  • Scientific evidence on the political impact of the Sustainable Development Goals

    • In 2015, the United Nations agreed on 17 Sustainable Development Goals as the central normative framework for sustainable development worldwide. The effectiveness of governing by such broad global goals, however, remains uncertain, and we lack comprehensive meta-studies that assess the political impact of the goals across countries and globally. We present here condensed evidence from an analysis of over 3,000 scientific studies on the Sustainable Development Goals published between 2016 and April 2021. Our findings suggests that the goals have had some political impact on institutions and policies, from local to global governance. This impact has been largely discursive, affecting the way actors understand and communicate about sustainable development. More profound normative and institutional impact, from legislative action to changing resource allocation, remains rare. We conclude that the scientific evidence suggests only limited transformative political impact of the Sustainable Development Goals thus far.

    • Securing well-being and building resilience in response to shocks are often viewed as key goals of sustainable development. Here, we present an overview of the latest published evidence, as well as the consensus of a diverse group of scientists and practitioners drawn from a structured analytical review and deliberative workshop process. We argue that resilience and well-being are related in complex ways, but in their applications in practice they are often assumed to be synergistic. Although theoretically compatible, evidence we present here shows that they may in fact work against each other. This has important implications for policy.

  • Quantifying Earth system interactions for sustainable food production via expert elicitation

    • Several safe boundaries of critical Earth system processes have already been crossed due to human perturbations; not accounting for their interactions may further narrow the safe operating space for humanity. Using expert knowledge elicitation, we explored interactions among seven variables representing Earth system processes relevant to food production, identifying many interactions little explored in Earth system literature. We found that green water and land system change affect other Earth system processes strongly, while land, freshwater and ocean components of biosphere integrity are the most impacted by other Earth system processes, most notably blue water and biogeochemical flows. We also mapped a complex network of mechanisms mediating these interactions and created a future research prioritization scheme based on interaction strengths and existing knowledge gaps. Our study improves the understanding of Earth system interactions, with sustainability implications including improved Earth system modelling and more explicit biophysical limits for future food production.

    • The integrated nature of the Sustainable Development Goals (SDGs) presents a challenge to implementing the 2030 Agenda. Analytical methods to support decision-makers are often developed without explicitly incorporating decision-makers’ views and experience. Here, we investigate whether existing methods are fit-for-purpose in supporting decision-makers at national and subnational levels. We identify prominent methods for SDG interaction analysis, which we then evaluate by engaging directly (via a survey and interviews) with method developers and decision-makers in Sweden. We find that decision-makers prioritize methods that are simple and flexible to apply and able to provide directly actionable and understandable results. They are less concerned with the accuracy, precision, completeness or quantitative nature of the knowledge. Prominent categories of methods include self-assessment, expert judgement, literature-based, statistical analyses and modelling. Interviewed decision-makers consider these methods in line with the features prioritized in the survey but highlight low performance on features they value highly, such as the extent to which results are actionable and overall ease of use. Methods developers have limited awareness of decision-makers’ priorities and requirements, so hindering methodological advancement. They should focus on the practical value of applications to support decision-makers, resource-constrained organizations and those seeking to evaluate multiple cases.

    • Scholars develop scenarios to identify the operational margins of system Earth, but focus less on how decisions are made that affect the system one way or another. Strategy games can help increase the representation of human agency in scenario development, allowing for deliberation among diverse worldviews. While the scientific community documents environmental degradation and develops scenarios to identify the operational margins of system Earth, less attention is given to how decisions are made that steer the system in one direction or the other. We propose to use strategy games for this purpose, increasing the representation of human agency in scenario development and creating spaces for deliberation between different worldviews. Played by the right people, strategy games could help break free from established norms and support more transparent democratic dialogues, responding to the human and social limitations of current decision-making. The question is, who gets to play?

  • Long-term evidence for ecological intensification as a pathway to sustainable agriculture

    • Ecological intensification (EI) could help return agriculture into a ‘safe operating space’ for humanity. Using a novel application of meta-analysis to data from 30 long-term experiments from Europe and Africa (comprising 25,565 yield records), we investigated how field-scale EI practices interact with each other, and with N fertilizer and tillage, in their effects on long-term crop yields. Here we confirmed that EI practices (specifically, increasing crop diversity and adding fertility crops and organic matter) have generally positive effects on the yield of staple crops. However, we show that EI practices have a largely substitutive interaction with N fertilizer, so that EI practices substantially increase yield at low N fertilizer doses but have minimal or no effect on yield at high N fertilizer doses. EI practices had comparable effects across different tillage intensities, and reducing tillage did not strongly affect yields. © 2022, The Author(s)

