    • This paper joins the ongoing conversation about the desirability, or undesirability, of feminists becoming "new institutionalists", which is linked to broader concerns about feminists seeking legitimacy as political "scientists". With "feminist discursive institutionalism" as exemplar, it introduces the argument that paradigms, and hence methodologies, matter politically because they create different realities. To illustrate this proposition it examines the political implications of the different meanings of discourse, and related concepts of power, ideas, and "agency"/subjectivity, in Habermasian-influenced discursive institutionalism and in Foucauldian-inspired poststructuralist analysis. A key issue, it contends, is the extent to which institutions (and other political categories) are conceptualized as discrete entities or as more open-ended "assemblages". This analysis, we suggest, solicits feminist researchers to reflect on the political implications of their theoretical investments.

    • This article examines the relationship between gender equality and neo liberal governmentality in Swedish higher education. Neo liberal governmentality, such as market orientation, deregulation and audit technologies have to an increasingly extent been incorporated into, and shaped the very nature of Swedish academia. Yet, at the same time as the government has reduced direct steering of higher education, it has launched gender equality initiatives in the form of funding for temporary projects targeted at the academia. Against this backdrop, we are interested in analysing the relationship between gender equality policies and these new technologies of steering. We have analysed the government’s latest political initiative on gender equality, The Delegation for Gender Equality in Higher Education, and conducted interviews with academics and civil servants engaged in gender equality work at three Swedish universities. Adopting a Foucauldian framework, it is suggested that the two main forms of neo-liberal governmentality – marketisation and managerialism – are integrated parts of gender equality work, contributing to a de-politicisation of gender equality. While most informants described their work in terms of managerialism and martketisation, some expressed sceptical views and argued that competitiveness is a problematic way of doing gender equality. In order for gender equality to be ”marketable” and possible to sell, it has to be formulated in a way that does not appear too controversial, some argued. Interestingly, yet another form of governmentality was found to be central in the interviews – the wish for leadership. The lack of political steering (or state regulation) of gender equality has paradoxically lead to a situation in which calls for leadership appear legitimate and hierarchies within the university in general remain in large unproblematised.

    • This article is an examination of what consequences our passion for critical research has had on our relation to Gender Studies as a discipline. The examination begins with the exclusion from, and escape from, another discipline, to the space and possibilities offered by Gender Studies. This move is, however, also an escape into a new discipline and a new order of normativities. We move on to identifying these normativities: 1) Gender Studies as constituted through a compromise with research ideals, where, for example, the concept gender (genus) is depicted as more inclusive than other concepts, and Gender Studies as less critical and political than Feminist Studies, 2) the dogmatism of sisterhood, as an identity based limitation for research, and 3) the constant mix-up with, and adaptation to, both governmental gender equality politics and activist organisations outside the university. In order to exist, Gender Studies has, in some way or another, compromised with all three of these normativities. We do not assume that this development is automatically bad or good – the normativities do not always reinforce each other, incongruences and gaps sometimes appear when they meet, and a compromise also implies that there still remains something of that which is ‘other’, of that which was ‘too much’ and had to be compromised. However, for the moment they seem to interact with a neo-liberal governmentality that restructures politics, activist demands, and identifications as well as research focus and university organisation. Hence, we see a need for a re-organisation of academic feminism, using Gender Studies as a platform, but constituted by neither the traditional object of study (“women/gender”) nor the idea of infinite inclusion and flexibility (“intersectionality”). Instead we propose that passion for critical research (including responsibility of that research), organised around the untimely idea of a non-competitive collegium, constitutes the guiding rules for a non-nostalgic and non-identical academic feminism.

    • Issues concerning gender equality are today an integral part of Swedish society. Because of this, even traditionally male-dominated actors are forced to incorporate a focus on gender equality. What kind of tensions may this provoke, and how are these tensions visible in the gender equality policy making of traditionally male-dominated organizations? Against this background, the aim of this dissertation is to analyse how issues of gender equality are “problematized” by three organizations that originate from masculine environments; Män för jämställdhet, IF Metall  and Rikpolisstyrelsen. I wish to analyse the meaning that these actors incorporate into the issue of gender equality and from which discourses these meanings are derived. This focus entails a specific theoretical standpoint. Thus, another aim of the study is to discuss the advantages of a post-structuralist approach to the study of public policy. More specifically, I want to develop the use of a range of discourse analytical modes of analysis and to evaluate their utility in capturing the dynamic of problematization processes.The empirical focus of the dissertation is on the years between 2000 and 2008. The research material consists of both formal and informal documents.The analysis shows that questions of gender equality can be problematized in a number of ways. Issues concerning gender equality can be tied to issues of men’s hegemony, men’s gender-specific problems, class-based problems and organizational problems. This wide array of problematizations also illustrates ways in which there still seems to be an underlying conflict over the meanings tied to the concept, even though nobody openly challenges the importance of gender equality reform efforts. I call this situation a “conflictual consensus” and point to the importance of deconstructing this supposed unity and illuminating the kind of power relations that lay hidden beneath it.
