    • Policy institutes, or ‘‘think tanks’’, are becoming increasingly ubiquitous in our societies. In this article, we conceptualize think tanks explicitly as a civil society phenomenon, linking the proliferation of this relatively new type of actor to the transformation of civil society structures and of systems of interest representation. Using the case of Sweden as an illustration, we argue that the recent decades’ rise of think tanks in institutional settings outside of the USA can only be understood if we take into account the particular features and institutional policy access opportunities of the domestic civil society in each national case, and that think tanks should be analytically understood as the allies of, rather than competitors to, the older, established forces in civil society.

  • Advocacy Compromised : How Financial, Organizational and Institutional Factors Shape Advocacy Strategies of Civil Society Organizations

    • Key functions of civil society organizations (CSOs) are to criticize governments and to hold them to account. Recent trends of privatization and contracting out challenge CSOs’ opportunities to voice such criticism. The purpose of this article is to analyse whether and why CSOs ‘hold back their criticism’ of public authorities, and how a compromised advocacy can be linked to financial, organizational and institutional factors. The article draws on an original survey of 2678 Swedish CSOs. The analyses show that certain levels of funding make CSOs more likely to hold back in their criticism, but also organizational and institutional factors play a role. The results identify the importance of distinguishing between objective and subjective factors related to how dependency is framed. It is the felt needs, experiences and perceptions of CSOs themselves that make hem prone to the strategic choice to hold back criticism of public authorities.

  • Change and Tensions in Non-profit Organizations: Beyond the Isomorphism Trajectory

    • Research on the relationship between non-profit organizations (NPOs) and the public sector has been dominated by predictions of isomorphism where change and tensions in NPOs are attributed an imposing institutional setting. This article argues that research represents a selective perspective on organizational life due to its portrayal of organizational change as synonymous with an isomorphic, linear trajectory. The purpose of this article is to illustrate different sources and characteristics of change and tension. The article presents an analytical framework comprising of four components: evolving change, episodic change, inherent dilemmas, and conflicting logics, facilitating an understanding of the organization as movement. The analysis of a case study organization suggests that by identifying different dimensions of changes and tensions we can gain a richer understanding of the complexity of processes underpinning the organization as movement. The analysis reveals how multiple, parallel processes related to change and tensions generate reflections that drive integrity and identity formation at individual and organizational levels.

    • This paper explores the relationship between neighbourhood level density of civil society organisations (CSOs), diversity, and deprivation. We compare the UK and Sweden, two countries with different civil society traditions and welfare state regimes. We use data on formal civil society organisations to examine whether diverse neighbourhoods have lower levels of civil society infrastructure. In the UK, contrary to what could be expected from Putnam's assertion that diversity has a negative effect on trust, thus limiting civil society activities at the neighbourhood level, we observe a positive relationship between the density of CSOs and diversity. In Sweden, we find different patterns. First, we observe a negative correlation between CSO density and diversity. Second, we find lower density of formal CSOs in areas with high diversity and high economic disadvantage and higher density in areas characterised by low diversity and high disadvantage.

    • Abstract This article proposes a network analytic approach to the role of frames in shaping the structure of civic organizational fields. Adopting a perspective from the global South, it looks at the impact of the expression ‘‘Right to the city’’ (RTC) over alliance building among civil society actors, exploring patterns of collaborative ties among 129 civil society organizations active in Cape Town from 2012 to 2014. The article addresses two broad ques- tions: What is the relation between RTC and other frames that are also frequently invoked to describe urban struggles and issues? Does the RTC frame affect the structure of urban civic organizational fields in significant ways? Data suggest that while RTC plays a significant role in local civil society, it is neither the only interpretative frame that Capetonian civic organizations draw upon to characterize their activity, nor the more salient. ‘‘Urban conservation,’’ especially tied to nature conservation and environmental issues, actually shapes the structure of local organizational fields in a sharper manner. This is, however, a potentially more divisive frame, rooted as it is in the apartheid legacy that still shapes urban dynamics in the city.

