  • Gender mainstreaming as feminist politics : A critical analysis of the pursuit of gender equality in Swedish local government

    • Gender mainstreaming is often described as a strategy to increase gender equality in states and other institutions and/or to make them more gender aware. It should however be considered a contested concept, and the aim of this thesis is to produce a critical perspective and empirical knowledge about whether, and if so how, gender mainstreaming contributes to a more (gender) equal society. The production of gender mainstreaming as gender equality policy is investigated, using both feminist new institutionalism and discourse theory.The study investigates whether, and if so how, gender mainstreaming is facilitating new public management by transforming the ambitions of feminist politics into a neoliberal strategy adapted for public administration.The case examined in this study is a local government gender mainstreaming project conducted in a municipality in Sweden. The case also includes vertical and horizontal outlooks and is categorized as a critical case. To study "what is not there" in the empirical material, the concepts of silences and silencing are used as both theoretical and methodological tools.The thesis shows that gender mainstreaming produces a gender equality policy that is disconnected from political parties, and that gender mainstreaming becomes a common good. This, I argue, produces a non-political politics, which includes a governing technique that privileges political consensus, articulated in terms of non-conflict and win-win.The thesis identifies a conflation between gender mainstreaming, as a strategy, with the policy objective of gender equality. Gender mainstreaming did not create space for addressing gender-based violence, or include the voice of the women’s movement, from which it can be concluded that gender mainstreaming does not contribute to feminist politics. This could have societal consequences and can influence, or even hinder, actual political change.

    • This article sets out to explore how Muslims in Sweden identify with and create social life in the place where they live, that is, in their neighbourhood, in their town/city and in Swedish society at large. In a paradoxical religious landscape that includes a strong Lutheran state church heritage and a Christian free-church tradition, in what is, nevertheless, a very secular society, Muslims may choose different strategies to express their faith, here roughly described as “retreatist,” “engaged” or “essentialist/antagonistic.” Focusing on a non-antagonistic, engaged stance, and drawing upon a combination of authors' interviews, and materials published in newspapers and on the Internet, we first bring to the fore arguments by Muslim leaders in favour of creating a Muslim identity with a Swedish brand, and second give some examples of local Muslim individuals, acting as everyday makers in their neighbourhood, town or city. Third, we also give attention to an aggressively negative Islamophobic stance expressed both in words and in physical violence in parts of Swedish society. In conclusion, we reflect upon the challenges and potentialities of an emotionally engaged, dialogue-orientated Muslim position facing antagonistic interpretations of Islam, and an ignorant, sometimes Islamophobic, environment.

    • 14. The workings of political discoursesDescription This section invites papers from the post-structuralist and anti/post-foundationalist approach to politics. Submissions may include case studies or theoretical work, or a combination of both. The papers may draw from a range of theoretical perspectives associated with the linguistic turn and poststructuralism (Foucault, Laclau, Mouffe, Derrida, Lacan, Rancière, Skinner, Freeden etc.).The aim of the workshop is to highlight the workings and contents of political discourses, ideologies, hegemonic projects etc, in their contingent struggles and conflicts over the meaning and content of central social and political issues. Papers may approach this question in a variety of directions. Theoretical questions could include for example the following: What is radical politics and/or democracy today? What is the (radical) political subject? Does populism constitute a specific political form? What, if anything makes discourses political? Are political ideologies and hegemonic projects constituted by demands, political concepts or something else?  Are there specific organisational forms – movements, the party form – linked to radical politics?Empirically we welcome analyses of political ideologies and projects all across the spectrum: local protests, new types of parties, to analysis of new forms of populism, Podemos and Syriza but also Putin, Trump and Sanders; global, glocal or national issues of climate change, political and institutional change, and questions of democracy. The language of the work-shop is in English.

  • Women’s educational pathways to political power in Sweden

    • Detta paper undersöker den svenska politiska elitens bildningsvägar ur ett makt- och genusperspektiv. Den svenska politiska eliten definieras här som riksdagsledamöter, statsråd och EU-parlamentariker. Till grund för undersökningen används registerdata för nominerade och valda från SCB för samtliga riksdags- och EU-parlamentsval sedan 1991 (det finns inga heltäckande uppgifter för valen dessförinnan). Materialet är en totalundersökning och innehåller bland annat uppgifter om partitillhörighet, ålder, kön, födelseort/land, bostadsort, länstillhörighet, högsta utbildning, inriktning på gymnasieutbildning, inriktning på högskolestudier hos de nominerade och förtroendevalda. Ett första syfte är här att ge en heltäckande bild av den svenska politiska elitens utbildningsbakgrund genom en statistisk kartläggning av vilka variationer som finns hos de nominerade och folkvalda med avseende på kön och utbildningsbakgrund, utbildningens inriktning, vilka framträdande utbildningsinstitutioner som dominerar och de variationer som finns geografiskt och mellan partierna. För det andra avser projekt att studera den politiska elitens föreställningar om betydelsen av bildning och utbildning för att kunna hävda sig i den politiska maktsfären. Detta för att spåra olika bildningsideal och utbildningsrelaterade diskurser och deras betydelse för den politiska elitens reproduktion. Till grund för den här andra delen av studien ligger ett 25-tal djupintervjuer med företrädare från samtliga riksdagspartier. Kvinnor har högskoleutbildning i högre grad än män i den svenska politiska eliten, något som vittnar om att män i den svenska politiska eliten har lättare att nå höga positioner genom andra meriter än formell utbildning.Sammantaget avser detta paper ge kunskap om vilka könade maktstrukturer och möjlighetsvillkor som kännetecknar svenska nominerade och folkvaldas utbildningsvägar. Studien ingår i ett större forskningsprojekt med titeln ”Utbildningsvägar till makten” som finansierats av Vetenskapsrådet.

