    • Interest in Sweden, as in the other Nordic countries, for recreational fishing is widespread. About 35 % of adult Swedes fish for recreation. However, different regional patterns are evident concerning participation, attitudes towards the use of national resources and willingness-to-pay (WTP) for access to recreational fishing. One factor is to be found in the regional differences within Sweden: the population found in rural areas is generally more interested in fishing than people in urban areas. The recreational fishermen in the peripheral areas have, on the other hand, lower relative WTP for their fishing.Swedish recreational fisheries is based on roughly 10-20 % of the overall Swedish catch, while the yearly expenditure by recreational fishermen is about three times larger than the value derived from the commercial fisheries in Sweden. In a recent public survey, preservation and environmental issues concerning the overall fish stock was stressed, with the proposition of a general fishing fee in Sweden (long present in the other Nordic countries). The paper is based mainly on analysis of the Swedish component of a large Nordic survey. A comparison is also made with contemporary material from the official Swedish survey on recreational fisheries.

  • Housing as a social right : Implications for welfare state theory

    • The article contributes to two central and interrelated discourses in welfare state theory and housing policy. One concerns the meaning of a ‘right to housing’, and the other concerns the meaning of the dichotomy ‘universal’–‘selective’ in housing policy. The right to housing is best seen as a political ‘marker of concern’ pointing out housing as an area for welfare state policy. The more precise meaning of the idea is always defined socially, in a specific national context of relations between state, citizen, and markets in housing provision. Two alternative interpretations of a right to housing are suggested, each related to a certain logic of housing provision. In a selective housing policy, the state provides a ‘protected’ complement to the general housing market, and the right to housing implies some legalistic minimum rights for households of lesser means. In a universal housing policy, the state provides correctives to the general housing market in order to make housing available to all types of households, and the right to housing is best seen as a social right in Marshall’s meaning of an obligation of the state towards society as a whole. The concepts of ‘universal’ and ‘selective’ may be applied to either the political discourse or the social outcome of policies. Furthermore, they may refer to different political levels (e.g. welfare state level, sector level, and policy instrument level). If the dichotomy is not specified in those two respects, the distinction between a universal and a selective policy will always be seriously blurred.

    • Local Control and Collective Action. An Evaluation of Self-Management in the Municipal Housing Company Poseidon in Gothenburg. This report presents an evaluation over three years of a programme on ’local democracy and self-management’ in the municipal housing company Poseidon in Gothenburg. The point of departure is the assumption that a programme of this type has to offer both local control and individual motives for collective action if it is to be sustainable. Tenants must be able to influence housing conditions together, as well as to have some individual motivation to take part in the activities. The evaluation is based mainly on three data sources: (1) a questionnaire distributed to a random sample of 1400 tenants; (2) a number of questionnaires distributed to all tenants who are active in the self-management, all chair-persons in local tenants associations (LTAs) in Poseidon’s housing stock, and all Poseidon’s ’area hosts’, who are responsible for the local management of the estates; (3) intensive studies of the processes of self-management in seven local housing estates. Use has also been made of official and company statistics, earlier surveys, programmes, agreements, minutes and other documents, as well as interviews with key informants, observations from meetings and inspections in the estates. The report includes a comprehensive evaluation in terms of tenants’ local control and collective action and a number of special studies on particular themes and perspectives.By Autumn 2002 self-management had been established in all Poseidon’s districts and in a considerable share of the housing stock. The number of active tenants was estimated at 800–1000. They are organised in about 80, mainly informal and rather loosely defined groups. The ambitious programme aiming at considerable local decision-making proved to be unrealistic, and activities today are based on informal collaboration between local staff and active tenants, in a few cases formalised in ’estate associations’. Initially both the area hosts and the representatives of the local tenants movement were rather sceptical of the self-management, but both groups have gradually acquired a more positive attitude.At the time of the tenant questionnaire (January 2001) no more than one fourth of all tenants knew about the project, but since the knowledge was clearly better in those districts where activities were most developed, the share today is probably considerably higher, perhaps nearly 40 per cent. Ordinary tenants consider that most physical aspects of the outdoor environment has been improved, in particular the care of plants and lawns. In contrast they see only minor positive effects on social relations. Active tenants, LTA chair-persons and area hosts all judge that the self-management has had clear positive effects on the outdoor environment and on tenants’ influence, as well as on the social ties and general well-being among residents. Tenants, and not only active tenants, feel an improved sense of control over their housing conditions.A majority of the active tenants are women. While women have been engaged in all types of activities, men have primarily taken on physically demanding tasks. Tenants with foreign background are somewhat fewer among the active than their share of the population, but still they are better represented than usual in local housing activities. This may be due to the informal organisation and the orientation towards practical work. The self-management also seems to have stimulated a higher growth in commitment and sense of responsibility among tenants with foreign background than among those with Swedish background.The active tenants are on average 55 years old; the active women on average nine years younger than the active men. The share of age pensioners is high, and a large number of the somewhat younger activists are also without gainful employment. The active tenants take part in organisational and political life somewhat more than the population in general. Their prime mover is a ’norm of local utility’, i.e. a norm that prescribes that they take part if it would mean a positive contribution to the common good of their neighbourhood. Economic incentives are less prominent, and the participation of one’s neighbours is rarely seen as a prerequisite of taking part oneself. The tenants’ most important resources are time in and knowledge of the estate, and the work carried out comprises an important contribution to the management of Poseidon’s housing stock.The intensive studies – in most cases in housing estates with a relatively high level of activity – confirm this picture. They also make clear that the self-management activities are dominated by informally organised practical work outdoors. The case studies also show that the mode of interplay between active tenants and local staff is formed to a large extent by local conditions and traditions. The decentralised organisation of Poseidon’s housing management has been of particular importance to the actual influence of the tenants. The decentralisation of decision-making has made it meaningful to keep up a continuous and goal-oriented dialogue about the different issues that have been raised locally.The self-management has improved the outdoor environment and strengthened the ties between the active tenants as well as their identification with the estate. However, the effect on ecological issues has been limited, and so have the direct economic effects on housing management. Conflicts have been few and the informal conflict management has been on the whole successful. The absence of formally democratic elections, decision-making and accountability has sometimes been a problem when controversial issues have come up on the local agenda. Still many active tenants in the case-study estates are sceptical of introducing more formal procedures. By now the self-management has reached a certain degree of institutionalisation within the company. In contrast the prospects of institutionalisation among tenants still seem uncertain. The absence of democratic forms of decision-making could make it difficult to deal with issues about rents, periodic maintenance and repair, local rules of conduct, etc. A crucial condition for Poseidon’s self-management to be sustainable is that the positive attitudes of the company and the local staff will continue, another that a workable division of responsibility between the tenants association and the self-management can be developed. The most plausible scenario is a development towards a higher degree of differentiation. This would mean some estates without local collective action, other estates remaining on the current level of informal work on the outdoor environment, and still other moving towards formal local democracy and influence.