  • The Revitalization of a Popular Movement: Case Study Research from Sweden

    • This article tries to enhance knowledge about organizational characteristics and processes that are important for mitigating oligarchic tendencies in the governance of CSOs, and to discuss the factors that condition the operation of these characteristics and processes. Civil society is frequently seen as an important part of societal governance and discussed as the intermediary link between the individual and society. This connection is often made through the aggregate function of civil society organizations (CSOs). Currently there are discussions regarding the decline of traditional cross-class federative CSOs and the possible effect of this on democracy in society. This article presents a longitudinal case study of the governance within a large, membership-based federative CSO and illustrates the revitalization of a CSO and its mission through the influx of a new group of members from the surrounding environment. The author argues that this revitalization process was possible partly because the proposed changes were in keeping with the organization’s original ideological core and partly because of the organization’s open democratic governance system. This permeability is found at two levels: first, the borders are open for individuals to enter the organization as members, and second, the borders of the internal governance system are open for members to take part in the decision-making process. This enabled ideas to percolate up from the members through the democratic decision-making system to the top of the organization, and some ideas are translated into statutes and policies, which then trickle down to the members again through the executive structure. The conclusion is that a functioning democratic governance system, which is able to stay true to the organization’s ideological core at the same time as it is able to modify it in light of societal change, seems imperative for this kind of organization. By doing this, the organization is not just staying true to its original mission but also actively contributing to democracy in society by including new groups into the decision-making process.

    • ‘Service user involvement’ is a widespread and well-known phenomenon within welfare policy and practice in Western countries and is usually perceived as a way of improving welfare services to better aid service users in managing their predicaments. However, the presented ethnographical study of service user involvement within a Swedish psychiatry organization shows that user involvement initiatives might also result in unintended and undesired effects on the collective user movement (i.e. the service user organizations involved in the activities). The analysis suggests that initiatives on user involvement might affect both the constitution of the user movement as well as the way the movement operates. Theoretically co-optation theory informs the analysis.

    • The article argues that closer attention to how solidarity is understood and expressed in different European contexts can shed light on the conditions for establishing a social and solidarity economy. Drawing on data collected within the H2020 SOLIDUS project, which explores current expressions of European solidarity, the comparative analysis covers three social economy initiatives, each representing a country with different political and economic context. The analysis focuses on solidarity as reciprocity and, in particular, how it is affected by such factors as actor motivations, internal participatory functioning, resource mix and political legitimacy. While further empirical work is needed, the findings suggest that solidarity as reciprocity produced by social and solidarity economy organisations thrives where political institutions are both supportive and trusted, where public funding is accessible, and where partnerships with relatively autonomous social and solidarity economy organisations are genuinely collaborative. © 2019, The Author(s).

    • The aim of this article is to contribute to the Swedish debate on popular engagement by studying changes in popular engagement in Swedish society, and particularly look for processes of depoliticisation and politicisation since the beginning of the 1990s, by asking, has popular engagement been depoliticised since the beginning of the 1990s? Popular engagement has historically had different roles and fulfilled different functions; consequently, it is a societal phenomenon with several and competing significances due to varying dominant discourses framing the understanding of popular engagement and structuring the actions of engaged citizens. Obviously, the present composite of popular engagement in Swedish society reflects Swedish history and the various present forms of engagement can be conceived as historical layers. How popular engagement has been framed, valued and understood through history is an indication of what is supposed to be needed and feasible in a particular society at a certain time. This gives popular engagement symbolic meaning that renders it political significance and power that can be studied in cultural history. The article offers a brief historical review of the symbolic meanings of popular engagement in Swedish society from the breakthrough of modernity until the present times, and it demonstrates that it has not had a fixed significance over the years. Particular attention is given to an on-going subtle change of meaning of popular engagement occurring in contemporary Swedish society. This process implies a break with the popular mass movement tradition.

