and time delays are reported. These show a strong emphasis on the management aspect as a primary cause of cost overruns and delays. Additionally, there seems to be a trend toward deemphasizing the role of financial considerations in explaining cost overruns and delays. It is argued that there needs to be a more rigorous assessment of the impact that each factor has on cost increases and delays based on factual observed data as opposed to retrospective accounts from questionnaire respondents.Research limitations/implicationsOnly public construction projects have been considered. The results will not be directly applicable to privately funded construction projects and/or projects of a smaller size.Originality/valueThe use of trend data, as illustrated in a kiviat diagram, showing how different ranking factors causing cost overruns and time delays has changed in importance over time.

    • Public clients in the construction sector face a number of challenges in designing, procuring and managing major construction projects. The client’s role in bringing about project delivery has more recently been emphasized, particularly with respect to developing capabilities that facilitate the coordinating of projects through its different phases. In line with these developments, this paper sets out to examine the management of capabilities in a client organization through the lens of the dynamic capabilities framework. In particular, what is investigated is how the client organization senses, seizes and transforms opportunities. In pursuit of this objective, an exploratory case study approach is adopted which examines one of Sweden’s largest public client organizations. The study explores the concept of dynamic capabilities and its applicability to the public construction context. Although the usefulness of dynamic capabilities as an interpretive framework is recognized, it is suggested that the concept of dynamic capabilities is inadequate for addressing the specific context in which public client organizations operate. Particularly with respect to the project-based characteristic of these organizations and the difficulty in framing what constitutes “competitive advantage” for public organizations.

  • Approaches to Safeguarding Sustainability Requirements in Public Construction Projects – the Client’s Perspective

    • In recent years, the concept of sustainability has penetrated much of modern political, social and industrial discourse. Its recent popularization, stemming from the Brundtland report of 1987, has led to sustainability becoming a household term in nearly every industry, of which the construction sector is no exception. Considering the importance that sustainability has in the construction industry, and how it is particularly emphasized in construction financed by public funds, questions need to be raised in terms how capable the construction client is in meeting and achieving the sustainability requirements, often set by politics, that exist whilst safeguarding project delivery. The study is based on four interviews targeting public clients in Sweden and it investigates how sustainability requirements are managed in large public construction projects. What is of particular interest is the degree to which public client organizations either develop or procure systems/staff to ensure that the criteria for social, environmental and cultural sustainability are maintained and that the consequences of different approaches are managed. The results support the idea of having a multifaceted approach to sustainable construction, arguing that terms such as social and cultural sustainability may instead be dealt with separately from the more strictly defined sustainability terms of toxicity, waste and energy consumption. There is also a suggestion that once the client organization begins incorporating a sustainability mind-set in all of its affairs, members of that organization may begin working with sustainability on a perfunctory basis without necessarily understanding the underlying reasons for their actions. Finally, the challenge with sustainability is perhaps not so much that there is a lack of capability as much as there is a lack of resources for working with sustainability.

  • Dynamic capabilities and risk management: Evaluating the CDRM model for clients

    • Purpose - The purpose of this paper is to examine the Company Dynamic Response Map (CDRM) risk management model that uses the dynamic capabilities concept. The study examines risks associated with strategic decision-making in construction projects and evaluates proposed methods that connect the dynamic capabilities of project-based organisations with risk management. Design/Methodology/Approach - This preliminary study examines risks associated with strategic decision-making in construction projects and evaluates a proposed model that connects the dynamic capabilities of project-based organisations with risk management. Specifically, the CDRM model is evaluated, a risk management model developed by Arena et al. (2013) to better respond to risks and opportunities based on the concept of dynamic capabilities. Findings - We argue that although the CDRM presents a promising development in that it uses dynamic capabilities prospectively in a risk management model to produce tangible results, there are, nonetheless, impediments to the CDRM being used by construction clients. The primary impediment relates to the issue of categorisation, the difficulty in assigning a specific identified risk to a particular category of dynamic capabilities. Research Limitations/Implications - A conceptual argument is made and not an empirical one. Practical Implications - The CDRM model was developed to be used in practice and this paper evaluates that model. Originality/Value - Contributes to both the dynamic capabilities literature as well as risk management literature. The paper ends with a discussion on the possible merits of the CDRM, and an evaluation on potential impediments to its use by construction clients.

    • Over a sustained period of time, organizational theorists have argued that public sector organizationsare more inefficient than their private counterparts. Recent studies have explained these inefficienciesas the result of having to do with capabilities rather than resources thereby calling for an improvementof the capabilities of public organizations. A key mechanism for achieving such improvements is thearticulation and codification of knowledge. This study examines an attempt at codifying knowledge inthe form of a set of shared construction guidelines (SCG) employed by 24 large public clientorganizations in the Municipality of Gothenburg, Sweden. Specifically, these guidelines are viewedwith respect to the framework of Zollo and Winter (2002) in terms of how organizations with high taskheterogeneity and low task frequency can more effectively develop dynamic capabilities through thedeliberate learning mechanism of knowledge codification. Preliminary results indicate that taskfrequency and organizational size are stronger indicators than heterogeneity in deciding whether apublic client organization utilizes knowledge codification systems such as the SCG.

