    • In this paper we identify and discuss key topics characterizing recent information quality research and their impact on future research perspectives in a context where information is increasingly diverse. The investigation considers basic issues related to information quality definitions, dimensions, and factors referring to information systems, information representation, influence of the observer and of the task. We conclude the paper by discussing how philosophical studies can contribute to a better understanding of some key foundational problems that emerged in our analysis.

    • In this paper we discuss the experience of the development of a real system for integrating data about turnover, price and selling volume of AOP UnoLombardia, the biggest association of fruit and vegetable growers in the Lombardia region (Italy), that includes primary Italian and European brands such as Bonduelle and Dimmidisi. The system represents an adaptation and transformation of traditional data warehouse repository oriented development to comply the requirements of a coopetitive environment, where multiple organizations are willing to cooperate over some topics but, at the same time, they compete in the market. Readers may found useful insights and lessons learned from the following contributions of the present work: (i) a methodology to design data warehouse applications in a coopetitive environment and (ii) an architecture based on the combination of virtual data integration and traditional ETL enforcing protection of sensible data.

  • Interoperability Challenges for ICT-enabled Governance : Towards a pan-European Conceptual Framework

    • In the European academic and institutional debate, interoperability is predominantly seen as a means to enable public administrations to collaborate within Members State and across borders. The article presents a conceptual framework for ICT-enabled governance and analyses the role of interoperability in this regard. The article makes a specific reference to the exploratory research project carried out by the Information Society Unit of the Institute for Prospective Technological Studies (IPTS) of the European Commission’s Joint Research Centre on emerging ICT-enabled governance models in EU cities (EXPGOV). The aim of this project is to study the interplay between ICTs and governance processes at city level and formulate an interdisciplinary framework to assess the various dynamics emerging from the application of ICT-enabled service innovations in European cities. In this regard, the conceptual framework proposed in this article results from an action research perspective and investigation of e-governance experiences carried out in Europe. It aims to elicit the main value drivers that should orient how interoperable systems are implemented, considering the reciprocal influences that occur between these systems and different governance models in their specific context.

    • The article aims to investigate how key e-Governance dimensions related to openness, such as transparency and accountability, which are a necessary condition for reaching a high maturity of e-Government, may not be sufficient for open government. For this purpose, an interpretative framework to identify country attitudes towards Open Government is proposed and it is applied to two cases drawn from different legal, cultural and organisational backgrounds. Among the key findings of the article, the ‘attitudes mapping’ resulting from the application of the interpretative framework to the case studies points out the key role of different governance traditions in the path towards open government.

  • Assessing Social Value in Open Data Initiatives : A Framework

    • Open data initiatives are characterized, in several countries, by a great extension of the number of data sets made available for access by public administrations, constituencies, businesses and other actors, such as journalists, international institutions and academics, to mention a few. However, most of the open data sets rely on selection criteria, based on a technology-driven perspective, rather than a focus on the potential public and social value of data to be published. Several experiences and reports confirm this issue, such as those of the Open Data Census. However, there are also relevant best practices. The goal of this paper is to investigate the different dimensions of a framework suitable to support public administrations, as well as constituencies, in assessing and benchmarking the social value of open data initiatives. The framework is tested on three initiatives, referring to three different countries, Italy, the United Kingdom and Tunisia. The countries have been selected to provide a focus on European and Mediterranean countries, considering also the difference in legal frameworks (civic law vs. common law countries).

  • Compliance with open government data policies : An empirical assessment of Italian local public administrations

    • Open government is emerging as a core issue for increasing, on the one hand, participation of citizens, and, on the other hand, accountability, transparency, and the capability of delivering digital services by Public Administrations, with a consequent interest into public and social value as final outcomes. However, most of the open government initiatives actually concern the provision of public data under an open license and in an open and accessible format. From a policy as well as from a research point of view, open government raises a set of questions about how to manage and evaluate their quality, also considering the compliance with enforced legal frameworks, if any available focused specifically on open government issues. Thus, the paper discusses a quality-based framework for open government data compliance assessment, made up of quality dimensions and a set of criteria contributing to the measurement of a compliance index. The framework is then applied for the evaluation of the open government data initiatives of a sample of local public administration in Italy.

    • In this paper, an approach for information systems reverse engineering is proposed and applied. The aim is to support a unified perspective to the reverse engineering process of both data and software. At the state of the art, indeed, many methods, techniques, and tools for software reverse engineering have been proposed to support program comprehension, software maintenance, and software evolution. Other approaches and tools have been proposed for data reverse engineering, with the aim, for example, to provide complete and up-to-date documentation of legacy databases. However, the two engineering communities often worked independently, and very few approaches addressed the reverse engineering of both data and software as information system’s constituencies. Hence, a higher integration is needed to support a better co-evolution of databases and programs, in an environment often characterized by high availability of data and volatility of information flows. Accordingly, the approach we propose leverages the detection of object-relational mapping design patterns to build a conceptual schema of the software under analysis. Then, the conceptual schema is mapped to the domain model of the system, to support the design of the evolution of the information system itself. The approach is evaluated on two large-scale open-source enterprise applications. Copyright © 2014 John Wiley & Sons, Ltd.