    • © 2018 The Author(s) The article offers a study of housing movements in Budapest and Bucharest, with the main focus on the developments since the financial crisis of 2008, stressing the role that both structural and contingent factors play in shaping the dynamics of this “field of contention.” It is argued that a structural view is enlightening for understanding the factors that form the interactive field between activists, such as differences in social positionality as well as ideological conflicts. Moreover, conceiving of a structurally produced field of contention can help explain the differences in housing contention in the two cities. The analysis situates housing movements and their allied, parallel, or opposing actors within the long-term processes of urbanization and global dynamics of commodification, including housing financialization. It demonstrates that to understand how structural and political factors interact in a complex field of contention, attention to processes beyond short-term local movements is necessary.

    • This article aims to increase understanding of how the institutional model of a (neo) corporative state meets new forms in a changing civil society. This objective is accomplished by analyzing two case studies of Swedish organizations entering into the field of government-subsidized popular education: one youth organization and one Muslim organization. The institutionalist concepts isomorphism, isopraxism, isonymism, packaging and translation are used to analyze these. Empirically the article is based on qualitative analysis of interviews, observations and written documents. It is concluded that the translation of popular education as an organizational concept in these cases is characterized by coercive and mimetic isomorphism, isopraxism and isonymism to an extent that hinders development in the popular education field. There are also examples of emerging packaging changing the relationship between state and civil society. That issue, however, requires further qualitative research, as does the influence of corporatism on civil society organization in general.

    • This article casts new light on the processes of collective claims and identity formation in social movements, with the help of the radical political framework of Laclau and Mouffe (Hegemony and socialist strategy: towards a radical democratic politics, Verso, London, 2001). Polish tenants, classified as ‘‘losers’’ of transition and marginalized in the mainstream discourse, nevertheless act collectively, mobilizing alliances with other democratic struggles and thus challenge the hegemony of neoliberal dogmas in the country. The very fact of mobilization of a socially and economically deprived group demanding the right to the city is provocative in the studied context. The empirical foundations of our study are 20 in-depth semi-structured interviews conducted with Polish tenants’ activists cross-referenced with media material produced by and about the movement, and previous studies on the topic. The contribution of this article is twofold: it combines social movement theory with radical political framework and fills the empirical gap in the body of literature on social movements in post-socialist Europe.

    • In recent decades, the emergence and development of pan-European civil society organisations have been prominent, including those representing interests of marginalised groups and raising related social issues. Typically composed of national and European level umbrella organisations, some of these organisations have grown as important interlocutors between EU institutions and civil society, and derive legitimacy for their advocacy and lobbying activities by claiming broad representativeness. Through a comparative study of five principal EU-based civil society organisations, the present article analyses how these organisations, operating at multiple levels with their membership based on extensive geographical areas, acquire internal representation of members and beneficiaries.

    • Civil society leadership training programmes are a new phenomenon, and they are often overlooked by civil society scholarship despite being linked to the professionalisation of the sector. In this article, we examine 14 Swedish leadership programmes in order to identify leadership ideals in the sector. Drawing on the notion of ‘symbolic boundaries’, we argue that leadership programmes produce horizontal boundaries in relation to other societal sectors and vertical boundaries between leaders of the sector and other members. Together, these symbolic boundaries form a leadership ideal that detaches leaders from their organisation and internal democratic processes, instead depicting leadership as a question of personal characteristics and values. Leaders in the sector need to be authentic and to anchor their leadership in the personal values they hold. Theoretically, our analytical model may prove useful in the study of other empirical phenomena in civil society.

    • As welfare states are increasingly challenged and replaced by welfare mix models, new ideas about the functions of non-profit and voluntary organisations NPVOs) provoke political conflicts that should be reflected in research. This paper explores the significance of political and ideological dimensions to present Changes in the Swedish welfare state regarding NPVOs as welfare services providers. Investigating both national and local level, the study addresses political as well as practical implications of the reframing of NPVOs as service providers rather than being associated with a voice function. The article shows extensive differences between national and local levels as contentious ideological cleavages at national level are dormant in local level politics. Variations in the way relations to NPVOs are structured in practice at local level appear related to factors other than political dimensions. The findings support the development of an analytical framework that reflects political dimensions and allow for empirical focus that includes national and local level politics and practices.

