    • This deliverable D1, Cost Allocation practices in the European Transport Sector, is one of two reports from WP1 - State of the art methodology and survey of existing practice. It summarises the existing practice of cost estimation and cost allocation in all modes of transport. Its purpose is to identify gaps and open issues in allocation methods which currently prevent the use of marginal cost figures in pricing, and to analyse the methodological background of available studies. As the whole CATRIN project, the focus is on infrastructure costs, e.g. on the costs of providing, maintaining, renewing and operating infrastructure. The second deliverable from WP1 provides the internal blueprint for the case studies to be conducted in CATRIN.

    • Under some circumstances, the marginal cost approach to infrastructure pricing leads to problems with cost recovery; a pricing policy which ensures that existing assets are efficiently used may not deliver revenue to pay for the costs for maintenance of existing, nor indeed for construction of new infrastructure. For different reasons governments may find this inappropriate and rather want to complement the marginal-cost-pricing principle with a requirement for a sector of the economy to break even. Efficiency would then be jeopardised. The idea behind work package 2 is to establish the micro-aspects of requirements to recover costs over and above marginal costs. This is done for all modes of transport. More precisely, the objective of this report is to establish some core features of how each mode of transport is organised, to describe the implications of cost recovery requirements for each mode and to analyse different mechanisms which would ascertain that each mode covers a larger share of its own costs.

  • Infrastructure managers views on infrastructure cost allocation

    • This deliverable summarises the Infrastructure managers (IM) feedback concerning the possibility to implement the CATRIN recommendations. The background activities carried out by the CATRIN IMs in preparation of this report have been: 1. A survey among IMs, in which the CATRIN IMs have reviewed the current pricing principles and have expressed their positions concerning the adoption of other principles in the formulation and implementation of pricing policies. 2. Interviews with the IMs in order to discuss cost allocation methods in use, for which the review of current practices has led to the identification and discussion of the most relevant issues at stake, problems, uncertainties and achievements. 3. Meetings with IMs in which the CATRIN IMs have provided input to the case studies and discussed the possibility to implement the CATRIN recommendations, as emerged from the CATRIN case studies.
