Dokumentationens roll för klientskapande processer i äldreinriktat socialt arbete : Spelar utlandsfödd bakgrund, kön och ålder någon roll?

- Baserat på en explorativ studie behandlar denna artikel frågan om utrikesfödd bakgrund, kön och ålder har någon betydelse för behovsbedömningsdokumentation inom svensk äldreomsorg. Med hjälp av kvantitativ innehållsanalys och multipel logistisk regressionsanalys av akter (n=202) innehållande utredningar (n=489) av ansökningar om välfärdstjänster, undersöker denna studie om identifikationsgrunder för äldre har någon betydelse för dokumentationspraktiker. Innehållsanalysen visade att beskrivningar i akterna av utlandsfödda äldre är mer omfattande än beskrivningarna av svenskfödda. Den multipla logistiska regressionsanalysen tyder på att kön och bakgrund verkar vara relevant för hur beslut motiverades i akterna. Ålder är inte lika relevant som de andra kategorierna. Det väsentligaste fyndet är att utlandsfödda äldre i detta material beviljas hemvårdsbidrag i större utsträckning än svenskfödda. Resultaten stöder delvis den kritiska debatten om hur klienter konstrueras i dokumentation av socialt arbete eftersom de indikerar att bakgrund, kön och ålder kan spela roll för hur äldre människors ansökningar om omsorgsinsatser behandlas i akter.

- The topic of old-age social exclusion has received increased attention as studies that measure the prevalence of this multidimensional phenomenon have shown its spread across countries; see Ogg (2005) who focuses on Europe, Hrast et al. (2013) who considers Central and Eastern Europe, and Macleod et al. (2019) who measure exclusion in the UK. The three chapters that belong to this section pay specific attention to two of the domains which Walsh et al. (2017) refer to as civic participation and socio-cultural aspects in their framework on exclusion in later life. In this book, we refer to them as civic exclusion [see Walsh et al. this volume]. It is worth noting that this domain has received the least scholarly attention so far within the literature (van Regenmortel et al. 2016; Walsh et al. 2017), even though there is clear evidence that civic engagement and socio-cultural aspects of exclusion can have an impact on self-rated health (Poortinga 2006). Thus, the purpose of the chapter is to offer an abridged introduction to the topic of civic exclusion in later life in order to offer context to the three chapters in this section.

- International migration and population aging have brought renewed attention to the ethics of care debate and the notion of caring democracy. This discussion problematizes the ways in which different statuses (based on gender, class and/or ethnicity) give people ‘passes’ out of caring responsibilities. This chapter uses this discussion as a backdrop while shedding light on the ways in which migrant status and culture are depicted in Swedish daily newspaper reporting on elder care. Through quantitative and qualitative analyses of all articles published between 1995 and 2017 (n = 370) in two national newspapers, this chapter shows the varying ways in which migration and culture are deployed in these media representations, and how care work is represented as a much needed but highly under-valued activity. Our analyses show that while older migrants are depicted as a burden to the elder care sector, migrant care workers are described as the solution par excellence to the staff crisis that this sector is experiencing, and are, as such, depicted as an asset. By bringing attention to these opposing representations, this chapter questions whether Sweden can be regarded as a caring democracy.
