    • Since the development of community-based tourism (CBT) governments, development agencies and NGOs have placed considerable emphasis on this development model. However, CBT has been strongly criticized with respect to low economic impact in terms of jobs and income, the result of small-scale interventions, its low life expectancy after external funding ends, the monopolisation of benefits by local elites, or the lack of business skills to make it operational. This article explores the viability of the CBT model to support socio-economic development and poverty alleviation via a Nicaraguan case study. The characteristics and effects of different modes of organising community tourism were examined, based on an impact assessment and lifecycle analysis of the CBT Nicaraguan Network. The results showed how traditional top-down CBT, created and fully funded by external organisations, reflected the general criticisms of the approach, while bottom-up CBT, borne as a result of a local initiative, demonstrated longer life expectancy, faster growth, and more positive impacts on the local economy. The findings suggest a shift is required in the attention of donors and policy-makers towards redistribution policies that strengthen the skills, resources, and conditions of micro, community-based and family entrepreneurship, together with a stronger orientation towards the domestic markets.

  • Etiology of Childhood Diarrhea After Rotavirus Vaccine Introduction A Prospective, Population-based Study in Nicaragua

    • Background: Nicaragua was the first developing nation to implement routine immunization with the pentavalent rotavirus vaccine (RV5). In this RV5-immunized population, understanding infectious etiologies of childhood diarrhea is necessary to direct diarrhea treatment and prevention efforts. Methods: We followed a population-based sample of children less than5 years in Leon, Nicaragua for diarrhea episodes through household visits. Information was obtained on RV5 history and sociodemographics. Stool samples collected during diarrhea episodes and among healthy children underwent laboratory analysis for viral, bacterial and parasitic enteropathogens. Detection frequency and incidence of each enteropathogen was calculated. Results: The 826 children in the cohort experienced 677 diarrhea episodes during 607.5 child-years of exposure time (1.1 episodes per child-year). At least 1 enteropathogen was detected among 61.1% of the 337 diarrheal stools collected. The most common enteropathogens among diarrheal stools were: norovirus (20.4%), sapovirus (16.6%), enteropathogenic Escherichia coli (11.3%), Entamoeba histolytica/dispar (8.3%), Giardia lamblia (8.0%) and enterotoxigenic E. coli (7.7%), with rotavirus detected among 5.3% of diarrheal stools. Enteropathogenic Escherichia coli and enterotoxigenic E. coli were frequently detected among stools from healthy children. Among children with diarrhea, norovirus was more commonly detected among younger children (less than2 years) and G. lamblia was more commonly detected among older children (2-4 years). The mean age of rotavirus detection was 34.6 months. Conclusions: In this Central American community after RV5 introduction, rotavirus was not commonly detected among children with diarrhea. Prevention and appropriate management of norovirus and sapovirus should be considered to further reduce the burden of diarrheal disease.

    • The electoral loss of the Sandinistas in 1990 marked the beginning of a transformation agenda in Nicaragua aimed at dismantling the revolutionary legacy. During the presidency of Enrique Bolanos (2002-2007), efforts to attract transnational capital to tax-exempt free-trade zones intensified. Advertising campaigns directed toward presumptive investors, workers, and the general public attempted to brand Nicaragua as an ideal destination for transnational capital, frame neoliberal restructurings in terms of a common good, and depict free-trade zones as a vehicle for female emancipation. Analysis of some of the products of these campaigns highlights efforts to legitimate new forms of the state and citizenship and suggests that the narrative of progress is troubled by intersecting power relations of gender and class that open the way for divergent interpretations of the global division of labor.

    • This paper analyses the perceptions of disaster risk reduction (DRR) practitioners concerning the on-going integration of climate change adaptation (CCA) into their practices in urban contexts in Nicaragua. Understanding their perceptions is important as this will provide information on how this integration can be improved. Exploring the perceptions of practitioners in Nicaragua is important as the country has a long history of disasters, and practitioners have been developing the current DRR planning framework for more than a decade. The analysis is based on semi-structured interviews designed to collect information about practitioners’ understanding of: (a) CCA, (b) the current level of integration of CCA into DRR and urban planning, (c) the opportunities and constraints of this integration, and (d) the potential to adapt cities to climate change. The results revealed that practitioners’ perception is that the integration of CCA into their practice is at an early stage, and that they need to improve their understanding of CCA in terms of a development issue. Three main constraints on improved integration were identified: (a) a recognized lack of understanding of CCA, (b) insufficient guidance on how to integrate it, and (c) the limited opportunities to integrate it into urban planning due to a lack of instruments and capacity in this field. Three opportunities were also identified: (a) practitioners’ awareness of the need to integrate CCA into their practices, (b) the robust structure of the DRR planning framework in the country, which provides a suitable channel for facilitating integration, and (c) the fact that CCA is receiving more attention and financial and technical support from the international community.

