  • LOCALIZATION AND BROADBAND FOLLOW-UP OF THE GRAVITATIONAL-WAVE TRANSIENT GW 150914

    • A gravitational-wave (GW) transient was identified in data recorded by the Advanced Laser Interferometer Gravitational-wave Observatory (LIGO) detectors on 2015 September 14. The event, initially designated G184098 and later given the name GW150914, is described in detail elsewhere. By prior arrangement, preliminary estimates of the time, significance, and sky location of the event were shared with 63 teams of observers covering radio, optical, near-infrared, X-ray, and gamma-ray wavelengths with ground- and space-based facilities. In this Letter we describe the low-latency analysis of the GW data and present the sky localization of the first observed compact binary merger. We summarize the follow-up observations reported by 25 teams via private Gamma-ray Coordinates Network circulars, giving an overview of the participating facilities, the GW sky localization coverage, the timeline, and depth of the observations. As this event turned out to be a binary black hole merger, there is little expectation of a detectable electromagnetic (EM) signature. Nevertheless, this first broadband campaign to search for a counterpart of an Advanced LIGO source represents a milestone and highlights the broad capabilities of the transient astronomy community and the observing strategies that have been developed to pursue neutron star binary merger events. Detailed investigations of the EM data and results of the EM follow-up campaign are being disseminated in papers by the individual teams.

    • This Supplement provides supporting material for Abbott et al. (2016a). We briefly summarize past electromagnetic (EM) follow-up efforts as well as the organization and policy of the current EM follow-up program. We compare the four probability sky maps produced for the gravitational-wave transient GW150914, and provide additional details of the EM follow-up observations that were performed in the different bands.

    • Transects covering 90 km inan area south of Linköping in the province of Östergötland, SE Sweden, were relocated and reinventoried in 2013 using the same methodology as in the first national forest inventory of 1927. Data for land-use, forest type and species-specific tree sizes were obtained and compared with values from 1927. The results show that arable fields and pastures have decreased, while forests and areas covered by roads etc. have increased considerably. Picea abies has increased more than Pinus sylvestris. The reasons for the changes are discussed.

    • Physical telerehabilitation services over the Internet allow physiotherapists to engage in remote consultation with patients at their homes, improving the quality of care and reducing costs. Traditional visual approaches, such as webcams and videophones, are limited in terms of precision of assessment and support for assistance with exercises. In this paper, we present a Physical Telerehabilitation System (PTS) that enhances video interaction with IoT technology to monitor the position of the body of patients in space and provide smart data to physiotherapists and users. We give an overview of the architecture of the PTS and evaluate (i) its usability based on a number of interviews and focus groups with stakeholders, and (ii) its technical efficiency based on a series of measurements. From this evaluation, we derive a number of challenges for further improvement of the PTS and outline a possible solution based on a microservices architecture.

  • Start Spreading the News: A Comparative Experiment on the Effects of Populist Communication on Political Engagement in Sixteen European Countries

    • Although populist communication has become pervasive throughout Europe, many important questions on its political consequences remain unanswered. First, previous research has neglected the differential effects of populist communication on the Left and Right. Second, internationally comparative studies are missing. Finally, previous research mostly studied attitudinal outcomes, neglecting behavioral effects. To address these key issues, this paper draws on a unique, extensive, and comparative experiment in sixteen European countries (N = 15,412) to test the effects of populist communication on political engagement. The findings show that anti-elitist populism has the strongest mobilizing effects, and anti-immigrant messages have the strongest demobilizing effects. Moreover, national conditions such as the level of unemployment and the electoral success of the populist Left and Right condition the impact of populist communication. These findings provide important insights into the persuasiveness of populist messages spread throughout the European continent.

  • Exploring User Participation Practice in Public E-Service Development : Why, How and in Whose Interest?

    • User participation is seen as an important enabler for successful public e-service development. However, at the same time development of public e-services is still often characterised by an internal government perspective with little consideration for external users’ perspectives. This paper challenges the overly positive attitude that is surrounding user participation in e-government research. The paper aims to illustrate and problematize various aspects that influence why, how, and in whose interest user participation is conducted in public e-service development. First, via a literature review, we identify a set of dimensions for critically exploring how, why, and in whose interest user participation is conducted in public e-service development projects. Second, we use these dimensions in order to characterise and analyse three empirical public e-service development cases in order to test the utility, usefulness, and feasibility of the identified dimensions. Our findings highlight the importance of questioning and elaborating on the motives behind user participation (the why) in public e-service development. We also identify two basic forms of how user participation is addressed in public e-service development projects: 1) veneered participation, and 2) ad-hoc participation. Furthermore, we argue that any decisions made regarding user participation in public e-service development should be based on conscious and informed choices concerning why user participation is needed and what it may bring for different stakeholders and their interests.

