  • Meeting-places of Transformation : Urban Identity, Spatial Representations and Local Politics in St Petersburg, Russia

    • This study develops a model for understanding spatial change and the construction of space as a meeting-place, and then employs it in order to show an otherwise little-known picture of (sub-)urban Russia and its transformation from Soviet times to today. The model is based on time-geographic ideas of time-space as a limited resource in which forces of various kinds struggle for access and form space in interaction with each other. Drawing on cultural semiotics and the concepts of lifeworld and system, the study highlights the social side of these space-forming forces. Based on a long-term fieldwork (participant observation) in Ligovo/Uritsk, a high-rise residential district developed around 1970 and situated on the outskirts of Sankt-Peterburg (St Petersburg), the empirical material concerns processes of urban identity, spatial representations and local politics. The study explicates three codes used to form the image of the city that all relate to its pre-Revolutionary history, two textual strategies of juxtaposition in creating the genius loci of a place, and a discussion of what I call Soviet "stiff landscape" in relation to Soviet mental and ordinary maps of the urban landscape. Moreover, the study shows that the newly implemented self-governing municipalities have not realised their potential as political actors in forming local space, which raises questions on the democratisation of urban space. Finally, the study argues that the model that guides the research is a tool that facilitates the application of the world-view of time-geography and the epistemology of the landscape of courses in concrete research. The study ends with an attempt to generalise spatial change in four types.

    • The Baltic Sea Region (BSR) has long been important in many aspects. The BSR is the first region in the world that has adopted common regional goals fos sutainable development. It is estimated that there will be a considerable increase in the number of regional geographic information strategies being implemented through the world in the next ten years. It will naturally raise interest in synthetic geographic information on the BSR, as on one of the most developed regions in the world. Atlas of the Baltic Sea Region (ABSR) has been planned as a complex and consistent cartographic edition with a purpose to represent the region as a whole in the best way possible. The goal of the paper is to introduce with a different user's groups and their specific needs. General difficulties and strengths (high level SWOT analysis) are described. The contents of the Atlas are designed as a modular structure that allows combining units of the Atlas in the most convenient way. It has been sought for most comprehensive territorial generalization of the accumulated scientific knowledge. The structure and particular maps are planned in a way to integrate natural and socio-cultural aspects as well as history and geography of the region, to demonstrate internal territorial links and provide a macro-regional context. Description of implementation focuses on the breakdown of project activities and tasks that illustrates the entire framework of ABSR including time schedule. Resources (hardware, software, information, knowledge) and responsibilities of team members are assigned to each task. Modern approach to design and management of the informational system for the Atlas and modern cartographic technologies were chosen to assure efficiency of works.

  • Studies in the Transformation of Post-Soviet Cities : Case Studies from Kazakhstan

    • Since the demise of central planning, post-Soviet cities have found themselves operating in a radically different economic climate. Contrary to the situation during the Soviet époque, market relations and the urban economy's adjustment thereto constitute the reality which urbanites face in their daily lives. For the vast majority, this reality has been harsh. Even so, market agency in post-Soviet cities is circumscribed by a physical infrastructure composed to foster its rejection, leading to an inevitable tension between Soviet legacy and the reality of the market economy. An overarching task of this dissertation is to contribute to a greater understanding of the new urban form which is emerging out of this tension. For this purpose, eight papers, using case studies from urban Kazakhstan, are brought together in order to shed light on recent urban developments in the former Soviet Union.Two broad themes are subject to particular attention: urbanisation and regional migration processes, and urban socio-spatial differentiation. Urbanisation is studied through the comparative analysis of census data from 1989 and 1999, from which a "closed city effect" pattern emerges. Sovietand post-Soviet era urban-bounf migrant characteristics are compared using survey data (N=3,136) collected by the author, demonstrating the existence of a significant ethnic transition within the migrant flow. Socio-spatial differentiation patterns are mapped and analysed for three Kazakh military-industrial case study cities (Ust'-Kamenogorsk, Leninogorsk and Zyryanovsk), revealing significant spatial disparities which are principally explainable in light of the workings of the Soviet economy, and its built-in priority system. Market forces tend to accentuate them.

    • Kaliningrad Identity was the issue of two seminars held in the Russian exclave of Kaliningrad in 2005 and 2007. This report contains papers mainly from the second seminar, which was divided into four topics: History-Bearers, Democrats, Neighbours and Culture-Bearers.The purpose of the seminar was to discuss the meaning of identity in the Kaliningrad region, with particalur reference to the Baltic Sea Region and the EU, in order to:Raise awareness of, and increase interest in, our close but not very well-known neighboursIncrease long-term cooperation with the Kalinigrad region at various levelsDevelop cooperation between Russia-Kaliningrad and the EU and to strengthen democracy in the Baltic Sea region.

  • Democratic Governance in the Transition from Yugoslav Self-Management to a Market Economy : The Case of the Slovenian Privatization Debates 1990-1992

    • The main object of this doctoral dissertation is the Slovenian transition to a market economy with a focus on the genesis of the Slovenian privatization model and the political and legislative process behind its formulation. Starting from a presentation of the international context and historical legacies, the study investigates the almost three-year-long Slovenian theoretical, parliamentary, economic, political and public debates (1990-1992) concerning the choice of model and institutional framework for large-scale privatization. In particular the legislative and discursive shaping of the text of the Law on Ownership Transformation of Enterprises is analyzed. The thesis addresses the design of a property rights regime as a genuinely political meta-process of structuring that involves a redistribution of social assets, with important economic and social consequences for different groups in society, through which the conception of a just society is redefined. The study applies the heterodox institutional approach to analyze institutional choices in the "transition to market". Such a perspective questions the simple causal explanations of the mechanisms of diffusion and the role of dominant ideas and ideologies in shaping institutions. Furthermore, the conventional understanding of institutions and history as structural constraints is challenged in order to open for the exploration of the conditions, mechanisms and processes of institutional change in terms of actors' contingencies for development of new institutions and path shifts through learning and problem-solving processes, interaction and interpretation. The influence of the Slovenian experience with Yugoslav self-management on institutional change is explored.
