    • After thirty years of autocratic rule under ”Life President” Kamuzu Banda, Malawians experienced a transition to multiparty democracy in 1994. A new constitution and several democratic institutions promised a new dawn in a country ravaged by poverty and injustice.This book presents original research on the economic, social, political and cultural consequences of the new era. The book engages with a culture of politics in order to expand the purview of critical analysis from the elite to the populace in its full diversity. A new generation of scholars, most of them from Malawi, cover virtually every issue causing debate in the New Malawi: poverty and hunger, the plight of civil servants, the role of the judiciary, political intolerance and hate speech, popular music as a form of protest, clergy activism, voluntary associations and ethnic revival, responses to the HIV/AIDS pandemic, and controversies over women’s rights. Both chameleon-like leaders and the donors of Malawi’s foreign aid come under critical scrutiny for supporting superficial democratization.The book ends with a rare public statement on the New Malawi by Jack Mapanje, Malawi’s internationally acclaimed writer. Dismayed at the continuation of an ”oral culture of dictatorship”, Mapanje urges Malawians to confront their past in order to have a future that is free from fear and intolerance.Anyone interested in politics and culture in sub-Saharan Africa will find this book an important source of insight and detailed analysis for a comparative understanding of Africa’s democratization.

    • Dramatically escalating prices of raw materials, driven by rapid industrialisation in China and other countries of the global South as well as by looming world shortages, had for the few years preceding the financial meltdown and global recession of 2009 promoted a new scramble for Africa’s natural resources. It signalled a brisk turnaround in prospects for what The Economist had dubbed the ‘hopeless continent’ as recently as 1999. However, while average growth rates across the continent have increased, the implications for Africa’s development were and remain at best dubious.In this important volume, the new scramble for Africa is placed in the historical context of imperialism and the contributors show important continuities with the original nineteenth-century scramble. However, while the previous scramble was between major European powers, today the continent provides a battleground for competition between the US, the European Union, China and other emerging players such as India and South Africa.This book raises significant general questions relating to the nature of emerging global competition between the US and China; the centrality of the struggle for oil and minerals and resulting militarisation; the international battle to capture Africa’s markets; the marginalisation of African capitalism; and the ambiguous benefits that investment and production by multinational companies bring to African communities. Arguing that exploitation of the continent by comprador African elites remains central, the book concludes by raising important questions about the prospects for development in Africa.

    • Does Africa have a future? What are the visions, hopes, ambitions and fears of young Africans for the future of the world, the continent, their nation, and their communities? How do they envisage this world and their roles within it? These issues have not previously been explored collectively by Africans because of the enormous challenges and the preoccupation with the present. But Africa must not allow the enormity of the problems to blind it to its past and future. Africa must chart its own vision of a desirable future and therefore young Africans, born just before or after independence, were challenged to reflect on the future of the continent. Many responded to the challenge, which has resulted in this volume containing a number of the contributions. In this book, the voices of a new generation of Africa are heard exploring the future from personal and diverse perspectives. The authors have enumerated the ills of Africa, analyzed the problems and explored the opportunities. Remarkably, despite the daunting nature of the challenges, they were all hopeful about the future. They provided their visions of the future, suggested numerous ideas on how to build a new Africa, and implored Africans to take responsibility for the transformation of the continent. Given the current emphasis on African renaissance and union, the ideas presented here could become the basis for a truly shared vision for the continent.

  • Afro-regions : the dynamics of cross-border micro-regionalism in Africa

    • This collection focuses on the making and unmaking of cross-border micro-regions in Africa. Its main emphasis is that micro-regions are not givens, but are constructed and reconstructed through social practice, political economy and, in discourse, by a variety of states, corporations and non-state actors. The region-builders are the focus -- that is, those actors that build and make micro-regions and their associated region-building strategies. Key research questions are: for whom, for what purpose and with what consequences are micro-regions being made and unmade? There is also special emphasis on how people on the ground and local communities create their own region-building strategies and how they respond to the region-building strategies of others. The case studies -- by leading scholars of African studies and the result of extensive fieldwork -- include a wide selection of micro-regions all over Africa, such as the Maputo Development Corridor, the Zambezi Valley region, the Zambia-Malawi-Mozambique Growth Triangle, Walvis Bay, the Sierra Leone-Liberia border zone, cross-border micro-regions on the Horn of Africa, the Great Lakes region, North Africa, and so forth.