    • Non-governmental organizations (NGO) and government donor agencies (GDA) are often caught in a dilemma; an NGO between responsiveness to its target group(s), expectations of individual donors and demands of its GDA; GDA between its policy to respect NGO's integrity, its wish to keep NGOs accountable for received fund and its operation within the bounds of its general policies. This dilemma is mirrored in the NGO-GDA negotiation for funds. Based on negotiation theory and using three explanatory approaches, 18 years of negotiations between an NGO, Vi Skogen (ViS) and its GDA, the Swedish International Development Cooperation Agency (Sida), are analyzed in order to demonstrate how organizational structures, power relations and the context influence the outcome of the negotiations. All three approaches help to explain how ViS managed, mainly in the interest of its individual donors, to resist changes demanded by Sida and also to explain how the agendas of ViS and Sida finally converged.

    • As a consequence of European integration and the EU's expanded social policy, more citizens' interests are today organized at EU level. In the case of the women's movement, there is an umbrella organization-the European Women's Lobby (EWL)-in place in Brussels coordinating national women's movements. The EWL demands from its members that they be nationwide and representative umbrellas, which has structuring effects on the women's movements at domestic level. This article proposes to study the Europeanization of civil society through the lens of meta-organization theory (Ahrne & Brunsson 2008). Europeanization can thus be understood as a process which imposes meta-organizational structures on civil society. Through a case study of the Swedish Women's Lobby, this article analyses the consequences for the women's movement in Sweden of the meta-organizational structure brought into being by Europeanization.

    • The emergence of new types and new levels of poverty in Sweden has spurred civil society organizations to take a more active role in domestic relief work. Their work is not least directed toward groups of poor with limited access to public welfare in Sweden, in most cases because they are not Swedish citizens. The arrival of groups like the vulnerable EU citizens and undocumented refugees has created a situation where civil society provides emergency relief for groups not eligible for long-term relief from the public sector. A new division of responsibility between civil society and the public sector is therefore being formed, and this division can be explained in terms of rights; the aid organizations are guided by the principles of human rights, while the public sector functions primarily according to social citizenship rights. This article documents the work of the Swedish City Missions, a large aid organization that has become an important actor in poverty relief work in Sweden. A never before conducted survey of 137,000 interventions performed by the Swedish City Missions gives an entirely new insight into the significance of civil society organizations in combating new and old types of poverty in Sweden. Which groups receive which types of aid and what does that tell us about the roles of civil society and the public sector in a rights perspective? The findings show that civil society organizations like the City Missions play a far from marginal role in the Swedish welfare state.

    • Non-profit organizations (NPO) for mental health are becoming significant actors. Here, their roles in welfare society as understood in research are identified and analyzed. Results from recent research publications on the mental health field are synthesized and categorized in order to find out their origin, theoretical orientation, and view on mental health NPO’s in relation to the public welfare systems. Relevant publications are primarily from the US, empirically oriented, and addressing surveys on both individual and organizational level. NPOs were most often seen as consensus-oriented service organizations, while very few (4%) were seen as conflict-oriented advocates (i.e., anti-professional). It is concluded that these NPOs are most often studied as complements or alternatives to existing public welfare services rather than on their own terms, and that research on the topic lacks more complex theoretical attempts.

