  • Public Procurement at the Local Government Level : Actor roles, discretion and constraints in the implementation of public transport goals

    • The overall purpose of this thesis is to gain further knowledge of how the Swedish local government level is affected by requirements to use public procurement through competitive tendering and, more specifically, understand the actions taken by included actors when public procurement is required in implementation of public transport goals. Through case study method, an in specific process tracing, various implementation processes have been examined. One studied process complied with the procurement regulations, while the others included elements that circumvented them. In each process, the actions taken by involved actors have been the focus. The findings are presented in four papers. An overall conclusion is that, when public procurement is required in implementation at the local government level, several actors need to interact. These actors may use procurement to expand, maintain, or restrain their discretion towards others actors. In addition, various control mechanisms, such as e.g. monitoring, are used to restrain an actor’s discretion when the actor is circumventing procurement legislation.

    • In this paper, I examine two cyberpunk texts to assess whether their apparentresistance to mainstream society includes resistance to gender stereotypes.Writing from a feminist perspective, I suggest that much of the disruptivepotential of this genre is derived from its integration of ‘punk’ as a discourseor practice of resistance to social ‘norms’. I focus on Candas Jane Dorsey’sshort story ‘(Learning About) Machine Sex’ and Neal Stephenson’s novelSnow Crash. I have deliberately chosen texts whose relationship with firstwavecyberpunk is complicated either by an explicitly feminist standpoint(Dorsey) or a generational distance (Stephenson), in order to assess whetherthese authors avoid or succumb to the same critiques levelled at earlycyberpunk about gender representation. I am concerned with who and whatthese texts are resisting, and how this resistance is performed. This line ofenquiry, however, also demands a closer examination of the positiveconnotations attached to ‘resistance’ in cyberpunk, and, consequently, to askwhose interests are not represented. To do this, I use the disruptiveassociations of ‘punk’ as a tool, looking not only at particular themes ofresistance within the text, but also how the authors’ innovative stylisticmanoeuvres resist genre conventions.

Underpinned by a broad editorial commitment to intersectionality, the chapters deploy approaches that range from historical materialism to queer theory, and from contract theory to theories of the gendered sexual self to address recurrent questions around agency, power, identity and self-hood. Theoretical debates inform and are informed by more empirically oriented chapters focusing on topics such as gay identity in contemporary Croatia, sexual politics in the Commonwealth Caribbean,  western "tango tourists," sexual violence in war, prostitution, femme fashion, changing sexual norms in China and Taiwan, and feminist politics in the 2008 US presidential campaign. Each chapter is interesting and important in its own right; taken together, they advance gender theory and research by developing a complex conception of sexuality that explores intersections between and amongst theories, levels of analysis and identities, linking case studies to international trends and theoretical debates to everyday experiences.

    • Leadership and management remain highly gendered. Recent decades have seen a major international growth of studies on gender relations in leadership, organisations and management, in both empirical research and theoretical analysis. The differential relations of women and men to leadership and management are a key question for both theory and practice. Recent research and discussion on the gendering of leadership have been influenced by and have addressed: feminism; recognition of women and women’s situations, experiences and voices in leadership; organisational culture; communication; divisions of labour, hierarchy, power and authority; imagery and symbolism; information technology; sexuality, harassment, bullying and violence in organisations; home-work relations; men and masculinities in leadership; globalisation, transnationalism, intersectionality and post¬¬colonialism – amongst other issues. Having said that, the vast majority of mainstream work on leadership retains little or no gender analysis. In most business schools and other universities the position of gender-explicit work on leadership is still not well established.Leadership through the Gender Lens brings together critical analyses and debates on gender, leadership and management with contributions from 13 countries and five continents. How leadership and management are gendered can mean more gender equal or more gender unequal conditions for women and men. This includes how education and training can contribute to gendered leadership and management. The volume is organised in three main sections, on: careers and leadership; management, hierarchy and leadership: and interventions in leadership.