  • The Art of Making Democratic Trouble : Four Art Events and Radical Democratic Theory

    • Heated debates and strong emotions occasionally arise in the public sphere in the wake of an art object. The interaction that follows becomes part of what we as citizens share in a democracy, with its particular conditions of political speech and democratic exchange. By studying four art events – that is, public contestations regarding art objects – formations of democratic and political subjectivities are highlighted, as well as the constitution of political speech. The analysis tracks the space of conflict that arises in the four chosen art events. The theoretical framework consists of poststructuralist conceptualizations of radical democracy, mainly those associated with Chantal Mouffe, Aletta Norval, and Jacques Rancière.In the analysis of the democratic and political work that takes place in the art events, a distinction is made between political and democratic dimensions. The political dimensions emphasize processes of politicization and depoliticization, as well as the formation of political subjects and voices. The democratic dimensions foreground the conditions of the exchange and identifications within a certain democratic order or community.Four events have been selected for the analysis, two from the Netherlands and two from Sweden. The events all occur within a relatively short time period: 2006, 2008 and 2009, 2012, respectively. The studied empirical material is broad and includes for example printed media, television, radio, social media, and political documents. The reading of the material starts with a set of questions that correspond to the distinction between the political and democratic dimensions. However, the uniqueness of each event is reflected by different theoretical emphasis in the analysis. A Dutch art project by Petra Bauer and Annette Krauss sheds light on processes of engaging democratically and exclusions regarding who has the right to take part in the public debate. Issues of voice and legitimacy are highlighted in the event involving the Swedish artist Anna Odell. Intelligibility, conditions of representation and possibilities of assuming a certain subject position are in focus in the analysis of the debate surrounding a cake performance by the Swedish artist Makode Linde. The study of the discussion spurred by Jikke van Loon’s monument in honour of Anton de Kom, emphasizes how memory and silence operate in a postcolonial context to influence the possibility of being heard.The analysis of the four art events reveals the complexity and conflictual nature of the conditions of political and democratic subjectivities and speech. The events suggest that, within radical democratic theory, we need to engage more depth with the relational dimension. Only by including the interaction that occurs can we understand the conditions and boundaries of speaking politically and the construction of legitimate political and democratic subjects. In the events, articulations of different subjectivities depend on their reception in an often complicated way that is enmeshed in a struggle over whether statements and demands constitute speech or noise. Furthermore, the strong emotions in the events can be understood as part of certain investments in a hegemonic order, and the threats of violence highlight the challenges of antagonism present in any order.

    • The aim of this study is to explore the contemporary role of the folk highschool as an educational pathway for Swedish MPs. Statistics from the folkhigh school register at Statistics Sweden are analysed. In summary, thereare still quite a large number of former folk high school participants inthe Swedish parliament (27%, 2014). The MPs’ folk high schoolparticipation mainly took the form of short courses. Over time, the folkhigh schools have increasingly come to be used by members of partieson the left of the political spectrum. The folk high schools arecommonly used as meeting places during the MPs’ political career, andthus not only as an educational pathway to power, as emphasised inearlier research.

  • Green thumb and other metaphors: Exploring urban-nature relationships

    • This paper explores metaphors used when organizing the meanings of agriculture and gardening generally, and urban agriculture in particular. Urban agriculture is, according to common interpretations in research, an activity that urban dwellers can use to de-alienate or re-appropriate the relationship with nature, thus implying there was ever a real or more accurate relationship between humans and nature. Urban relationship to vegetation is often expressed as ambiguous, where the urban dwellers have little or no relationship to plants. One interviewee typically stated about himself: “Imagine that a kid from the concrete jungle can get a green thumb”. The metaphors ‘concrete jungle’ and a ‘green thumb’ relate to the place where the respondent reside and the type of nature available (the jungle), but also relate to qualities attached to human bodies. The ‘green thumb’ can thus be interpreted as both the physical link between plants and human bodies and a symbolic understanding of nature. Metaphors are of critical importance in political studies, not only in determining institutional politics, but also in the mapping of how the production of meaning as such is political. Metaphors will be studied here to explore imaginaries placing humans beside or within nature. Metaphors do not only transfer meaning; they also shape the relations between subjects or objects.

  • Imagining Urban Gardening Space : An Ethnographic Study of Urban Gardening in Sweden

    • Urban gardening is a phenomenon that increasingly occupies the limited space in cities. In discourse, urban gardening is constructed as a positive element and as something that can build a productive environment in urban areas. However, using urban space for gardening raises questions about the delimitations of public space. This thesis examines the boundaries for gardening practices in urban public space by mapping out the dominant descriptions of the phenomenon and then analyzing how some articulations make it possible for citizens to claim urban space for gardening. The study uses an ethnographic approach and the empirical material includes participant observations at an urban garden in Stockholm as well as articulations found in the media, interviews, and social media posts as well as participant observations at urban gardens, expos and seminars on urban gardening. The theoretical framework is informed by poststructuralist discourse theory, psychoanalysis and critical geography. The main results show that urban gardens renegotiate boundaries of property due to their semi-public character. Furthermore, affective bindings in the garden create a fantasy of an authentic relationship with nature, which gives force to the positive discourse of urban gardening and makes it possible for urban gardens to inhabit urban public space.