  • Respiratory Symptoms among Waste-Picking Child Laborers A Cross-Sectional Study

    • This study evaluates respiratory symptoms, lung function, and exposure to airborne particles among waste-picking children. We enrolled 103 waste-picking children at a dump in Managua, Nicaragua and 103 children who do not pick waste. Exposure to airborne particles was assessed by area sampling. Health data were obtained from a questionnaire, clinical examination, and spirometry. Exposure effects were evaluated with multivariate regression analysis. Exposure to particles exceeded national and international standards. Wheezing among children was related to exposure status, with waste-picking children who are both "never highly exposed" and "ever highly exposed" having greater prevalence of wheezing compared to the children who do not pick waste. FEV1 among "ever highly exposed" waste-picking children with wheeze was 13% lower than non-waste-picking children with wheeze. Exposure to small particles was unacceptably high and associated with wheeze and decreased lung function.

    • This qualitative study is an attempt to understand the pathways leading to attempted suicide of young men in León, Nicaragua. Our research is based on in-depth interviews with twelve young men between the ages of 15 and 24 who had recently attempted to take their own life. The analysis is based on a grounded theory approach. The young men who participated in this study had a broadly similar background, insofar as they all came from broken families and had dropped out from school at an early age. They also all faced similar problems, such as unemployment and alcohol abuse. On this basis a model describing the pathways leading to the suicide attempts was constructed based on the informants’ experiences. In all cases the decision to attempt suicide was found to be an expression of frustration with the present conditions of life. Combined with this was the traumatic influence of a troubled childhood within an unloving, unstable family. Attention has been paid to the ambivalent and antagonistic relationships that the informants experienced within their own families from childhood onwards, and the subsequent inability to establish any meaningful relationships in later life. This study aims to increase our understanding of the complexity of suicidal behaviours in order to help develop genderspecific prevention strategies.

    • The integration of risk reduction and climate change adaptation has become an urgent task in addressing increasing urban risk more effectively and efficiently. This paper analyses the extent to which climate change adaptation is integrated into the policies and regulatory frameworks that guide urban risk reduction in Nicaragua, and discusses related progress. The results reveal significant progress in integrating climate change adaptation into the policy and regulatory frameworks of the three relatively new fields of (a) disaster risk reduction, (b) environmental management and (c) urban planning. They show that differences in the degree of integration relate to the development and updates to policy instruments in each field, and the extent to which they are related to the implementation of international climate change agreements. Although initially climate change adaptation integration was focused on the protection of natural resources in general, and food production in particular, since 2008 authorities have shown increasing interest in a more comprehensive and integrated approach. Nevertheless, the integration of climate change adaptation into disaster risk reduction and urban planning still lags behind the advances made in the environmental management field. It is concluded that in order to achieve greater and more coherent integration of CCA and, ultimately, improve the way climate-related risks is dealt with, urban authorities need to systematically review current policies and regulations to assess the synergies and gaps. This requires inter-sectoral and participative work with the actors concerned at national and local level, as well as the establishment of related monitoring and learning mechanisms.

  • Capital Visions : The Politics of Transnational Production in Nicaragua

    • In processes of economic integration, neoliberal discourse and corresponding notions of development comprise some of the most readily available imaginaries of political and social interaction and change. However, these processes are always also locally produced and negotiated. Engaging with discourse theory, Marxism and postcolonial feminist theory, this dissertation brings together “macro” and “micro” aspects of globalization. The aim is to interrogate discursive reinforcements of and challenges to global orders of production and divisions of labor. With a focus on representations of Free Trade Zones (FTZs), which are tax-exempted enclaves for export production, the study explores competing meanings attributed to the operation of transnational capital in Nicaragua. Based on policy documents, political speeches, promotional videotapes and interviews, the political rhetoric of two governments with competing agendas is analyzed: the neoliberal/conservative government of the Liberal Constitutionalist Party (2002–2007), which framed the FTZs in terms of national progress, and the leftist government of the Sandinista National Liberation Front (2007– ), which attempts to reconnect to the country’s revolutionary past. In this way efforts to formulate legitimate political agendas in the context of shifting relations between states and markets are detailed, together with constructions of citizens and workers along differentiations of class and gender. Relying on interviews with FTZ workers, the study examines ways to interpret, inhabit or resist imperative subject positions at the intersections of contending projects of nation-building and transnational orders of production, in conjunction with a discussion of the uneasy distinction between representation and appropriation that troubles transnational feminist research projects.

    • Using publicly available data, we identified areas likely to be underreporting snakebites and highlighted these areas instead of leaving them "white" on the incidence map. The effects of the case detection bias on the distribution of resources against snakebites could decrease. Although not yet verified empirically, our study provides an example of how snake bite epidemiology may be investigated in similar settings worldwide at a low cost.