  • Assessing placement bias of the global river gauge network

    • Hydrologic data collected from river gauges inform critical decisions for allocating water resources, conserving ecosystems and predicting the occurrence of droughts and floods. The current global river gauge network is biased towards large, perennial rivers, and strategic adaptations are needed to capture the full scope of rivers on Earth.Knowing where and when rivers flow is paramount to managing freshwater ecosystems. Yet stream gauging stations are distributed sparsely across rivers globally and may not capture the diversity of fluvial network properties and anthropogenic influences. Here we evaluate the placement bias of a global stream gauge dataset on its representation of socioecological, hydrologic, climatic and physiographic diversity of rivers. We find that gauges are located disproportionally in large, perennial rivers draining more human-occupied watersheds. Gauges are sparsely distributed in protected areas and rivers characterized by non-perennial flow regimes, both of which are critical to freshwater conservation and water security concerns. Disparities between the geography of the global gauging network and the broad diversity of streams and rivers weakens our ability to understand critical hydrologic processes and make informed water-management and policy decisions. Our findings underscore the need to address current gauge placement biases by investing in and prioritizing the installation of new gauging stations, embracing alternative water-monitoring strategies, advancing innovation in hydrologic modelling, and increasing accessibility of local and regional gauging data to support human responses to water challenges, both today and in the future.

  • The contributions of resilience to reshaping sustainable development

    • We review the past decade’s widespread application of resilience science in sustainable development practice and examine whether and how resilience is reshaping this practice to better engage in complex contexts. We analyse six shifts in practice: from capitals to capacities, from objects to relations, from outcomes to processes, from closed to open systems, from generic interventions to context sensitivity, and from linear to complex causality. Innovative complexity-oriented practices have emerged, but dominant applications diverge substantially from the science, including its theoretical and methodological orientations. We highlight aspects of the six shifts that are proving challenging in practice and what is required from sustainability science.

    • Over a million species face extinction, highlighting the urgent need for conservation policies that maximize the protection of biodiversity to sustain its manifold contributions to people’s lives. Here we present a novel framework for spatial conservation prioritization based on reinforcement learning that consistently outperforms available state-of-the-art software using simulated and empirical data. Our methodology, conservation area prioritization through artificial intelligence (CAPTAIN), quantifies the trade-off between the costs and benefits of area and biodiversity protection, allowing the exploration of multiple biodiversity metrics. Under a limited budget, our model protects significantly more species from extinction than areas selected randomly or naively (such as based on species richness). CAPTAIN achieves substantially better solutions with empirical data than alternative software, meeting conservation targets more reliably and generating more interpretable prioritization maps. Regular biodiversity monitoring, even with a degree of inaccuracy characteristic of citizen science surveys, further improves biodiversity outcomes. Artificial intelligence holds great promise for improving the conservation and sustainable use of biological and ecosystem values in a rapidly changing and resource-limited world.

  • Punishment institutions selected and sustained through voting and learning

    • In virtually all human societies, the sustained provision of public goods is enforced through punishment. This can happen, for example, via a legal system (formal punishment institutions) or individual-level reciprocity (informal punishment institutions). However, targeting and enforcement of punishment is usually costly, leaving a permanent temptation for individuals to avoid the costs. Here, we show that costly punishment institutions can be adopted through voting and learning but suffer an existential threat if the decision-making process to implement the punishment institution is not aligned with the scale of the public good, creating unavoidable free-riding incentives. We design a model where individuals vote in favour of or against the institution, either with their feet or group vote, to govern public goods at different scales. Learning occurs through the accumulation of one's experiences and observations of other members in the population, but it may be limited due to memory and information constraints. We show-across scales of the decision-making process and public good-under which conditions punishment institutions are adopted and promote cooperation. Using a meta-study approach, we compare the model to existing experimental results, which largely confirm the key results of the model.

  • Insect pest management with sex pheromone precursors from engineered oilseed plants

    • Pheromones have become an environmentally friendly alternative to conventional insecticides for pest control. Most current pheromone-based pest control products target lepidopteran pests of high-value crops, as today’s manufacturing processes cannot yet produce pheromones at low enough costs to enable their use for lower-value crops, especially commodity crops. Camelina sativa seeds genetically modified to express (Z)-11-hexadecenoic acid, a sex pheromone precursor of several moth species, provided the oil from which the precursor was isolated, purified and transformed into the final pheromone. Trap lures containing this pheromone were then assessed for their capacity to manage moth pests in the field. Plant-derived pheromone lures proved equally effective as synthetic pheromone lures in monitoring the diamondback moth, Plutella xylostella, in cabbage and disrupting mating of cotton bollworm, Helicoverpa armigera, in common bean fields. Our study demonstrates the biological efficacy and economic feasibility of pheromone production in plant factories by metabolic engineering of an oilseed crop.
