Strategic narratives and US military bases in Japan: How ‘deterrence’ makes the Marine base on Okinawa ‘indispensable’

- Governed directly by the US from the Battle of Okinawa in 1945 until its reversion to Japan in 1972, the island of Okinawa hosts the majority of US military bases in Japan despite comprising only a fraction of a percent of the total land area. The central government in Tokyo has refused to countenance revision of the status quo in the face of increasing local opposition, including mass protests and the election of anti-base politicians at the local, prefectural and national level. The relocation of the controversial Marine base at Futenma to Henoko in the north of the island, has become the locus of opposition in recent years. Activists, local media and local politicians call for it to be relocated outside Okinawa to reduce the burden on the prefecture, while the central government, conservative national media and the US maintain that the current relocation plan must be implemented – to do otherwise would undermine deterrence. This article analyses the projection of the deterrence strategic narrative in the conservative Japanese media. The first section locates the concept of strategic narratives in a discursive epistemology, and highlights the importance of discursively empowered actors, before placing the newspapers in the broader context of the Japanese media environment, which differs from that of other highly developed countries in the way it empowers traditional actors. The main section of the article then traces the development of the narrative from the late 1990s, analysing how it discursively links the Marines’ presence with the ‘China threat’, and how it renders those who question the narrative as naïve, or even dangerous, for potentially undermining the Japan–US alliance and thus the security of all Japan. The article concludes by assessing the effects of the narrative, including potential unintended consequences for deterrence in the long run.

Temperature-corrected spectroscopic evaluation method for gas concentration monitoring

- Combustion exhaust monitoring was simulated by measurement on a sulfur dioxide flow at different temperatures using broadband absorption spectroscopy and electrochemical analysis. A linear relationship with varying rates of slope for different temperatures was found between the gas concentrations obtained using the two methods, attributed to the influence of gas volume increase and absorption line broadening. By utilizing the differential absorption at an on/off pair combined with an experimentally determined temperature correction coefficient, the sulfur dioxide concentration was evaluated with the spectroscopic method yielding a measurement precision of 4%.

- We report on the ongoing commissioning of the Double ElectroStatic Ion Ring ExpEriment, DESIREE, at Stockholm University. Beams of atomic carbon anions (C-) and smaller carbon anion molecules (C-2(-), C-3(-), C-4(-) etc.) have been produced in a sputter ion source, accelerated to 10 keV or 20 keV, and stored successfully in the two electrostatic rings. The rings are enclosed in a common vacuum chamber cooled to below 13 Kelvin. The DESIREE facility allows for studies of internally relaxed single isolated atomic, molecular and cluster ions and for collision experiments between cat-and anions down to very low center-of-mass collision energies (meV scale). The total thermal load of the vacuum chamber at this temperature is measured to be 32 W. The decay rates of stored ion beams have two components: a non-exponential component caused by the space charge of the beam itself which dominates at early times and an exponential term from the neutralization of the beam in collisions with residual gas at later times. The residual gas limited storage lifetime of carbon anions in the symmetric ring is over seven minutes while the 1/e lifetime in the asymmetric ring is measured to be about 30 seconds. Although we aim to improve the storage in the second ring, the number of stored ions are now sufficient for many merged beams experiments with positive and negative ions requiring milliseconds to seconds ion storage.

- Geoengineering, i.e., the deliberate manipulation of the global climate using grand-scale technologies, poses new challenges in terms of environmental risks and human–nature relationships. Until recently, these technologies were considered science fiction, but they are now being reconsidered by researchers, leading to an emerging public debate. Our aim is to improve our understanding of the public discourse on geoengineering in mass media. We analyze 1500 articles published from 2005 to 2013, constructing four coherent storylines that represent most of the geoengineering advocacy in the public discourse in mass media. We scrutinize inconsistencies in this discourse and argue that geoengineering may be the first example of a grand-scale technology that in some important respects has clear postmodern tendencies: geoengineering advocacy, for example, is not based on objective truth claims of the natural sciences and does not promise a better world
