The contributed pieces solely reflect the perspectives of the respective authors and do not represent the viewpoints of the Institute for Nuclear theory or the organizers of the program.

    • International cartels are powerful organizations that impact our everyday lives, although they are little known. This book presents 15 historical case studies of international cartels that include agricultural and mineral commodities, the machinery industry, telephone equipment, whiskey and cement. These cases reveal that international cartels manipulated prices and shared markets over many decades but that their real impact was far wider. The global convergence towards criminalizing serious cartel conduct has seen a revival in historical research on cartels and competition policy. The regulation of anti-competitive behaviour has changed over time. To understand why the US, European and other modern economies altered their policies through the 20th century, it is critical to understand when, how and why governments have interacted with, and been influenced by, business organizations such as cartels. This volume draws together researchers from different nations to examine the impact of international cartels on the experience of individual nations, those nations’ interactions with one or more international cartels, and ultimately the interactions of individual nations with the wider international community. This book will be of interest to researchers, academics and advanced students in the fields of business and economic history, political economy, and government policy, as well as those interested in cartels and their impact on the wider economy.

    • The options cities face in supplying safe water and disposing of wastes are affected by the long-lasting effects of initial network choices. This article outlines this path-dependent process through case studies of Sydney, Melbourne, and Adelaide. Each city was constrained by early choices that limited options as new challenges emerged. Each city soon outgrew natural water supplies, with differences in urban growth rates, governance structures, local skills and social aspirations impacting on the networks built. The quality of Australia's urban water and sewerage was comparatively high by 1900, but the full benefit on living standards had not reached all residents.

    • The technological improvements to computing, mobile communications and the rise of the internet since the 1960s has been reminiscent of the technological changes that accompanied the second industrial revolution. Among the many economic opportunities, innovations and firms that were involved in that revolution, some individual companies. In October 2020, the US committee on the Judiciary presented its report on the dominance of Amazon, Apple, Facebook, and Google and their business practices. With technological and political change frequently comes the opportunity for economic and political power to become concentrated in the hands of a few. Governments and citizens who wish to retain open and innovative societies need to ensure their legal, political and economic frameworks allow economic and political power is being shared among many.

    • Aluminium has always been a costly material to produce. Costly in the sense of requiring large quantities of capital and energy. Costly in the sense of demanding a high level of coordinated development, between mining bauxite, refining alumina and producing aluminium. Costly in the sense of needing a sustained commitment to overcome the inevitable difficulties of large-scale production and the uncertainties triggered by changes in markets, consumer demand and supply chains. It is not at all surprising therefore that the nation state has played an important role in creating and then supporting the aluminium industry in many nations.

  • Shifts in government business relations: Assessing change using the restrictive business registers in the OECD, 1945-1995

    • The varieties of capitalism framework highlights the governance of firms’ competitive behaviour as a key aspect of state-business relations. This article examines changes in the scope, intensity and transparency of cartel registers in 13 OECD countries in the half century following World War II. Quantifying these policy aspects over five decades using the OECD’s 2013 New Indicators of Competition Law and Policy reveals changes in government-business relations over time, with different approaches evident in each country. The results reveal complex interactions effect policy in each country and challenge a simple ‘Americanisation’ explanation for changes in cartel policy and the static typology of the VoC literature.