  • Ethnic militias and the threat to democracy in post-transition Nigeria

    • The democratic opening presented by Nigeria’s successful transition to civil rule (June 1998 to May 1999) unleashed a host of hitherto repressed or dormant political forces. Unfortunately, it has become increasingly difficult to differentiate between genuine demands by these forces on the state and outright criminality and mayhem. Post-transition Nigeria is experiencing the proliferation of ethnic militia movements purportedly representing, and seeking to protect, their ethnic interests in a country, which appears incapable of providing the basic welfare needs of its citizens. It is against the background of collective disenchantment with the Nigerian state, and the resurgence of ethnic identity politics that this research interrogates the growing challenge posed by ethnic militias to the Nigerian democracy project. The central thesis is that the over-centralization of power in Nigeria’s federal practice and the failure of post-transitional politics in genuinely addressing the “National Question, has resulted in the emergence of ethnic militias as a specific response to state incapacity. The short- and long-term threats posed by this development to Nigeria’s fragile democracy are real, and justify the call for a National Conference that will comprehensively address the demands of the ethnic nationalities.

    • With the coup d’etat of 24 December 1999 and the politico-military conflict that started on 19 September 2002, Côte d’Ivoire broke with its tradition of political stability, which had served as a model in the West African sub-region. It is now facing an unprecedented crisis that is not only jeopardising the continuity of the state, but has also introduced a culture of violence into the society.This study has three objectives. The primary one is to understand the nature of this socio-political crisis, and what is at stake in it. Secondly, the study examines the issue of ivoirité. Finally, it explores the escalation of violence in this socio-political crisis and the catalogue of justifications for that violence.It is argued that the recurrence of military coups d’etat in Côte d’Ivoire signifies the delegitimisation of the modes of regulation built on the tontine system, and calls for a renewal of the political grammar and socio-political regulatory modalities around integrating principles that have yet to be devised.     • Africa-China-EU cooperation is still in its formative stages. It has the express focus of contributing to peace, stability and sustainable development in Africa. The creation of a virtuous circle of growth and development, one which employs the tools of globalisation to Africa’s best advantage, has to be a fundamental aim of any trilateral cooperation. At the same time, the opening up of trilateral dialogue should allow all three partners to give consideration to areas in which conflicting views or interests arise. Indeed, the spectre of a two-way China-EU “donor cartel” emerging from the process continues to negatively influence perceptions of the initiative in some African circles. Thus, the challenge facing Africa, China and the EU is to envisage a mechanism or modality for managing trilateral cooperation in the era of globalisation that addresses the concerns of all participants while maintaining an overarching commitment to African development. This policy note examines the origins of the trilateral dialogue, makes proposals for building on this dialogue, and ends with possible models for this trilateral cooperation.

  • Land, labour and the family in southern Ghana : a critique of land policy under neo-liberalisation

    • This report is based on field work carried out in the Akyem Abuakwa area of the forest region of Ghana, a section of the country rich in agricultural land, gold, and diamonds. Through the field work which was undertaken and the empirical material generated, the author attempts to chart the processes and patterns of differentiation connected to land and land use in contemporary Ghana. In addition to class-related differentiation, he also identifies intra-household, generational and gender differences as well as their implications for the mobilisation of family labour and the emergence of new land and labour markets. The conclusions which the author draws challenge some of the dominant theoretical approaches to the land question in contemporary Africa, particularly the evolutionary property rights and communitarian approaches.

    • This study first discusses the structural problems of Zambia and the policies of adjustment that have been tried. It then uses a computable general equilibrium model to analyse the impact of various strategies with regard to external resource transfers. It compares the impacts of foreign loans or grants to the private and the public sectors, as well as the impact of a turnaround of the country's fortunes with regard to its external terms of trade. The results of the policy analysis show that the scope for growth is highly dependent on the tightness of the external resource constraint.
