    • Samhället byggs och utvecklas av många aktörer tillsammans. Offentlig sektor, näringslivet och civilsamhällets aktörer deltar alla i samhällsbygget - om än på olika sätt, med olika resurser, förmågor, mandat och uppdrag. I den här boken bidrar en rad forskare – verksamma inom olika discipliner och vid olika lärosäten – till en kvalificerad diskussion om dessa aktörers föränderliga betydelse i samhällsbyggnadsprocesser. I boken diskuteras frågor som handlar om makt och ansvar, samt betydelsen av kulturens, idrottens och medborgarnas engagemang. Här finns också en diskussion om digitaliseringens betydelse för omställning och samhällsutveckling och om hur teknisk infrastruktur och system för transport och energi kan omvandlas i takt med förändrade behov och ökade krav på hållbarhet. I boken diskuteras också urbana experiment för samhällsbyggnad, nya modeller för platsutveckling, och de nya krav som offentlig förvaltning ställs inför. Flera av bidragen diskuterar hur aktörer med olika förutsättningar och resurser kan samverka med varandra.

  • Perceived action spaces for public actors in the development of Mobility as a Service

    • The public sector is showing increased interest in Mobility as a Service (MaaS), as its introduction and market penetration is proposed to potentially disrupt the personal transport system. However, involved public actors are approaching MaaS very differently. This paper applies a neo-institutional perspective to study the activities of public actors in the ongoing development of MaaS in Finland and Sweden. To this end, it maps what policy instruments public actors are applying to govern the processes and discusses how this might relate to their perceived action spaces and roles. The contribution to the MaaS literature is twofold. Firstly, the analysis shows that public actors are applying a wide range of both hard and soft policy instruments in order to govern the development of MaaS. Secondly, a comparison across Finland and Sweden suggests that the perceived action spaces and the roles taken by public actors on regional and local levels are influenced by the activities of public actors on state-level. The paper concludes that public actors and policy instruments should not be studied in isolation. Rather, perceived action spaces and roles need to be analyzed in a multi-level setting, where processes of enabling and promoting can vary between societal levels, and where the roles of the public sector are negotiated not only between public and private actors, but also between different public actors.

  • Adopting Mobility-as-a-Service: An empirical analysis of end-users’ experiences

    • Despite widespread interest, empirical research on how end-users perceive and use Mobility-as-a-Service (MaaS) is scarce. To address this knowledge gap, this paper analyzes the end-user process of adopting a MaaS service entitled EC2B, which was launched in Gothenburg (Sweden) in the spring of 2019. The contribution to the MaaS literature is three-fold. Firstly, the paper provides insight into potential user segments by describing the characteristics and motives of the studied pool of adopters. Secondly, it improves the understanding of the potential effects of MaaS by outlining how the EC2B service was used and how it influenced travel behavior. Thirdly, the paper informs strategies for facilitating MaaS adoption by outlining what types of drivers and barriers the end-users faced during different stages of the adoption process. The reported findings underscore previous assertions that MaaS is much more than just an app and a subscription plan, and highlight the mutually reinforcing relationship between the introduction of MaaS and the implementation of policies aimed at reducing car use.

    • Based on a review of recent developments in Sweden and Finland, this chapter analyzes the roles of public organizations in the governance of a transition to Mobility-as-a-Service (MaaS). In particular, we draw on insights from transition frameworks to explore what these two pioneering cases can teach us about how the public sector can both enable the development of MaaS and steer the development trajectory toward diffusion of MaaS offerings that contribute to transport policy goals. We propose three main points. Firstly, public sector organizations at national, regional, and local levels have key roles to play in potential transitions to MaaS, regardless of their intended operative roles in the emerging MaaS ecosystem. Secondly, a central task for public sector organizations is to align operational and tactical MaaS governance activities with both an overarching MaaS strategy and with other relevant strategies, such as transport infrastructures investments, programs for economic and industrial growth, city plans, and parking norms. Thirdly, new models and tools for public–private collaboration are needed in order to effectively govern the development and diffusion of sustainable MaaS.

    • Departing from open innovation (OI), this case study explores the development of Mobility as a Service (MaaS) in West Sweden. An analysis of 19 interviews reveals how representatives from involved actors perceive internal and external barriers as hampering the regional public transport authority’s attempts to collaborate with private actors, and that the perception of barriers is incongruent across public and private actors. Transferability to other cases of public–private OI is discussed, and implications for public actors are proposed. The paper expands the knowledge of preconditions for MaaS’ development and of the unique conditions for OI in public–private settings.

  • Towards a Framework for Mobility-as-a-Service Policies

    • Public authorities are increasingly pursuing activities to pave the way for Mobility-as-a-Service (MaaS). The range of activities includes regulation reforms, technology developments and investments in trials. Despite progress, concrete MaaS developments are still limited. Thus, it remains uncertain how effective the current MaaS policies will be in terms of facilitating the development and diffusion of MaaS that generate public value. Drawing on collaborative innovation and sustainability transition literature, this paper aims to provide a basis for analyzing MaaS policies by introducing a framework that identifies aspects that such policies should address. An empirical analysis of Transport for New South Wales’s MaaS policy program is utilized to illustrate how the framework can be applied. The contribution to the transport literature is twofold. First, the paper refines the conceptual understanding of what MaaS is, and why it differs from the present state of affairs. Second, it advances the knowledge of how the public sector can facilitate its development and diffusion.
