- Academic debates on the role and position of civil society organisations (CSOs) in welfare states largely refer to policies and practices outlined at the national level. They therefore fail to recognise variations within nations. Based on a comparative case study of three Swedish metropolitan cities, this article illustrates the importance of local, contextualised analyses. Through the concept of local civil society regimes, the study identifies three regime types, namely liberal, corporatist and social democratic. The key distinguishing factor between them relates to their different ideological positions regarding the role of CSOs in the marketisation and privatisation of public social welfare represented at the local level. The article argues for the need for further analysis to explore the implications of decentralisation from the perspective of local CSOs and their constituencies.

- Oavsett om de benämns ideella organisationer, civilsamhälleorganisationer eller frivilligorganisationer är intresset för dessa större än någonsin både i Sverige och internationellt. Orsakerna är flera, främst att dessa organisationer förväntas spela avgörande roller för demokrati och välfärd, men även att ge oss högre livstillfredsställelse och mer mening i våra liv. Kunskaperna om den ideella sektorn har inte hållit jämna steg. Det gäller framför allt för villkoren på lokal nivå, där ideella organisationer både är engagerade i intressepolitiskt arbete och även utför konkreta serviceuppgifter, ibland på uppdrag av kommunerna. I den svenska samhällsdebatten har det sedan länge funnits en tveksamhet om möjligheten för ideella organisationer att axla dessa motstridiga roller. Denna bok beskriver hur ideella organisationer verksamma inom tre viktiga socialpolitiska områden - funktionshinder, kvinnofrid och hemlöshet – upplever villkoren att verka i sina lokala välfärdssamhällen. Boken redogör dels för kommunernas politik och ekonomiska stöd, dels för de ideella organisationernas villkor att agera som röst för viktiga behov och som servicegivare. En viktig fråga som boken ger svar på är om det finns skäl att befara att den ideella sektorns roll som samhällskritiker naggats i kanten som en följd av att ideella organisationer allt oftare verkar som offentliga serviceleverantörer. Boken vänder sig till alla som vill ha en djupare förståelse kring villkoren för ideella organisationer i våra lokala välfärdssamhällen. Det gäller naturligtvis alla samhällsintresserade men kanske speciellt för högskolestudenter, forskare, politiker, offentliga tjänstepersoner och den ideella sektorns företrädare.

- Children of Single (Lone) Mothers is a project carried out by Fryshuset, a well-known and entrepreneurial third sector organisation with a wide range of activities within the field of youth policy. This project started with the aim to support and strengthen children living with a single mother in economically vulnerable circumstances. From a health perspective, the focus is on the everyday situation of children and mothers. This represents an example of an innovation initiated within civil society, in line with the traditional role of third sector organisations to be pioneers and to focus attention on new needs and new groups with needs that are not covered in other ways. There are elements of advocacy in this innovation with the aim to raise attention to the issue of child poverty and the situation of unemployed or low-income single mothers. Fryshuset implements this by developing cooperation with different stakeholders and spreads awareness on this subject through these channels.

- Malmö serves as an illustration of how urban governance arrangements provide structures for social innovations and where the city of Malmö could be categorized as an example of the governance of social challenges. This chapter contributes to the debate on social innovations by arguing that attention must be paid to the relationship between inertia, clearings in local contexts, and innovations in order to understand the underpinnings of social innovations in local welfare regimes. Specifically, in addition to describing the local welfare regime and a set of social innovations in the city of Malmö, the chapter analyses the different types of clearings that proved fertile for the development of the social innovations under study. Rather than arguing that social innovations come to the fore as a result of the quality of certain individuals or being locally and socially embedded, the authors put forth that innovations may also emerge in clearings as a consequence of inertia, in the case of Malmö in the shape and form of an unwillingness to change due to political and ideological factors.
