- The aim of this report is to illustrate by means of a series of case studies the implementation of mapping and assessment of forest ecosystem services in different contexts and geographical levels. Methodological aspects, data issues, approaches, limitations, gaps and further steps for improvement are analysed for providing good practices and decision making guidance. The EU initiative on Mappingand Assessment of Ecosystems and their Services (MAES), with the support of all Member States, contributes to improve the knowledge on ecosystem services. MAES is one of the building-block initiatives supporting the EU Biodiversity Strategy to 2020.

The importance of the heat and cooling sector is underlined in the EU energy policy initiatives. This emphasize the role of technologies based on renewable energy sources combined with highefficiency energy technologies, to meet the heat and cooling demand in Europe more sustainably in the future. In this context, the JRC led study, which was undertaken with two partners1, to identify the current best available technologies (BATs) which can contribute to improve the energy efficiency and reduce the CO2 emission in the heat and cooling market in the EU

- In order to fully understand the national potentials for cogeneration, it is essential to identify the existing and prospective demand of heat and cooling by sector. A study will be performed on a MS level to describe the demand of heat and cooling by different sectors (i.e. industrial, residential), demand types (different temperatures) and supply technologies. This work aims to analyze the current situation and future trends of heat and cooling demand in the EU, as well as, the use and availability of industrial. Within each sector the demand will be presented for different segments. The focus is to map the demand of heat and cooling on temperature intervals possible to be supplied by district heating, district cooling or CHP. In order to capture the characteristics of heat, heat is split into different types; space heating, warm water, cooking, and industrial heat. For cooling, space cooling is the main type applicable to district cooling

Integration methods for Marine Strategy Framework Directive’s biodiversity assessments

- This report reviews the integration methods for MSFD biodiversity assessments under Descriptor 1 for species that are not covered by the Habitats Directive and are not commercial fish assessed under Descriptor 3 and used in Descriptor 1 assessments. It was carried out by experts from the MSFD Biodiversity expert network, which is coordinated by the JRC. It constitutes a knowledge base to support MSFD Article 8 assessments by evaluating the methods to integrate assessments of species at different levels: i) criteria to species, ii) species to species group, and iii) species groups/species to ecosystem component. Real data and realistic estimates were used to provide a robust evaluation of the main MSFD integration approaches, i.e. one out all out, proportional method, averages, weighted averages, and conditional rules. Results show that integration methods have advantages and disadvantages depending on the level of integration, the species group (including threatened species), and the available indicators for primary and secondary criteria. Therefore, different scenarios are proposed and evaluated from criteria to ecosystem components, for fish and bird species groups. To conclude, a common integration approach is feasible, when it is based on the commonly agreed ecological impact of each D1 criterion to the species groups, and can be used in all regions.

Water Framework Directive Intercalibration Technical Report: Northern lake fish fauna ecological assessment methods

- One of the key actions identified by the Water Framework Directive (WFD; 2000/60/EC) is to develop ecological assessment tools and carry out a European intercalibration (IC) exercise. The aim of the Intercalibration is to ensure that the values assigned by each Member State to the good ecological class boundaries are consistent with the Directive’s generic description of these boundaries and comparable to the boundaries proposed by other MS. In total, 83 lake assessment methods were submitted for the 2nd phase of the WFD intercalibration (2008-2012) and 62 intercalibrated and included in the EC Decision on Intercalibration (EC 2013). The intercalibration was carried out in the 13 Lake Geographical Intercalibration Groups according to the ecoregion and biological quality element. In this report we describe how the intercalibration exercise has been carried out in the Northern Lake Fish fauna group.

Marine Strategy Framework Directive- Descriptor 2, Non-Indigenous Species : delivering solid recommendations for setting threshold values for non-indigenous species pressure on European seas

- Marine Non-Indigenous Species (NIS)are animals and plants introduced accidently or deliberately into the European seas, originating from other seas of the globe. About 800 marine non-indigenous species (NIS)currently occurin the European Union national marine waters, several of which have negative impacts on marine ecosystem services and biodiversity. Under the Marine Strategy Framework Directive (MSFD) Descriptor 2 (D2), EU Member States(MSs)need toconsider NIS in their marine management strategies. The Descriptor D2 includes one primary criterion (D2C1: new NIS introductions),and two secondary criteria (D2C2and D2C3). The D2 implementation is characterized by a number of issues and uncertaintieswhich can beapplicable to the Descriptor level (e.g. geographical unit of assessment, assessment period, phytoplanktonic, parasitic, oligohaline NIS, etc.), to the primary criterion D2C1 level (e.g. threshold values, cryptogenic, questionable species, etc), and to the secondary criteria D2C2 and D2C3. The current report tackles these issues and provides practical recommendations aiming at a smoother and more efficient implementation of D2 and its criteria at EU level. They constitute a solid operational output whichcan result in more comparable D2 assessments among MSsand MSFD regions/subregions. When it comes to the policy-side, the current report callsfor a number of different categories of NIS to be reported in D2 assessments, pointing the need for the species to be labelled/categorised appropriately in the MSFD reporting by the MSs.These suggestions are proposed to be communicated to the MSFD WorkingGroup of Good Environmental Status (GES)and subsequently to the Marine Strategy Coordination Group (MSCG) of MSFD. Moreover, they can serve as an input for revising the Art. 8 Guidelines.

A total of 16 fish stocks were considered and 15 were fully evaluated. The EWG reports age based assessments, target Fs, with short term forecasts for 9 stocks of the remaining 6 stocks, four of these do not have short term forecasts as he assessments are not suitable, and one is given ICES category 3 advice. The content of the report gives the STECF terms of reference; the basis of the evaluations; assessments, summaries of state of stock and advised catch or F based on either the MSY approach for assessed stocks and category 3 based advice for those without assessments. The report contains the full stock assessment reports for the 14 assessments, the exploration of assessments and category 3 evaluations for the remaining stock. The report also contains the STECF observations and conclusions on the assessment report. These conclusions come from the STECF Plenary meeting November 2022.

A total of 20 fish stocks considered. Nine stocks were evaluated by means of a statistical catch at age (SCAA) model (a4a). Due to the lack of survey information in 2022, five stocks were evaluated through a catch weight projection and short-term forecast. The methodological approach is described in the last part of this Executive Summary, and in the Report. In 2022, indexbased advice was given for three stocks (ARA8-9-10-11 and NEP11 on two years basis while for MUT 10 just for one year), and they were re-evaluated by EWG 23-09. The advice for ARA8-9-10-11 and NEP11 have been confirmed while for MUT 10 the missing index information led the group to consider downgrading the advice from an index-based one to a catch only advice approach (ICES Category 5). Two stocks for which the index-based advice provided in 2021 (2 years advice) have been evaluated again looking for a plausible fully analytical assessment. None of the model setting tried was able to provide acceptable results, therefore a biomass index-based advice is given again. The content of the report gives the STECF terms of reference; the basis of the evaluations; assessments, reference point calculations; summaries of state of stock and advised catch or F based on either the MSY approach for assessed stocks and category 3 and 5 based advice for those without assessments.