    • This paper is a contribution to the ongoing discussion concerning factors determining the development of civil society in a post-state socialist context. It examines the financial mechanisms designed to promote civic engagement in Poland, including EU grants and the so-called ‘percentage law’ that allows citizens to support NGOs of their choice with 1 % of their taxes. A detailed analysis of these mechanisms demonstrates that they are advantageous for some types of non-governmental organizations and not for others. Instead of enhancing the situation of the whole sector, they tend to support NGOs that already have substantial resources and hold a strong position vis-à-vis the state. Moreover, organizations and groups fighting for issues considered to be controversial—such as women’s NGOs advocating for the right to abortion or criticizing authorities for their lack of concern when it comes to violence against women—have limited chances to gain financial support from both the state and those sources that are independent from the state. This shows how seemingly gender-neutral institutional arrangements may bring gendered results. The following analysis is based on available statistics (several reports provided by the Klon-Jawor Association, Social Diagnosis Reports from 2007 and 2011) and qualitative data (semi-structured interviews and discourse analysis of the Polish media).

    • Nonprofit organizations in Russia are introducing for-profit activities as a means of gaining autonomy from external donors, and as instruments of strategic planning and sustainable development. This study focuses on organizations that work with welfare provision and explores how they reconcile entrepreneurial activities with their social mission. More specifically, we interrogate how two institutional logics, business and nonprofit, are defined and reconciled in organizational identities, structures and hierarchies. Socially oriented nonprofits define their mission through service to beneficiaries, through personal and professional dedication to beneficiaries’ well-being, and through making an impact on public policies and the society at large. They mimic a business approach in strategic planning and meticulous reporting, but subordinate profit-seeking to social mission by integrating entrepreneurial activities into already existing organizational structures, or by separating them into independent entities.

    • Abstract Using Suchman’s taxonomy, the generation of legitimacy in relation to both external parties/stakeholders and employees by four Swedish work integration social enterprises (WISEs) was investigated. Data were collected through focus group and individual interviews. When operating in fiercely competitive markets, a pragmatic exchange legitimacy was mainly used. When selling complex products, such as investigations of work capacity, normative, and cognitive forms of legitimacy were common. As regards internal relations, normative legitimacy established though robust internal procedures was of importance. In addition, relational legitimacy when dealing with clients, funders, and employees emerged as important. The study indicates that WISEs tend to imitate profit-generating organizations in generating legitimacy. Although short-term resource-generation can be facilitated, the replication of for-profit practices can create a tension with the concurrent aim of being an innovative and empowering enterprise for people who otherwise would be excluded from the labor market.

    • Extreme right-wing violence has resulted in an intense academic debate on how democratic actors can respond to movement on the extreme right. This article explores how various types of CSOs perceive their role, interest, and willingness when it comes to counteracting right-wing extremism. Building on a theoretical framework that makes visible a variety of CSO responses and differences between types of CSOs, the results show that CSOs view themselves as having a watchdog role in relation to right-wing extremism. However, CSOs place the principal responsibility of response to right-wing extremism outside organized civil society in the hands of politicians, citizens, and the media. In addition, not all CSOs are willing to respond in the same way or to the same extent. Humanitarian and social service organizations are more inclined to engage in dialogue and protest compared with sports and recreation organizations and culture organizations. The article concludes by discussing the notion that bridging organizations may be more willing to respond to right-wing extremism and to use dialogue and deliberation compared to bonding organizations.

    • In contribution to current debates on the changing roles and responsibilities of civil society in welfare state arrangements, I examined the participation of various types of civil society organizations in national welfare policymaking in Sweden between 1958 and 2012. Drawing upon an extensive dataset of over 1400 civil society, state, and for-profit organizations, I tested three claims related to the role and responsibility of civil society in the governance of welfare: the changing balance between corporatist and welfare organizations, the shift from voice to service, and another shift from nonprofit organizations to FPOs. My results revealed weak but emerging trends aligned with changing patterns of corporatism and the marketization of Sweden’s welfare system. However, support for any shift from voice to service remains uncertain.