    • The effect of heat treatment on the IgE binding ability of ?-lactoglobulin, as pure protein or in whole milk, was studied by inhibition of IgE antibody binding using FEIA-CAP inhibition. A slight but significant decreased IgE binding was seen between unheated and heat-treated ?-lactoglobulin solution at 74 °C (IC50 = 2.03 and 3.59 ?g/mL, respectively, p = 0.032). A more pronounced decrease was found at 90 °C with an IC50 of 8.45 ?g/mL (p = 0.014). The inhibition of IgE binding of milk after heat treatment at 90 °C was also significantly decreased (p = 0.007). However, at all heat treatments, a similar total amount of IgE antibodies could be inhibited at a sufficiently high concentration of ?-lactoglobulin. The inhibiting ability of ?-lactoglobulin was significantly impaired in some fermented acidified milk products such as yogurt as compared to that in nonfermented milk (p < 0.001). There was only a small difference of IgE binding between the native forms of genetic variants A and B.

    • Purpose: We wanted to compare optic nerve head topography measurements and discrimination between normal and glaucomatous eyes with two entirely different three-dimensional optic disc imaging techniques, confocal scanning laser tomography (Heidelberg Retina Tomograph, Heidelberg Engineering) and raster tomography (Glaucoma-Scope, Ophthalmic Imaging Systems). Methods: Both eyes of 225 normal subjects and 229 eyes of 166 patients with glaucoma at different stages were imaged with the Heidelberg Retina Tomograph and the Glaucoma-Scope. Optics discs were analysed in 15°sectors around the circumference. Depth measurements were calibrated on objects with known dimensions. Results: We observed no significant differences in absolute measurements of maximum cup depth and cup area between the two instruments. We observed small differences in absolute measurements of disc anti rim area between the two instruments. Discrimination between normal and glaucomatous eyes was close to identical for the two instruments. Both instruments had the same ability to distinguish glaucomatous regional alterations of optic nerve head topography from normal disc configuration. Conclusion: Both instruments while using entirely different principles for three-dimensional optic disc imaging gave very similar results. This correspondence of results implies that the same optic disc parameters can be analysed, and the results interpreted similarly for both methods, and probably with other three-dimensional imaging instruments. It may also indicate that results of studies with one of the instruments have general validity.

    • Grounded in a rational choice perspective, this thesis tries to develop the study of network governance. The starting point is a puzzling pattern of local multi-organizational cooperation observed in official evaluation reports on urban neighbourhood renewal in Sweden. Although collaboration between social authorities, housing companies and tenants’ organizations repeatedly end in frustration over processes as well as outcomes, new cooperation efforts are continually implemented. That is, while the governance literature claims lack of cooperation to be the most important factor explaining policy failures and implementation deficits, Swedish urban renewal seems to be a case of repeated cooperation without progress and frustration without disintegration on the local level.Why is that? Is the phenomenon possible to explain without giving up the assumption that actors in local policy are more or less rational, given their aims and perceptions?An ideal type definition of network governance is suggested and a mechanism approach to network governance is outlined. Four cases of neighbourhood renewal over twenty years or more are analyzed from a rationalistic perspective. The first is an intensive case study based on primary data from minutes, informal meetings, in-depth interviews and official documents. This close analysis of one case is then combined with process analysis of three more cases based on secondary data.The final analysis is a rationalistic interpretation of repeated cooperation with frustration in the four cases. Although the key actors all have a preference for more cooperation, the four cases are characterized by an endless search for specific modes of cooperation. In terms of game theory this is interpreted as a problem of generosity or a “battle of the sexes” game. Hence the “negotiators dilemma” that informal networks are supposed to handle according to the theory, seems to repeat itself on the level of institutional design.