  • Take a Chance on Me? Construction Clients' Perspectives on Risk Management

    • Having been overwhelmed with a strikingly large list of things that can go wrong, public clients have consistently found themselves subjected to many risks associated with construction projects. As the scale of projects increases, the severity of risks intensifies. This study sets out to highlight a particular set of risks associated with strategic decision making in public construction projects. Of particular importance stands the client organizations’ capacity to properly manage risks rooted in poor decision making that leads to many types of project failure. To curb the negative effects of poor decision making, varying organisational configurations have been adopted by clients. This paper investigates the six Swedish public client organizations’ risk management procedures, the risk types and the frequency by which they reference risk management in their internal documents. The purpose is to explore how organisational measures influence a client's ability to undertake major construction projects in a manner that is conducive to effective project delivery. The present study is part of an ongoing research project concerning the capabilities of public clients in managing large scale construction projects.

  • The use of common spaces in assisted living schemes for older persons: a comparison of somatic and dementia units

    • This study explores how common spaces in assisted living schemes for older persons are used by the residents. Observation studies, group interviews with staff and individual interviews with residents, relatives, architects and key stakeholders in the context of Swedish elder-care were conducted. Common spaces are the major location for in-house social interaction on the units. The results show a higher presenceon the dementia units, compared to the somatic units. No significant correlation was found between the residents’ mobility limitations and their degree of presence in the common spaces. The results also suggest a contradiction between the staff’s intentions to provide a social context and the capabilities of the residents. Although common spaces are not used much between meals, the residents stress their importance for social interaction, suggesting that common spaces have important qualitative aspects, rather than quantitative. The results also how that few of the residents used the common spaces together with their relatives. The increasing use of assistive technology creates a shortage of space, suggesting a conflict between the efforts to create a home-like environment and the use of assistive technology.

    • BACKGROUND: An important prerequisite for optimal healthcare is a secure, safe and comfortable environment. There is little research on how the physical design of birthing rooms affects labour, birth, childbirth experiences and birthing costs. This protocol outlines the design of a randomised controlled superiority trial (RCT) measuring and comparing effects and experiences of two types of birthing rooms, conducted in one labour ward in Sweden. METHODS/DESIGN: Following ethics approval, a study design was developed and tested for feasibility in a pilot study, which led to some important improvements for conducting the study. The main RCT started January 2019 and includes nulliparous women presenting to the labour ward in active, spontaneous labour and who understand either Swedish, Arabic, Somali or English. Those who consent are randomised on a 1:1 ratio to receive care either in a regular room (control group) or in a newly built birthing room designed with a person-centred approach and physical aspects (such as light, silencer, media installation offering programmed nature scenes with sound, bathtub, birth support tools) that are changeable according to a woman's wishes (intervention group). The primary efficacy endpoint is a composite score of four outcomes: no use of oxytocin for augmentation of labour; spontaneous vaginal births (i.e. no vaginal instrumental birth or caesarean section); normal postpartum blood loss (i.e. bleeding < 1000 ml); and a positive overall childbirth experience (7-10 on a scale of 1-10). To detect a difference in the composite score of 8% between the groups we need 1274 study participants (power of 80% with significance level 0.05). Secondary outcomes include: the four variables in the primary outcome; other physical outcomes of labour and birth; women's self-reported experiences (the birthing room, childbirth, fear of childbirth, health-related quality of life); and measurement of costs in relation to the hospital stay for mother and neonate. Additionally, an ethnographic study with participant observations will be conducted in both types of birthing rooms. DISCUSSION: The findings aim to guide the design of birthing rooms that contribute to optimal quality of hospital-based maternity care. TRIAL REGISTRATION: ClinicalTrials.gov NCT03948815.   • A study of relationships between content in documents from the health service operational plan and documents from the planning of new healthcare environments

    • Aim: The aim was to investigate the content and quality of the governing documents created in the planning and design phase of new healthcare environments and in the related healthcare strategic and operational plans.Background: Quality deficits in buildings can often be traced back to the initial stages in the planning and design phase. Although, large investments have been made to improve the process of planning new healthcare environments and linking the requirements to health service strategies, healthcare organizations rarely relate their strategy goals to the built environment.Methods: A retrospective review of documents created in the planning and design stages of new healthcare environments and the operational plans of the target organizations was conducted.Results: The organizational operational plans did not contain any statements or information about the built environment or how a building could or should support the organization's goals. Important information was frequently absent from the documents governing the planning and design of buildings. The documents lacked information about what and how to follow-up and what to measure once a construction project had been completed. There were no references to evidence.Conclusions: Poor documentation might undermine the quality of the planning and design phase and ultimately the opportunity to create environments that support health outcomes. Therefore, more emphasis must be placed on the importance of documentation but above all to strengthen and clarify the relationship between the healthcare organization strategy to achieve an effective and efficient care process and the intention made in the planning and design process.

    • Background: Successful implementation of new methods and models of healthcare to achieve better patient outcomes and safe, person-centered care is dependent on the physical environment of the healthcare architecture in which the healthcare is provided. Thus, decisions concerning healthcare architecture are critical because it affects people and work processes for many years and requires a long-term financial commitment from society. In this paper, we describe and suggest several strategies (critical factors) to promote shared-decision making when planning and designing new healthcare environments. Discussion: This paper discusses challenges and hindrances observed in the literature and from the authors extensive experiences in the field of planning and designing healthcare environments. An overview is presented of the challenges and new approaches for a process that involves the mutual exchange of knowledge among various stakeholders. Additionally, design approaches that balance the influence of specific and local requirements with general knowledge and evidence that should be encouraged are discussed. Summary: We suggest a shared-decision making and collaborative planning and design process between representatives from healthcare, construction sector and architecture based on evidence and end-users' perspectives. If carefully and systematically applied, this approach will support and develop a framework for creating high quality healthcare environments.