    • In many parts of the Western world, interventions for people with mental illness have radically changed in recent decades. In the deinstitutionalized system of today, the role for non-profit organizations is generally characterized by dual goals: political advocacy and service provision. Here, the role and function of the user movement in the Swedish mental health system is examined through a case study of all local branches of the largest non-profit organization within the Swedish mental health field. The empirical material consisted of annual reports from all local branches, and was analysed through two analytical schemes, concerning voice/service and conflict/consensus. The analysis pointed to a user movement that still retained the basic ideas of peer support and mutual aid, but were also increasingly being asked by formal service providers to represent the need of users. A hybrid organization category, a ‘Social Movement Peer Organization’, was identified that where social recreational activities are combined with local political advocacy.

    • This paper investigates the effect of volunteering on quality of life (QoL) in 50+ populations across European countries and Israel. We analyzed data from the Survey of Health, Aging and Retirement in Europe (SHARE). Using the Kendall tau-b correlation coefficients, we show that the extent of effect volunteering has on quality of life is nonlinearly related to the prevalence of volunteering in a given country. The relationship follows an inverted-U-shaped curve. In countries where volunteering is the most popular (Denmark, Switzerland, and Belgium) and in countries with the lowest rates (Poland, Greece, the Czech Republic, and Spain), the correlation between volunteering and one's quality of life is low. The correlation is high in countries with medium levels of volunteering (Austria, Italy, and Israel). Moreover, volunteering affects more internal than external domains of QoL. These new insights extend the discussion started by Haski-Leventhal (Voluntas Int J Volunt Nonprofit Organ 20:388-404, 2009). Our study is correlational, and we do not claim causality.

    • Corporatism may be seen as variety of capitalism in which specific structural prerequisites such as unionization, centralization, and strong states combined with bargaining and concertation produce certain economic outputs. Corporatism may also be seen as a variety of democracy in which interest groups are integrated in the preparation and/or implementation of public policies. Departing in the last position, we measure the strength of Scandinavian corporatism by the involvement of interest groups in public committees, councils, and commissions. Corporatism in relation to the preparation of policy has gone down in all three Scandinavian countries whereas corporatism in implementation processes are more varied among the three countries.

    • Volunteer travel opportunities are more plentiful than ever and are now offered worldwide, with conservation projects being an increasingly popular choice. Some of the emerging questions in this field are concerned with the effective communication of these opportunities to young people. One theory that could guide the creation of these persuasive campaigns for conservation volunteering is regulatory focus theory. By adopting this theory, we reveal yet another possibility for understanding motivations of conservation volunteers. Results of the experiment suggest promotion messages are better received (more persuasive) because they induce expectations in line with general view of conservation volunteering as a hedonic experience. Moreover, this study is the first one of its kind to show this important effect of environmental attitudes on individuals' responses to promotional messages about conservation volunteering travel.

    • Previous research has shown that experiential knowledge plays an important role for service user movements and has also discussed ambiguities in the definition of this type of knowledge. This study contributes to clarifying how experiential knowledge is understood within the service user movement. Through semi-structured interviews, it explores how Swedish mental health service user organisations (MHSUOs) and service user entrepreneurs (SUEs) regard the role of experiential knowledge for their endeavours. The study shows that SUEs and MHSUOs view experiential knowledge as complementary to established medical and expert knowledge. Both groups further reflect on the functions of individual and collective dimensions of experiential knowledge. Emotions are important in conveying experiential knowledge, although emotional commitment can be short-lived. The study discusses challenges for SUEs and MHSUOs in developing strategies to manage risks tied to strategic essentialism, and also in maintaining a critical standpoint towards established service providers.

    • By applying the concept of participatory spaces, this article maps and analyzes current research on mental health service user organizations (MHSUOs). We have analyzed research literature from 2006 to 2016 to examine how the role of and challenges facing MHSUOs are formulated in the post-deinstitutional era. The current situation is marked by MHSUOs parallel presence in invited, claimed and popular spaces for participation. The post-deinstitutional era is characterized by a shift in focus from gaining access to such participatory spaces, to critically examining the political opportunities available in these. We further argue that the dominance of psychiatry-specific spaces could prevent MHSUOs from fully exploring their potential for participation in broader social issues.

