    • Under senare år har det skett en individualisering av välfärdspolitiken på arbetsrehabiliteringens område. Aktiveringsprojekt och coachning som riktar sig till långtidsarbetslösa och långtidssjukskrivna utgör konkreta exempel. Kunskaperna om vilken roll dessa aktiviteter fyller verkar dock vara begränsade. I den här artikeln fokuseras, med utgångspunkt i erfarenheter från två aktiveringsprojekt, coachningens roll som metod för arbetsrehabilitering.

    • This paper seeks to describe and discuss the impact of inspections of schools in Sweden. It outlines the political context, based on New Public Management (NPM) theory, according to what role the Schools Inspectorate is supposed to play in order to govern and control. Attention is also devoted, referring an on-going case study, to how inspections influence head teachers and their leadership in their everyday work. Reports from the Schools inspectorate are public. This forces both politicians and head teachers to take measures. In this case, the head teachers perceived that the inspection reports confirmed what they already knew, but it also gave them an alibi and a tool to push their teachers to take part in everyday school development work. During the first year after the inspection the head teachers mainly strived to adjust formal deficiencies in local steering documents. However, some of the deviations reported from the Schools inspectorate are regarding pedagogical problems that are complicated and difficult to handle. As interventions in many cases will show up much later the results are, for example as increased goal fulfilment, in this case, still an open question. Nevertheless, it seems obvious that the Schools Inspectorate must be seen as a result of the governing philosophy that denotes New Public Management NPM).

Flera på varandra följande ”BoomTown-projekt” har med stöd av medel från nationella, regionala och lokala offentliga organ bedrivits i detta syfte. Resultatet visar att det är en komplex och svårgenomförbar uppgift med många hinder att passera.

  • Has inspections of schools anything to do with trust?

    • During the 1990s, the Swedish school system underwent went through pervasive change, with the goal to create the best school system in the world. In addition to new curricula, municipalisation and the establishment of independent schools, a further key element in the changes was the introduction of a system for goal and result steering based on New Public Management (NPM). Ever since the first PISA results were published in 2000, the academic performance of Swedish pupils in each new test has declined. This has resulted in a range of further reforms to the school education system in the 2000s, not least the implementation of an extended control system. The Schools Inspectorate, which was reconstituted in 2008, plays a central role in this. As inspections refer only deviations from what is set forth in the governing documents it creates usually a negative picture, also exposed in media, of how school works. Since inspections only report the deviations from what is stated in governing documents, they often create a solely negative image of how a school is functioning, which is subsequently exposed in the media. The risk is that principals and teachers will feel themselves to be more and more controlled and that trust in their professional skills is diminishing. Trust is seen as a key factor in the creation of well-functioning societies and organizations. Against this background, the purpose of this article is to describe and discuss whether or not inspections of schools also risk affecting the trust in principals and their work. The results show that extended control leads to principals’ spending more time on monitoring study results and focusing on what can be measured. One conclusion is that principals feel challenged because they are described as being unable to lead their schools in a successful way.

Special attention is devoted, referring to an on-going case study, to how inspections influence head teachers and their leadership.As the reports from the Schools inspectorate are made public, the politicians will be forced to act. They then try to pressure the head teachers to take measures. The head teachers perceived, however, from their point of view, that the report gave them a confirmation of what they already knew, but also as a tool to push on the development of their school. During the first year after the inspection, the head teachers mainly strived to adjusting deficiencies in formal documents and later on started various types of development works. The result of this, for example in terms of increased goal fulfilment, is still an open question, despite there are research that in most cases show small improvement in this aspect.

  • Inspections of Schools and its Influence on Principal's' Leadership : A Swedish Case Study

    • This paper is about how criticism from the Swedish Schools Inspectorate, based on New Public Management, affects principals' leadership. The result builds on experiences from an on-going case study that started 2011 and that will be finished in 2015. Data is continuously collected through surveys, participating in meetings, interviews, informal conversations and documents. Two examples that the principals use to improve the results on the basis of the Schools Inspectorate's reports are presented. The first example consists of a so called research circle where we as researchers together with a principal and a group of teachers try to develop instruments to meet criticism of shortcomings in the principal's leadership; low goal achievement and an unsafe school environment. The second example describes how the municipality initiated a development project where selected schools charted their own development needs and how they thereby are supposed to take action in order to response to criticism of low goal achievement.