    • Background: No strawberry allergen has so far been identified and characterized. Methods: Serum samples were collected from patients with a suggestive case history of adverse reactions to strawberry and other fruits. Extracts from fresh and frozen strawberries were analysed by sodium dodecyl sulphate-polyacrylamide gel electrophoresis (SDS-PAGE), Western blotting and mass spectrometry. Patient blood samples were analysed for inhibition of IgE binding and basophil degranulation. Results: Several IgE-binding proteins could be detected. In more than half of the patient sera, a 20/18-kDa doublet band was observed in Western blotting. These two bands were excised and analysed by mass spectrometry showing the presence of proteins belonging to the Bet v 1 family of allergens. Inhibition of the IgE binding to the 20/18-kDa doublet was obtained by addition of two recombinantly expressed allergens belonging to the Bet v 1 family (Bet v 1 and Mal d 1) and strawberry protein extract. In a cell-based assay of patient blood samples, basophil degranulation could be induced by strawberry protein extract and by Bet v 1 and Mal d 1. Conclusions: We conclude that strawberry homologues to Bet v 1 may be allergens of importance for adverse reactions to strawberry.

  • Factors for glaucoma progression and the effect of treatment - The Early Manifest Glaucoma Trial

    • Objective: To assess factors for progression in the Early Manifest Glaucoma Trial (EMGT), including the effect of EMGT treatment. Setting/Participants: Two hundred fifty-five open-angle glaucoma patients randomized to argon laser trabeculoplasty plus topical betaxolol or no immediate treatment (129 treated; 126 controls) and followed up every 3 months. Methods: Progression was determined by perimetric and photographic optic disc criteria. Patient-based risk of progression was evaluated using Cox proportional hazard regression models and was expressed as hazard ratios (HR) with 95% confidence intervals (95% CI). Results: After 6 years, 53% of patients progressed. In multivariate analyses, progression risk was halved by treatment (HR=0.50; 95% CI, 0.35-0.71). Predictive baseline factors were higher intraocular pressure (IOP) (ie, the higher the baseline IOP, the higher the risk), exfoliation, and having both eyes eligible (each of the latter 2 factors doubled the risk), as well as worse mean deviation and older age. Progression risk decreased by about 10% with each millimeter of mercury of IOP reduction from baseline to the first follow-up visit (HR=0.90 per millimeter of mercury decrease; 95% CI, 0.86-0.94). The first IOP at that visit (3 months' follow-up) was also related to progression (HR=1.11 per millimeter of mercury higher; 95% CI, 1.06-1.17), as was the mean IOP at follow-up (HR=1.13 per millimeter of mercury higher; 95% CI, 1.07-1.19). The percent of patient follow-up visits with disc hemorrhages was also related to progression (HR=1.02 per percent higher; 95% CI, 1.01-1.03). No other factors were identified. Conclusions: Patients treated in the EMGT had half of the progression risk of control patients. The magnitude of initial IOP reduction was a major factor influencing outcome. Progression was also increased with higher baseline IOP, exfoliation, bilateral disease, worse mean deviation, and older age, as well as frequent disc hemorrhages during follow-up. Each higher (or lower) millimeter of mercury of IOP on follow-up was associated with an approximate 10% increased (or decreased) risk of progression.

    • Identification of neuroendocrine differentiation in tumours has important implications for prognosis and therapy. The aim of the present study was to evaluate monoclonal antibodies against synaptic vesicle protein 2 (SV2) as histopathological markers for neuroendocrine differentiation in tumours of the gastrointestinal tract and pancreas. Paraffin blocks from 211 gastrointestinal tumours were examined by immunocytochemistry, using a monoclonal antibody against SV2. Virtually all endocrine tumours of the gastrointestinal tract (11/11 gastric, 53/53 ileal, 16/21 appendiceal, and 22/22 rectal) and pancreas (24/24) were positively labelled. SV2 labelling was also demonstrated in gastrointestinal pacemaker cell tumours (8/8), while adenocarcinomas of the gastrointestinal tract and pancreas were negative, with the exception of occasional adenocarcinomas demonstrating weak SV2 labelling (stomach 1/22, rectum 1/29, and pancreas 0/21). Western blotting of tumour biopsies confirmed expression of SV2 in endocrine tumours of the gastrointestinal tract and pancreas. No relationship was observed between SV2 expression in tumours and hormone production or malignant potential. In conclusion, SV2 is expressed in neuroendocrine tumours of the gastrointestinal tract and pancreas, but not in non-endocrine tumours. The SV2 monoclonal antibody can therefore be used as a general marker for neuroendocrine differentiation in gastrointestinal and pancreatic tumours.