    • The article argues that in Denmark during the past 150 years, moral elites have been central in settling paradoxes within social policy by developing ‘classifications’ of citizens and sectors: who are deserving of help and what sector (public or third) should provide care. Contrary to widely held beliefs, historically, there is no logical or practical connection between ‘more deserving’ and ‘state support’. Theoretically, the article integrates elite scholarship and cultural sociology in developing a concept of moral elites’ power from—their sources of moral authority—and power to, the way that they have used their power to classify citizens and sectors. Empirically, the Danish moral elite and its involvement in social policy are analyzed based on secondary as well as primary historical sources. Findings: The development of the Danish moral elite has roots in the administrators of the nineteenth-century absolutist state: the clergy, medical doctors, and lawyers. Educational resources and state affiliation continue to be central to moral elite status. Economists have ascended to the top of the moral elite, while clergymen have dropped out. Three major classifications were developed during the period. ‘Help to self-help’ (late nineteenth century): deserving poor should receive help from private charity, while the public system should deter and discipline. ‘Rights’ (mid-twentieth century): the state should care for all, philanthropy mostly considered stigmatizing. ‘Workfare’ (late twentieth century to present): citizens are considered deserving as long as they are ‘active’, and sectors are considered equal in providing for citizens as long as they reach the economistic goal of activation.

    • This paper investigates the repertoire of organizational forms in Western societies in order to assess the nonprofit sector's distinctiveness. A repertoire of six different ideal type constructs is presented adding to and reformulating existing theories, which have primarily focused on the "market" and the "firm." This new extended theoretical platform builds both on theories discussing market, organization, and governmental "failures" and on approaches where homo economicus is replaced by homo complexicus and transactions by interactions. This effort aims at making the nonprofit (or voluntary) sector in society both more visible and theoretically substantiated. At the end of this paper, the theoretical framework is applied by analyzing empirical nonprofit organizations. Cet article répertorie les formes organisationnelles, qui existent dans les sociétés occidentales. Six constructions idéales type différentes sont répertoriées à partir d'une reformulation des théories existantes, qui—en premier lieu-se sont centrées sur le «marché» et la «firme». Cette nouvelle plate-forme théorique est construite à la fois à partir des théories traitant du marché, de l'organisation, de «l'impuissance» des gouvernements et des approches dans lesquelles l'homo economicus est remplacé par l'homo complexicus et les transactions par les interactions. In the newpolicy of "good governance" that proposes progress regarding development and democracy in parallelin the developing countries, civil society is often represented by nongovernmental organisations(NGOs).This paper bases its arguments primarily on theories in relation to the role of civil society with regardto development and democracy to raise concerns about current policy trends of "good governance" inthe general context of developing countries with main focus on Africa. The concerns are substantiatedby empirical verification through a review of literature. The paper concludes that NGOs are unlikely tohave the strength to either promote development or foster democracy.

    • The aim of this study is to understand how a new nationwide nonprofit organization, Victim Support Sweden (VSS), emerged in just a few years without public or political demand. In this qualitative study, we reconstruct and follow the first years of the organization. The study is based on a content analysis of VSS’s archival documents from 1988 to 1992 and retrospective interviews with key persons. The results acknowledge the power of entrepreneurs in establishing the organization. The entrepreneurs used their skills, engagement, and backgrounds to “make sense” of the organization, even though there were no crime victims calling for support. They combined logics from adjacent fields and created a specific new “victim support logic.” Thereafter, the logic spread quickly through the entrepreneurs’ lobbying of politicians and education of local victim support volunteers.

    • This article compares results from a study of service quality in cooperative and municipal preschools. The parent cooperative and municipal childcare represents two different schools of thought with regard to service quality. The municipal services have a strong tradition of professionalism in which user participation is not allowed to interfere with the qualified work performed by trained professionals. The parent cooperatives have another tradition in which service quality is developed in a dialogue between users and staff while they co-produce the services together. The former tradition is the dominant one in the Swedish welfare state while the latter is an exception. The conclusion of the article is that service quality is better in the parent cooperative childcare in spite of the widespread assumption in Sweden that service quality is close to synonymous with professionalism.

