Does nitrogen dioxide affect inflammatory markers after nasal allergen challenge?

- BACKGROUND: Exposure to high ambient levels of nitrogen dioxide (NO2) enhances the bronchial inflammatory reaction to allergen in humans. We tested whether this NO2 effect occurs also in the upper airways. METHODS: Sixteen allergic subjects with rhinitis and mild asthma were exposed at rest to either purified air or 500 microg/m3 NO2 for 30 minutes, followed 4 hours later by a nasal allergen challenge. Nasal lavage was performed before air/NO2 exposure, before allergen challenge, and 1, 4 and 18 hours after allergen challenge. Symptoms were recorded. RESULTS: The percentage of eosinophils and neutrophils, eosinophil cationic protein, and myeloperoxidase were similar after exposure to air + allergen and to NO2 + allergen. We noticed a tendency to increased sneezing the day after exposure to NO2 + allergen. CONCLUSION: The priming effect of an ambient brief NO2 exposure on subsequent allergic response was not noticeable in activation of inflammatory cells and mediators in the upper airways.

Reaching the Poor: Some Observations on Formal and Informal Credit in Haiti

- The article traces the evolution of credit to the poor in Haiti, mainly from the 1950s to the present. Two phases may be distinguished. The first one, characterized on the one hand by the dominance of informal lenders and on the other by unsuccessful efforts sponsored by the government to reach the peasant majority, extends from the beginning of the 1950s until the end of the 1970s. This was a period of failure from the point of view of formal credit, with a number of institutions that lent little to the needy and which had to be closed down for financial reasons. The second period, from the beginning of the 1980s to the present time, has seen the evolution of a new institutional framework: that of organized micro credits, mainly in urban areas, beginning in the capital and gradually extending into provincial towns as well. This approach is much more promising than the old one, and possibly it can be extended ito rural areas as well.

Birth of a Nation : Poverty and Development in Timor-Leste

- Timor-Leste is among the world’s poorest countries and poverty reduction is high on the country’s policy agenda. The National Development Plan emphasizes a poverty reduction strategy based on economic growth and a focus on improvements in the health and education sector. This paper describes and analyses poverty and development in Timor-Leste. We find that progress has taken place but the situation remains troublesome with high poverty, low levels of education and large remaining problems in the health sector. Hence, further efforts are needed to improve upon the situation. Economic growth is fragile and too low to generate the necessary resources for such policies. However, unexpected oil revenues seem to be invested wisely and might provide the required means for sustainable poverty alleviation.