    • For the last decade e-government research has underlined the importance of an external user perspective in public e-service development and there have been numerous attempts to provide guidance and directions for government agencies in this matter. Individual research studies show little progress in this matter, but a more generalisable picture of the current state of external user inclusion is missing. The aim of this paper is to provide a better and more generalisable understanding of Swedish government agencies’ current practice of external user inclusion in public e-service development. In order to do so, we have interviewed Swedish government agencies regarding their perceptions on external user inclusion. Our findings show mixed results regarding attitudes towards and current practice of external user inclusion. It is clear that organisational size and previous experience of public e-service development matter. At the same time challenges such as a general lack of resurces and a lack of time are seen as general barriers, regardless of agency level and size.

    • E-services hold the potential to innovate how the public sector operates, and to increase the transparencyof public services. Numerous research initiatives have illustrated the innovation power of eservices;with new technology and new solutions to existing problems. Research on this topic also emphasizesthat in order for public e-services to reach their full potential, they need to be designed in away that users find useful and beneficiary. Interestingly, in practice, only fragments of this claimedinnovation seem to take place. Today, most public e-services launched are merely electronic versionsof existing services with no, or very low, degree of innovation. In this paper, we analyse empirical datafrom local government e-service providers. The aim is to explore the current practices in local governmente-service development with respect to how aspects related to innovative and high quality serviceprovisioning are handled. In doing so, we analyse what basic motivators there are for local governmentsto offer e-services in the first place, and how such motivators influence innovation in localgovernment e-service development. The analysis concludes that local governments are facing a challengingsituation in terms of a general lack of resources regarding time, competence, and skills, aswell as a dispersed user segment where needs and wills often are hard to grasp. Furthermore, localgovernments are facing conflicting interests and agendas. At the end of the day, the heights of innovationare then hard to achieve. We call for further research on the applicability of previous researchfindings in other research areas in order to promote more innovative e-service provisioning.

    • Objective: The aging brain undergoes several changes, including reduced vascular, structural, and dopamine (DA) system integrity. Such brain changes have been associated with age‐related cognitive deficits. However, their relative importance, interrelations, and links to risk factors remain elusive.Methods: The present work used magnetic resonance imaging and positron emission tomography with 11C‐raclopride to jointly examine vascular parameters (white‐matter lesions and perfusion), DA D2‐receptor availability, brain structure, and cognitive performance in healthy older adults (n = 181, age: 64–68 years) from the Cognition, Brain, and Aging (COBRA) study.Results: Covariance was found among several brain indicators, where top predictors of cognitive performance included caudate and hippocampal integrity (D2DR availability and volumes), and cortical blood flow and regional volumes. White‐matter lesion burden was negatively correlated with caudate DA D2‐receptor availability and white‐matter microstructure. Compared to individuals with smaller lesions, individuals with confluent lesions (exceeding 20 mm in diameter) had reductions in cortical and hippocampal perfusion, striatal and hippocampal D2‐receptor availability, white‐matter microstructure, and reduced performance on tests of episodic memory, sequence learning, and processing speed. Higher cardiovascular risk as assessed by treatment for hypertension, systolic blood pressure, overweight, and smoking was associated with lower frontal cortical perfusion, lower putaminal D2DR availability, smaller grey‐matter volumes, a larger number of white‐matter lesions, and lower episodic memory performance.Interpretation: Taken together, these findings suggest that reduced cardiovascular health is associated with poorer status for brain variables that are central to age‐sensitive cognitive functions, with emphasis on DA integrity.

    • This paper surveys work on ecosystems and open innovation of systems in the context of software engineering for embedded systems. The primary research goal is to develop a research agenda based on the topics identified within the research publications on the topic. The agenda is based on a systematic mapping study of 260 publications obtained from digital libraries and is influenced by a set of areas of interest, i.e., product lines, open source, third party, business models, open innovation, and strategy. The results from the study include analysis of the type of research conducted in the field, its origin and research contribution. The study identifies the need for more solutions to specific open innovation problems such as mapping business models to technical platforms; defining open ecosystem processes that foster open innovation; and improving how ecosystem players can leverage on tool support for open innovation. A direction for future research is also provided.
