- Report of a two-week visit to China (10-24 Sept) in 1980, hosted by the Preparatory Committee of the Chinese Science of Science Association. At the time Chinese policy makers were interested in contemporary trends in research policy and foresight relating to priority setting in fields of science and technology. The paper describes initiatives taken to introduce what we call science and technology studies (STS) and ongoing efforts aimed at encouraging scholarly exchange with researchers in the West. Interviews were made with a number of senior scholars affiliated with the Chinese Social Sciences Academy to gain some understanding of the various changes taking place in science policy studies and the field’s relationship to policy makers at national and regional levels.

A self-help housing project in rural Tunisia in retrospect

- The purpose of this study is to analyze and disseminate an experiment of rural self-help housing initiated as part of the vocational training of a group of students of architecture and which allowed to improve significantly the housing conditions of a group of deprived peasants in rural Tunisia.The discussion of the various aspects and requirements of the project gives rise to a series of reflections about the means and conditions indispensable for implementing projects oriented to meet the basic needs of the deprived groups. Equally crucial are the reflections about the dissemination of the results of the project.Conclusions connected with aid policy, training in architecture and the resulting quality and economy of the housing scheme are drawn, but the main interest is put on self-help construction as a housing policy strategy. The author stresses the positive results of the Rohian experiment for the beneficaries on a short-term basis, but she is doubtful about self-help as an adequate strategy and of a general validity for solutions to a larger scale.

- The papers published in this book represent the collective and individual thoughts of the working group on commercial and industrial energy use of the Zimbabwe Energy Accouting Project (ZEAP) and the Ministry of Water and Energy Resources and Development of the Government of Zimbabwe. The first paper is a concept paper and it represents an attempt to sketch out the remainder of the ZEAP in the areas of commercial, industrial, and urban energy use. The next three papers present findings of surveys of energy use patterns in the formal industrial, the transport, and the informal industrial sectors of the economy. The final two papers represent formal models which were developed for the analysis undertaken as part of the ZEAP.

- The traditional division of labour in the world economy, with its clearest expressions during the colonial period, is gradually disappearing. The emerging world order exhibits as one of its most significant features, increasing economic and political contacts between countries situated in the South. This trend represents a challenge to the previously so dominant North-South relations. It therefore raises a number of important questions, particularly with regard to the future of the South. To examine and discuss the problem areas involved, the Scandinavian Institute of African Studies organized a seminar in May 1981 on "The Emergence of South-South Relations in a Changing World Order". The agenda of the seminar concentrated on two major issues: Do South-South relations contain possibilities for development in the South not found in the old international division of labour? Or do they simply possess the same exploitative characteristics as the classic North-South exchange, therefore creating a process of accelerating unequal development in the South? The present volume addresses itself to these important issues by focusing on two particularly interesting cases of expansionism in the South, the Brazilian penetration of West Africa and the Indian activities in Asia and Africa.

- This study examines the conditions of womens´s participation in organized sport. The Swedish Sport Confederation and the two associations with the largest number of female members, the Swedish Gymnastics Federation and the Swedish Football Association, have been studied. Gymnastics is a traditional sport for women and is mainly a fitness sport. Soccer is a competitive sport and a new sport for women. The discussions and decisions of the sports associations regarding women and sport have been analyzed through studies of official documents, minutes and debates. An interview study with female leaders in gymnastics and soccer completes the analysis of the documents.Women represent just over a third of the members of the sports movement. Women participate in fewer sports than men. They only dominate in non-competitive and in aesthetic sports. According to this study there is no female sport or womens´sport - apart from gymnastics - only male sport with female participants.The attitude of the sports movement is that women and men are different but the form and rules of competitive sport are based on equality. The social gender system and thus mens´control over womens´ participation in sport is obvious in the sport movement. Three female counterstrategies have been identified: in the beginning of the 20th century female gymnastics coaches developed a form of gymnastics for women based on the ideology of peculiarity; in the 1970s women claimed equality with men for their breakthrough into soccer; in the 1980s women try to combine the ideologies of equality and peculiarity through male sport behaviour and the accentuation of traditional femininity. Womens´subordinate position in the sports movement is reflected in the lower valuation of womens´sport performances. Sport is an essential part of male character building. The motives of health have always been emphasized for women. The official ideology has in recent years passed on to a general accentuation of the aspects of health, which has facilitated womens´participation in sport. This is contradicted by the development of top-level sport and its manifestations in the form of for example drug-taking.

Där sägs bl a följande:"När det gäller att öka kunskapen om sambanden mellan individen, samhället och datatekniken är det enligt min mening angeläget att den kunskap som finns uppbyggd inom skilda discipliner, främst inom det samhällsvetenskapliga och humanistiska området kring individen och samhället, kan utnyttjas som underlag fö r beslut rörande användningen av den nya tekniken som samhället nu står inför. En samverkan mellan forskare från skilda discipliner är här nödvändig." (s 16, bil S)För att stimulera sådan samverkan anslogs särskilda medel. En del av dessa ställdes till förfogande för "utarbetande av en kunskaps- och problemöversikt rörande datoriseringens och informationsteknologins samhällskonsekvenser." Denna uppgift har anförtrotts en nationellt rekryterad ledningsgrupp.Gruppen har valt att betona ett grundläggande humanistiskt förhållningssätt. Gruppen vill också söka stimulera forskning och kunskapsuppbyggnad av långsiktig och perspektivgrundande karaktär, med andra ord sådan som bäst utförs inom olika institutioner vid universitet och högskolor.Dock är det angeläget att understryka att det givna uppdraget, även med de nämnda begränsningarna, är mycket omfattande. - Evaluation is a social activity that is often linked to a social process of legitimization and ratiionalization on the part of entrepreneurs and agencies who have to account - either to sharehoders or govervnments - for funds invested. The report comparers and analyzes three different ways of framing (or paradigms) that inform evaluation practices relating to development aid projects in Third World countries, viz., (1) cost-benefit analysis (CBA) in various guises; (2) a Marxist inspired dependencia approach; and (3) a framing based on the notion of self-reliance. The methdologies that follow from these three different framings are exemplified with reference to their implications for handbook manuals for project evluation in the field.
