  • Stadsplanering, transporter och markanvändning – Utveckling av ett analytiskt ramverk

    • Stadsplanering är ett komplicerat och mångfasetterad begrepp. Denna rapport är en förstudie om hur begreppet stadsplanering kan definieras och vilken möjlighet stadsplanering har för att påverkar stadens transporter, bebyggelsestruktur, resvanor, bilägande/användning, välfärdsfördelning (ex. segregation) och ekonomisk utveckling/handel. Rapporten utgår dels från en litteraturstudie, dels från intervjustudier med olika planerare i Sverige och dels en fokusgruppsintervju med forskare från Lunds universitet som forskar om staden. Alla studier visar på att begreppet stadsplanering är ett tämligen oprecist begrepp. Samtidigt visar studierna också på att stadsplanering i teorin har bra möjligheter att påverkar bebyggelsestruktur, resvanor etc. Men intervjuerna visar på att trenden går mer åt att stadsplanerare måste samordna många olika intressen och att det kommunala planmonopolet har försvagats under de senaste 10 åren. Många olika aktörer bidrag till dagens stadsplanering. Utifrån studierna utvecklas ett ramverk för att kunna analysera stadsplaneringsprocesser. Dessutom föreslås framtida studier som kan belysa stadsplanering och transporter ytterligare.

  • The marginalisation of bicycling in Modernist urban transport planning

    • This article deals with the scientific factors that have contributed to the dominance of motorised transport and the development of theoretical approaches in transport planning. Connections are made to modernism and to the theories within the field of transport planning that have created today’s transport systems. Connections are then made to the field of bicycle planning. It is argued that there is a lack of theoretical research in bicycle planning that built on empirical studies. This has contributed to the bicycle often being marginalised in transport systems. Moreover, it is argued that new theoretical research could have a similar effect on bicycle planning as it has had on motorised transport planning. Although there is theoretical research about bicycling, such as vélomobility research, such research does not tend to theorise about bicycle planning. The idea put forward in this article is that theoretical knowledge from the field of mobility studies could be a first step in that direction. This article draws on the politics of mobility and research in vélomobility and develops a theoretical ground for transport planning that takes bicycling into consideration.

  • Vélomobility - A critical analysis of planning and space

    • The purpose of this doctoral study is to bring a spatial dimension into the research on urban mobilities and connect the spatial dimension to the marginalisation of cyclists in urban space. This is been done by exploring the role of urban bicycling and transport planning. The theoretical frame of space, mobilities and power is used for analysing that role through case studies in two Scandinavian cities, Copenhagen and Stockholm. Urban bicycling is a good example of showing the relation between space and mobilities, since cyclists often suffer from marginalised space in cities around the world. The philosophical foundation of the thesis is in critical realism and critical theory. For background data, observations and document studies have been conducted in Stockholm and Copenhagen. The main data collection for this thesis was done both qualitatively, in the form of interviews with planners and politicians, and quantitatively, in the form of survey studies among the citizens of Copenhagen and Stockholm. The data is analysed with the help of the theoretical framework that builds on mobility studies, spatial theory by Lefebvre, and Harvey and power theories deriving mainly from Lukes’ three dimensions of power. The materialisation of power relations is analysed with the example of modern planning in Sweden and Denmark. Overall this thesis manages to show how cycling as a mode of transport is marginalised in urban space, and that urban space wars between cyclists and car drivers and among cyclists are fought in Copenhagen as well as in Stockholm. The conclusion is that different factors, such as the economic situations in Denmark and Sweden, have affected urban and transport planning and thus have created two very different transport systems, where cycling plays a large role (Copenhagen) and a smaller role (Stockholm). Nevertheless, this thesis shows that even in cities that are very good for cycling, like Copenhagen, the motorised modes of transport create many problems and are still dominating urban space.

  • Measuring sustainability of transport in the city - development of an indicator-set

    • The HASTA indicator framework, covering the three dimensions of sustainability, i.e. Economic, Environmental and Social, to monitor sustainability of transport in Swedish cities was elaborated. Under the three sustainability dimensions, there are 6 sustainability aspects (indicator groups), 2-3 per dimension; these are Efficiency, Accessibility (Economic dimension), Accessibility, Safety, Liveability (Social dimension); Emissions, Resource use (Environmental dimension). The accessibility indicator group is related with both economic and social sustainability. The individual indicators are structured in three levels of a hierarchical structure. The highest level is represented by the Outcome indicators which reflect the sustainability target in the subject area of the indicator. These Outcome indicators are of both objectively measurable variables and subjective variables, reflecting how the inhabitants experience sustainability of transport in their city. On the lowest level, the Input indicators provide information on possible measures to make improvements in transport sustainability. On the intermediate level, the Output indicators show the effect of the adopted measures (Input indicators). There are 19 Outcome indicators, 22 Output indicators and 42 Input indicators.

    • Purpose This chapter explains how and why local parking policies are developed, the sometimes conflicting relationship between parking, revenue raising and economic development and the circumstances in which it may be appropriate to use parking policy as a demand management tool. Methodology/approach This chapter offers a review of prior research and literature on the topic parking management and further explores the impacts and difficulties of parking management. Moreover, empirical data in this chapter comes from the authors’ own survey study of southern, eastern and southeastern European cities about their parking problems and policies. Findings The findings of this chapter show that there is a need to consider what parking solutions cities may choose and what solutions might work for them. It is difficult to say that very different solutions will suit cities of different sizes, but rather that the level of implementation of the solutions must be related to the scale of the problem in each city, and its citizens’ demands. In addition, each city must work within its particular legislative context, which is why certain solutions might not work in some cities. Practical implications Parking policy and parking management are key to urban mobility and to managing its negative effects. It is possible to develop a car parking policy that will manage the negative impacts of urban car use whilst also supporting business and the economy; but this is a balancing act, which is why it is important to learn from the experience of other places, as we have shown in this chapter. Parking demand and the response of different cities to it are very important when considering the rise of car use in Europe and other parts of the world. Future solutions for parking problems are detailed at the end of this chapter. Originality/value of paper This chapter offers a comprehensive overview of prior research in parking management and connects this overview to findings of the authors own survey in south, eastern and southeastern European cities. Very few studies have made similar connections and provided in-depth insights into parking management in European cities. Moreover, the research provides useful information for planners and professionals dealing with parking issues and what solutions might work in their city.

    • Denna rapport är resultatet av en litteraturstudie kring råd och riktlinjer för utformning av cykel-infrastruktur med avseende på korsningspunkter med motorfordonstrafik. Referenser har hämtats från handböcker i främst Sverige, Danmark, Nederländerna, Storbritannien och Tyskland samt från relevant forskning där sådan funnits tillgänglig. Studien visar att fokus i dessa råd och riktlinjer ligger på att åstadkomma trafiksäkra utformningar för cykeltrafiken. Om detta verkligen är vad som också erhålls kan denna studie tyvärr inte svara på då referering i de flesta handböcker är bristfällig. I dessa handböcker saknas ofta, med några undantag, cykelflödets betydelse för ut-formningen, råd och riktlinjer för att öka cyklandes framkomlighet samt betydelsen av olika grupper av cyklande för utformningen.
