    • © 2020 Sage Publications. This paper proposes a framework to analyze the varying understanding of democratic developments. Based on the theory of frame-analysis, it distinguishes six brackets within which democratic developments can be interpreted. This framework is applied to identify the nature of international rankings of domestic democracy and to compare the framing of developments in Polish democracy in reports on democratic developments from international organizations. The conclusion is that sense-making of democratic developments in general varies enormously, and that this is also visible in the international rankings of democracy. Democratic developments in Poland are also assessed in different ways, resulting in varying claims about the nature of the developments in Poland.

  • Participatory Budgeting in Local Government: A Case study of Sweden

    • Participatory budgeting (PB) represents only one of many forms of public involvement deserving a special attention since it became fashionable across the world, promising improvement of local participative democracy, guarantying citizens’ engagement and involvement in local matters everywhere. The inspiration came from Porto Alegre in Brasilia. The aim is to describe and map: what is known about participatory budgeting in Sweden, during the period 2005 – 2020. The focus is on the Swedish model of PB, the rules for citizen participation in the frame of PB, the principles steering organization and administration of PB and the outcomes. This research in based on the reports, public documents from the Swedish Association of Local Authorities and Regions (SALAR) and public documents from the homepages of those municipalities that introduced PB in their agenda. Additional source of information proved to be SOU-reports and the previous empirical studies conducted on this topic. From this study appears that the PB in Sweden has hardly waked up interest among the Swedish municipalities although many efforts from SALAR to promote and support this new democratic institution. The positive opinions about PB did not convince the elected local representatives to continue such citizen participation in local decision-making. PB at local level in Sweden seems to be in a constant experimentation. The Swedish municipalities are still “reigned” by the principles of deliberative democracy in local decision-making. However, it goes against the government's decision and recommendations from the EU.

    • Regulating participatory processes at the local level sets could facilitate as well as limit public participation at the local level. Such regulation becomes increasingly important in the EU as citizen participation in local matters is perceived to be an important issue. The Council of Europe officially published its Recommendation to member states on the participation of citizens in local public life. The aim of this recommendation was “to achieve greater unity among its members for the purpose of safeguarding and realizing the ideals and principles which are their common heritage and to foster their economic and social progress” (Recommendation CM/Rec(2018)4). This paper addresses the question whether it makes sense from a theoretical perspective and from the outcomes of multiple case-studies to have participation at the local level regulated from above, or whether such rulemaking should be left to the local level itself. Based on previously published empirical studies on public participation at the local level within EU member states in the period between 2005 and 2020 and comparing the outcomes thereof, this paper identifies the dilemmas involved in participatory processes at the local level. Two tendencies are visible. The first is based on case studies advocating for favorable contextual regulations of public participation visible in decentralization processes. The second advocates for balancing representative and direct participative democracy through restricting public participation to deliberation, leaving the decision to the politicians and improving the design of participative processes through including professionals and more extensive use of ICT.

  • The Alleged Culprit of Poor Coordination of Integration of Health and Social Care Services for Very Ill Older Persons in Sweden, 2000-2022

    • Despite numerous attempts to transform Swedish older adult care, similar problems regarding its coordination have persisted over the years. This literature review aims to identify which coordination mechanisms can be perceived as the alleged culprit of poor coordination of integrated health and social services for seriously ill older individuals in Sweden between 2000 and 2022. Classical and contemporary coordination theories are utilised to pinpoint these coordination mechanisms, and the analysis is based on the content of collected articles from this thematic area. This literature review reveals that the following coordination mechanisms are perceived as the primary cause of poor coordination in older adult care: (1) plans, programmes, rules, and standardised work processes. Research has confirmed that decentralisation, the autonomy of regional and local authorities, new regulations implemented in the spirit of NPM, and double principalship have hindered care integration for seriously ill older adults; (2) roles, standardisation of skills, and direct supervision. Neither organisational principal adequately addresses excess employee workloads and an insufficient number of employees providing care services, which generates stress, conflicts, and even occupational burnout among staff. They do not prioritise staff competency development; (3) proximity, feedback, and adjustments through mutual communication. Most studies have shown that communication among staff is crucial to achieving integration, but it could be more effective among staff members involved in providing care. Knowledge about "objects and representations" and "routines and standardisation of outcomes" is somewhat limited and deserves further research.
