    • The objective of this chapter is to address these two questions which comprise the core of our account. We will begin this endeavour by briefly reviewing theoretical and empirical paradigms that have been explored previously. These will then be juxtaposed against the historical, social and political contexts of Hindu-Muslim relations in India to elucidate those issues that have been adequately investigated, but most importantly, those issues that need further elaboration and inquiry. Before embarking upon this assessment, we will provide a brief outline of the historical, political and social contexts of Hindu-Muslim relations in India. We maintain that for analysing socially meaningful phenomena it is necessary to depart from the habitually close confines of psychology's argumentation and to include historical, cultural, social and political perspectives in analysis and theorising (Valsiner, 2001). Consequently, this chapter aims to gather insights from other disciplines and integrate them with psychological understanding in order to help augment the psychology of peace and conflict resolution.

  • Theorizing International Relations : Lessons from Europe's periphery

    • Many regional academic communities in International Relations find themselves as passive recipients of ideas and theories developed elsewhere. Shedding off the role of simple ‘ideas-taker’ and becoming an autonomous voice in International Relations, academic communities need to develop the conditions for independent theorising. This paper deals with the potential intellectual and institutional obstacles to autonomous theory formation. A first section argues that the primary obstacle lies within Western IR itself, namely the particularly damaging tradition which denies the very need for more theoretical reflection, at best some day-to-day adaptation of a truth we already know. This position comes in two often combined forms, stating either that IR knowledge is all in historical experience, not fancy theory, or that such theory has been developed long time ago and cannot be superseded (for the unchanging character of world politics). Only if the unfoundedness of this position is shown, can we really tackle the issue of proper IR theorising: ‘which theory?’ My second claim is that the peculiar confusion of IR theory with foreign policy paradigms (often wrapped into the infamous realism-idealism divide), and a topical approach to IR theorising are further obstacles to the understanding of the role and significance of IR theory. I argue that it neglects the constitutive function of theories and hence the value of a theoretical enterprise that assesses assumptions at the theoretical and meta-theoretical level, as well as a conceptual analysis which is self-reflective to the context, regional and historical, within which such concepts have been evolving. Finally, I address the institutional obstacles IR theorising can encounter. Those, or so I will argue, are at least of three kinds. Some obstacles have to do with the intellectual legitimacy of theoretical research in IR within the national academic division of labour, where IR is often relegated to an inferior position, its theory being handled by the ‘real’ subject-matters. Then, IR theorising, as all research, needs a certain material autonomy. Yet, since the type of theorising I stress in this paper is usually connected to basic research, a claim with little legitimacy in the social sciences, the obstacles are far higher. Finally, the way the field of expertise is organised in a country can contribute to undermine the social legitimacy of the theoretical expert which is looking long-term and might not come to sound-bite ready conclusions. And yet, as I will show in the conclusion, for moving out of the periphery, independent theorising is crucial.

    • This article focuses on the status of women as a standard of civilization by examining its emergence in the 19th-century European ‘society of civilized states.’ More specifically, the article centers on expectations about the proper political role of women and how these operated as a standard to distinguish ‘civilized’ states from other societies. The article shows that the political exclusion of women — not their inclusion — became expected behavior for ‘advanced’ societies at this time. To statesmen and social scientists alike, evidence from ‘savage’ society and an uncivilized European past demonstrated that women could not contribute to human advancement if given a political role. To arrive at this claim, the article examines the understandings that had come into place to make the political exclusion of women possible and reasonable for European and European settler states.

    • In this article we use two immigrant projects to identify similarities and consequences in order to discuss and analyse outwarding collaborative projects in human service organizations as a tool for change. The heavy use of projects in a slimmed public sector originates from projects’ contradictory promises of flexibility and effectiveness in the New Public Management context. Usually projects are used as a way to get more resources to long-term needs but are seldom implemented as planned in the regular organisation. Seemingly politicians, management and civil servants preferred are focusing on the positive side of projects as means to legitimate the organizations and to bring change by targeting and steering activities. However, they tend to overlook the negative consequences from projects. Citizens and participants experience frustration and distrust. The long-term development in organizations is scarce. Projects are seldom implemented meanwhile as the problems the projects were expected to target still are remaining or even are increasing.

  • The performance of policy networks : the relation between network structure and network performance

    • The importance of policy networks has long been emphasized within the field of policy analysis. However, few attempts have been made to investigate the explanatory power of policy networks using the tools and theoretical concepts provided by social network analysis (SNA). This paper aims to address this need by determining if a relationship exists between the structural features of policy networks, their organizing capacities, and their performance. A comparative case study of four networks within the higher education policy sector confirms the assumption related to the existence of such a relation. It is proposed that an efficient and innovative policy network consists of a heterogeneous set of actors that are centrally and densely integrated. Furthermore, while the level of network heterogeneity is positively related to the function of resource mobilization in the process of policymaking, the level of centralized integration promotes the function of prioritizing. These findings are believed to contribute to our understanding of policymaking in contemporary society. The current paper indicates that a significant explanatory power exists in the concept of policy networks and that SNA is one way of advancing its possibilities.
