    • Large-scale technological projects are born as visions among politicians and leaders of industry. For such visions to become real, they must be transformed from a virtual existence in the minds of their creators to a reality that can be accepted, even welcomed, by the public, not least by the communities who will become neighbors to those projects. Democracy implies that political decisions over the expenditure of public funds should answer not merely to the partial interests of stakeholders but should be accountable to the 'greater good' of society at large. Since a technological project materializes in what Latour calls a 'variable ontology-world', the greater good associated with it can be expected to be dynamic and shifting. The Hallandsås railway tunnel in southwestern Sweden illustrates how the very premises of the project's organizational logic have changed over time, the discourse of the greater good moving from an economical focus to an environmental one.

    • The risk communication (RC) field is dominated by the practical and normative sociotechnical aim of improving communication on risk (CR), especially from the viewpoint of regulatory agencies and government administrations. Despite some change of scope and orientation over the past 30 years, two theoretical ideas have persisted: the subjective - objective risk dichotomy and the transmission (also known as code) model of communication. This theoretical legacy makes context a blind spot in RC. The study of CR themes should consider (1) the socially constructed nature of risk and (2) communication as a situated social practice of information sharing. Results of a case study of public participation in a controversial railway tunnel project in the south of Sweden, offer lessons for future research pointing to crucial contextual dimensions of CR. It is argued that the variable ontology of risk, the constitutive nature of power relationships and the practical rationality of actors must be taken into account in research on the social CR.

    • Land-use and environmental planning typically involves diverse actors such as representatives of government authorities and administrations, special interest organisations, scientific experts, lawyers, stakeholders and concerned citizens. During the course of the planning process, communication is not limited to written documents. The Swedish Environmental Code also calls for public meetings and consultation efforts with stakeholders. Considering that public meetings have a prominent role in environmental planning, there is surprisingly little research on the form, content and development over time of face-to-face communication and social interaction taking place. This article addresses communication and interaction at public meetings concerning a facility siting project of considerable longevity - the building of a railway tunnel through the Hallandss in southern Sweden. Using data from participant observation of local public consultation meetings regarding the Hallandss railway tunnel through a period of several years, this paper analyses and discusses communication about environmental risk. The theoretical foundation derives from pragmatic communication theory, Niklas Luhmann's distinction between risk and hazard, and social anthropological theory on agency and conflict generation in communication.

    • Denna forskningsrapport redovisar hur tillsyn enligt 26 kapitlet miljöbalken utövas över miljöfarlig verksamhet vid fyra länsstyrelser. Undersökningen berör handlingsutrymme, strategier, inspektionsstil och uppfattning om yrkesrollen. Forskning om tillsyn inom miljöområdet har utförts i mycket begränsad omfattning. Naturvårdsverket har därför anlitat Centrum för forskning om offentlig sektor (CEFOS) vid Göteborgs Universitet för att studera hur inspektörer/ handläggare vid de operativa tillsynsmyndigheterna arbetar och uppfattar sin roll. Studierna har utförts i två steg. Denna rapport redovisar hur tillsyn enligt 26 kapitlet miljöbalken utövas över miljöfarlig verksamhet vid fyra länsstyrelser. Undersökningen bygger på intervjuer med 30 miljöskyddshandläggare och kretsar kring frågor som rör deras handlingsutrymme, handlingsstrategier, inspektionsstil och uppfattning om yrkesrollen. Tidigare kartlades kommunala miljöinspektörers tillsynsarbete. Resultaten publicerades i Naturvårdsverkets rapport 5369 maj 2004: Genomförande av tillsyn enligt miljöbalken, en intervjustudie om kommunala miljö- och hälsoskyddsinspektörers arbete vid inspektioner. Naturvårdsverket kommer att använda resultaten från de två studierna som en grund för fortsatta studier och kunskapsuppbyggnad inom området. Rapporterna är även av värde för beslutsfattare och handläggare vid tillsynsmyndigheter på lokal, regional och central nivå.

  • The risk/no-risk rhetoric of environmental impact assessments (EIA): The case of off-shore wind farms in Sweden

    • Risk is a key topic in the communication between developers of infrastructure projects, permit-granting authorities, and civil society. The nature of risk communication is contested among academics, however. Whereas some scholars conceive of risk communication as a matter of effectively communicating expert knowledge on factual matters to the public, others emphasize the role of symbolic construction and rhetoric. This article analyses how wind farm developers rhetorically construct risks in relation to the environmental impact assessment (EIA) for a proposed project. In Sweden, an EIA is a legally mandatory step in the application for an environmental permit. Our analysis is inspired by the New Rhetoric, the theory of argumentation developed by Perelman and Olbrechts-Tyteca (1958). It deals with the EIA for the Kriegers Flak project, the largest wind farm project granted an environmental permit in Scandinavia to date. We suggest that the authors of the EIA adopt a dual risk communication strategy; in the EIA they associate numerous risks to the project by identifying and cataloguing them; however, these risks are immediately disconnected from the project by being described as acceptable, manageable, negligible, or nonexistent. Although we draw from a single case study, we suggest that this paradoxical risk/no-risk dualism is characteristic of risk communication in EIAs, and we discuss some implications of such rhetoric of communication.

We discuss some implications of considering EIAs, not as accounts of reality, but as loci of production for this reality.

    • Research on risks has mainly been devoted to detailed analyses of such risks that are subject to public debate and policy decision making. However, many if not most of the risks that are now the subject of regulation were once neglected. Experts in conjunction with regulators have a crucial role in putting risks on the policy agenda. But what views do experts have on the matter of attention to risks? In order to answer this question risk assessment experts were asked to list the risks they considered to be over-emphasized, respectively neglected. Radiation risks constituted the largest category of risks reported to be over-emphasized. Other risks often reported to be over-emphasized included BSE, GMOs, amalgam, and air traffic. Lifestyle risks were the largest category of risks reported to be neglected. Other risks often listed as neglected included radon (as an exception within the radiation category), road traffic, socio-economic risks, energy production excluding nuclear power, and local accidents (including fires and workplace accidents). Risks mentioned about equally often as neglected and over-emphasized included chemicals and crime. There was a correlation between perceived risk and neglect: risks considered to be neglected were also judged as larger. For a comparison, the topics of articles in the journal Risk Analysis from 1991-2000 were categorized into the same risk categories that were used for the questionnaire. The risks most commonly treated in the journal (chemicals and cancer) coincided with the risks which experts in our survey considered to be overemphasized rather than neglected.