    • The aim of the present study is to investigate the potential link between religious participation and civic engagement in Sweden. Religious participation probably plays a different role in a secular context compared to a context where religion and politics are more intertwined. First, do those who regularly attend religious services in Sweden volunteer and participate in charitable giving more often compared with those who do not? Second, are those who regularly attend religious services more, or less, politically active between elections compared with those who do not in Sweden? Third, do those who regularly attend religious services in Sweden receive more requests to volunteer than those who do not? The study uses survey data on volunteering from random samples of individuals in Sweden. Results showed that volunteering was limited to a restricted group of organizations. There is a higher propensity among those who regularly attend religious services to volunteer within political parties. Those who frequently attend church were significantly more often requested to volunteer by someone else.

    • A cornerstone of democracy is the capacity of citizens to influence political decisions either through elections or by making their will known in the periods between elections. The aim of the present study is twofold: (1) to explore what factors inherent of the voluntary associations that determine the perceived success in their attempts to influence policy and (2) to investigate what role the composition of the local government have on the perceived success. This study is based on a survey conducted among 404 local voluntary associations in four different municipalities in Sweden. The results show that the frequency contacts influence perceived success positively, while the level of civic engagement of the voluntary associations affected the perceived success negatively. Having a heterogeneous local government also contributed positively to the perceived success to influence policy.

    • Several challenges, external and internal, to the identity and position of civil society organizations exist today. Organizations may be tempted or coerced into closer cooperation with the state. There are also incentives to become more market oriented. This article deals with such struggles in Swedish study associations and how these organizations attempt to gain legitimacy. The tradition of the organization is an important legitimating aspect and so is efficiency. These two aspects can complement each other but may also collide. The article demonstrates how civil society organizations handle an influx of market logics and trends of professionalization when these clash with a civil society identity. The findings indicate that different isomorphic processes are at work. Cultural resources are used to handle conflicting myths, leading to varied discursive strategies and incidences of decoupling.

    • The presence of an elite group in civil society elicits a discursive friction between the long-standing normative understanding of civil society, acting as a check on government overreach and autocratic tendencies, and elite theories. Robert Michels’s iron law of oligarchy posits that as individuals rise in the ranks to become organizational leaders, they begin to take on elite attributes, and their priorities align with those of other elites and away from those of their constituents. Michels’s argument echoes with today’s populist anti-elitist rhetoric and the way populism rejects any intermediary bodies between the people and the political leaders, including interest organizations in civil society. As an attempt to empirically probe this theoretical tension, this paper explores satisfaction with the way democracy is working among the top-level leaders of the most well-resourced national-level civil society organizations in Sweden and in the UK, drawing on a survey study conducted in 2020–21.

    • AIM: To describe the relief of symptoms and improvement in Quality of Life (QoL) 5 years after coronary artery bypass grafting (CABG) in relation to preoperative ejection fraction (EF). METHODS: Patients who underwent CABG between 1988 and 1991 in western Sweden were approached with an inquiry prior to surgery and 5 years after the operation. Quality of Life was estimated with three different instruments: Physical activity score, Nottingham Health Profile and Psychological General Well-being Index. RESULTS: Among all patients who underwent CABG (n = 1904) the 5-year mortality rate was 27% in those with EF < 0.40 and 12% in those with EF > or = 0.40 (p < 0.0001). In all, 849 patients, of whom 58 (7%) had EF < 0.40 participated in the evaluation. Neither physical activity, symptoms of chest pain, dyspnea nor any indices of QoL were significantly associated with preoperative EF. Improvement in physical activity, symptoms of chest pain and dyspnea and various estimates of QoL appeared similar and marked regardless of preoperative EF. CONCLUSION: Among survivors there was no association between preoperative EF and symptoms or various estimates of QoL 5 years after CABG. Improvement in symptoms and QoL were not dependent on preoperative EF.
